A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

This study seeks to explore perceptions and understandings of democracy in South Africa twenty years post-apartheid. Information from interviews with fifty South African citizens in Durban, KwaZulu-Natal was supplemented with interviews with five experts from institutions relevant to democratic development. Participants agreed that South Africa was a democracy, but disagreed on the meanings of democracy, South Africa’s democratic performance to date, and future prospects for democracy. The learner concludes that, in order to improve the quality of democratic governance in the country, South Africans must engage in a national dialogue about what democracy is and where it is meant to …

Throughout its evolution, ASEAN has consistently maintained its attachment to the full respect of national sovereignty and the principle of non-interference in internal affairs, which translates into consensual decision-making, political rather than legally-binding agreements and the lack of sanctions for non-compliance. A major breakthrough in terms of institutionalisation came about with the signing of the ASEAN Charter of 2007, which has enhanced ASEAN’s standing as a rule-based organisation and approximated it somewhat to structures typical of the EU. In his recent work Gilbert Rozman explains the growing tensions between the People’s Republic of China (PRC) and United States in terms of the symbolic politics of a widening “identity gap.” This identity gap is important, he argues, because it pushes both countries towards more fundamentalist views of themselves and each other, which in turn fosters ideas of an “inevitable” zero-sum geopolitical conflict.

In this report, the authors documents how persecution of and violence against the Rohingya in Burma has spread to other Muslim communities throughout the country. Physicians for Human Rights conducted eight separate investigations in Burma and the surrounding region between 2004 and 2013. PHR’s most recent field research in early 2013 indicates a need for renewed attention to violence against minorities and impunity for such crimes. The findings presented in this report are based on investigations conducted in Burma over two separate visits for a combined 21-day period between March and May 2013.

Since the breakup of the colonial empires following World War II, many newly independent states have embarked on a path of seeking political and economic development. Scholars studying this phenomenon soon became aware of an interesting puzzle. Why do the economies that have substantial natural resource endowments at their disposal tend to develop at a slower rate than economies that are less endowed with natural resources? From this question, the resource curse theory was derived. The resource curse theory has three main claims. In this paper, I demonstrate the identity transformation of North Korean women in interaction with state and non-state actors and domestic and regional structures, which I formulate for the purposes of this paper. As China decentralized in the 1980s, many provinces received the latitude to implement their own strategies and approaches to economic development. Not surprisingly, such strategies varied regionally as provinces with different levels of wealth and resources implemented different approaches to achieving economic development. Yet, some of these examples are quite puzzling, with provinces that share many similarities implementing markedly different strategies. Moreover, some provinces not only implemented different approaches to economic development, but adopted entirely different goals – interpreting the very definition of economic development differently. The main purpose of this study is to explore the underlying factors behind the political and ideological transformation of the Kurdistan Workers' Party (PKK) since its foundation. Through the detailed analysis of the role of Turkey's internal versus external factors on the evolution of the PKK over time, this work finds that changing political developments in the Middle East were more influential than Turkey's shifting domestic political environment. Economic development and good governance are most attractive since essential services are provided to people, regardless of ethnic affiliation. To explain China’s recent turn from a modest foreign policy to a more assertive global stance, the chapter argues that we need to pay closer attention to how citizen intellectuals are challenging the foreign policy establishment’s monopoly on discussion of China’s place in the world. Human trafficking is an international problem that plagues every country in the world. Although no reliable concrete data exist on the extent of human trafficking internationally, it is estimated that thousands of women are trafficked into the European Union every year. According to research conducted by the European Roma Rights Centre in 2010, a disproportionately high percentage of these victims are of Roma ethnicity. Research from service providers, law enforcement and international organizations estimates that Roma comprise between 50 to 80 percent of human trafficking victims in Bulgaria with similar levels across Central and Eastern Europe. This article examines that internet social media have influenced the Egypt Revolution from the authoritarian government to the democratic transition. There are two theories: Cyber-Optimist that argues internet social media is significant in changing a rezim and Cyber-Realist that believes internet is a status quo regime's arsenal in controlling their citizen. Is post-revolution Egypt demonstrably different from the ancien régime? Where and between whom is political competition currently taking place? In the aggregative conception, democracy requires the presence of substantive political choice, differentiated through 'robust' competition between intermediaries – most often political parties – that serve to effectively aggregate and articulate political preferences. This paper examines segments from the very first Tamazight language TV news broadcast in the history of Libya in May 11, 2011. In the analysis, I focus on (a) Tamazight-Arabic code switching and (b) the profound influence of Arabic on the Tamazight spoken in this situation. Since the Heart of Darkness brought the cruelty of King Leopold’s rule of the Congo to the world’s attention, it has been viewed internationally as the locus ofinhumanity. My thesis examines how this perception has excused the role of neocolonial actors in furthering destabilization. After independence, the United States and Belgium, with the assistance of Mobutu Sese-Seko, exploited the nominally sovereign Congo. The weakening of the Congolese state has continued in recent years through a lack of accountability for international interventions brought about by bureaucratic secrecy, popular ignorance, and human rights rhetoric.

The present study is a comparative approach to revolutions and their effect on population health during the post-conflict period. Specifically, it attempts to determine whether revolutions that are accompanied by a coup d'état have a significant negative impact on post-revolution population health. Degree of revolutionary violence, governmental structures, and pre-revolution health systems is of particular interest as relevant variables. The study focuses on the Latin American countries of Nicaragua and Chile due to their similar region and timeframe. This report details the results of a Physicians for Human Rights (PHR) investigation into the March 20 and 21, 2013, attacks on Muslim students, teachers, and residents in the Mingalar Zayyone quarter of Meiktila, a small town in central Burma.

A two-person team, the authors of the report, from PHR conducted 33 interviews about the attacks, which resulted in the deaths of at least 20 children and four teachers. The report details the attacks by the Buddhist mobs, provides evidence that local police officers were complicit in the crimes, and lists policy recommendations for the Burmese government and the international …

Deterring The Democratic People’S Republic Of Korea: The Role Of Japan’S Ballistic Missile Defense, Jonathan Trexel

This dissertation explores the role of Japan’s ballistic missile defense (BMD) program and its deterrent effect upon North Korean behavior. A mixed-methods approach is employed to analyze the topic. Empirical quantitative data included tabulated monthly cooperative-conflictual behavioral interaction between Japan and North Korea spanning a 22-year timeframe (1990-2011). In addition, a strategic profile developed from deterrence theory provided essential qualitative background to compliment the quantitative analysis. Japan’s BMD program was divided into four periods reflecting decision points or phases of program development. Results indicated varied BMD deterrence effectiveness, with two periods indicating Japan’s BMD program strengthened deterrence, one period indicating …
