In December 2006, the UN announced the first resolution against Iran's nuclear activities. After many sanctions and negotiations, there still exists no definite agreement between parties over Iran's nuclear program. The objective of this study is to determine whether Iran's nuclear program has become Iran's identity. It is assumed that if the nuclear issue has not become Iran's identity, negotiation would be a useful threat. The Constructivists' approach for shaping states' identities was used in this study to analyze Iran's behavior toward the nuclear issue. Iran has a long history of civilization. The paper examines the evolution in international commercial marriage migration from Southeast Asia to South Korea from a Complexity Theory (CT) framework, originally from natural sciences but vastly entering the field of social sciences. CT stresses the non-linear nature of complex systems that are composed of a large number of individual components operating within a conditioned boundary whose interactions lead emergent properties in an unpredictable way. The study is based on the author’s fieldwork interviews and participatory observations of marriage migrants, government officers, and social workers in South Korea in 2010-2013, which establishes five phases of brokered marriages, namely, (1) …

This paper examines the main legal elements of corporate criminal responsibility for involvement in serious human rights violations, focusing specifically on the mens rea, or mental element requirement of a crime. It analyzes in detail what it means for a business to be complicit, the degree of knowledge corporations and their officials must have to be implicated in accomplice liability, and a case study demonstrating the consequences of such liability on corporations.

For many decades the Kurdish language was ignored and banned from public use and Turkish became the lingua franca for all citizens to speak. This way, the Turkish state sought to create a nation-state based on one language and attempted to eliminate the use of other languages, particularly Kurdish, through severe regulations and prohibitions.
Firstly, this thesis traces the language planning policies in the 20th century which resulted in the invisibilization and denial of Kurdish through an attempted linguicide. Since 1968, liberation theology has emerged as a prominent feature of religion and politics, particularly in South America. Originally stemming from the writings of Peruvian priest Gustavo Gutiérrez, this at-once theological and overtly political ideology decries the institutionalized violence of the world’s capitalist society on the poor and oppressed, and argues that God is particularly concerned with the plight of the suffering masses. This thesis analyzes the US response to the 1994 Rwandan genocide. It argues that in 1994, the US was retooling its stance on humanitarian intervention because of the disastrous US-led Operation Gothic Serpent in Somalia in 1993. Therefore, the American response to the genocide in Rwanda became a casualty of Washington’s reassessment of its humanitarian intervention policy in the 1990s. The reason behind the US adoption of a more muscular humanitarian intervention policy was due in part to the end of the Cold War in 1991. Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young
International Journal of Nuclear Security
This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

The scheme that carved world order during the Cold War was a pitched battle for 'containment' against burgeoning communism. In turn, rationality gave way to the threat of catastrophic nuclear force as the basis of stability. If at all there is a historical lesson to be learned from that experience then it is that stability begins with serious and sustained dialogue between leadership; the alternative being what Kennedy termed "the peace of the grave." In the wake of the 2011 Syrian Civil War, hundreds of thousands of refugees fled to neighboring Jordan. The government of Jordan received them and along with NGOs from around the world, provided for some of their most basic needs including food, education and healthcare. In the summer of 2014 I travelled to Amman and Mafraq, Jordan in order to learn more about the work being done among the Syrians by non-governmental organizations (NGOs). What I found was a variety of short-term aid projects designed by the NGOs to meet the various needs of the refugees. I learned of no …

This dissertation investigates the patterns of path dependence in intrastate conflicts. It is motivated by three research questions: What factors determine a particular outcome of a civil war? How strong is their impact? What are the causal mechanisms in play? To examine these questions, this study introduces a theory of path dependence to the study of intrastate conflicts that bridges the gap between analyses of the phases of contention.

European Union (EU) sanctions are agreed in the Common Foreign and Security Policy (CFSP), a framework where the unanimity rule prevails and where individual Member States have a formal veto. Thus, Member State compliance with sanctions can be expected to be optimal: If Member States have serious objections to the imposition of sanctions, they can veto their adoption in the Council.Yet, while implementation is comparatively satisfactory, Member States have availed of opportunities to undermine the application of EU sanctions regimes at various levels. All international sanctions are embedded in larger contexts of overlapping policy instruments and other sanctions regimes. Yet we tend to look at sanctions and evaluate their effectiveness from the vantage point of a single sender of sanctions – whether it is the UN, the EU, or an individual country like the United States – rather than consider the combined and interactive effects of different, co-existing sanctions regimes. EU sanctions tend to be imposed in conjunction with measures by other actors: their interplay deserves closer analysis in terms of sequencing, objectives, complexity and legitimacy. On November 8, 2014 one of the most powerful typhoons in recorded history made landfall in the Philippines leaving the country in a declared state of national calamity (NPR 2013; BBC 2013). This research seeks to place in sociological context my experience as a Peace Corps Volunteer serving in the Philippines during the landfall of typhoon "Yolanda". I utilized autoethnographic methods with a focus in personal narrative to analyze my experience.

On March 4, 2013, Kenyans went to the polls to elect the president, vice-president, senators, county governors, and members of parliament. Tension was high; fears and uncertainties gripped the nation, and the international community watched with keen interest. Five years earlier, on December 27, 2007, a similar event had resulted in a horrific post-election violence (PEV) that left thousands dead and hundreds of thousands displaced, and that disrupted the economic and social conditions of the country and the entire sub-region. Pockets Of Participation: Bureaucratic Incentives And Participatory Irrigation Management In Thailand, Jacob Ricks

Despite a history of participatory policies, Thailand’s Royal Irrigation Department (RID) has had little success in developing water user organisations (WUOs) capable of facilitating cooperation between farmers and the irrigation agency. Even so, pockets of participation exist. What can explain these rare successes? What policy lessons can they provide? Comparing nine WUOs, I identify factors that contribute to the emergence of relatively successful groups. Most importantly, I show that successful WUOs are contingent on the actions of local irrigation officials. These findings emphasise the important role of street-level bureaucrats in implementing participatory policies. The incentive structures provided by the RID, …
