Leonard was forced to join the military at the age of 17 in his home country of the Congo. A Catholic priest smuggled me out of the country and I lived in refugee camps in several different countries until 2004 when he came to the United States.

In 2005, a couple came to Leonard when he was homeless in the Provo library. They found out that he needed help and offered to let me live with them. They ended up paying my tuition for my education and I went to college for five years.

This work seeks to examine the role of the state in international relations. While international relations treat states as institutions endowed with agency, they lack any means of explaining how the state can gain agency, autonomy, and rationality.

My dissertation seeks to reorient the theoretical assumptions of international relations in two ways. I develop a theory of the of the state that seeks to explain the mechanisms by which individuals are able to form collective social institutions and to endow them with authority and agency. After surrendering in World War II, Japan's new American-crafted constitution forced the formerly imperialistic country into pacifism. In accordance with Article 9 of the constitution, Japan was to be completely demilitarized and was therefore barred from keeping a standing military of its own. Over the course of the seven decades that have passed since the implementation of Supreme Commander MacArthur’s nonviolent constitution, Japan has slowly regained military strength. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

As commonly understood, and particularly espoused by Kurdish nationalists, the Kurds are by far the largest ethnic group in the world without their own nation-state. An estimated 2 to 2.5 million ethnically Kurdish people inhabit portions of Syria. There are approximately 6.5 million ethnically Kurdish people in Iraq, 7.6 million in Iran, and 16 million in Turkey. Overall, there are about 30 million Kurds in the world. In the broader context of the Kurdish nationalist struggle, this paper suggests that there is a growing bipolar hegemony for power over the control of Kurdish land and politics. Political science uses international relations (IR) theory to explain state-actor political behavior. Research suggests that this theoretical framework can inform a predictive model incorporating features of systems dynamics (SD) and agent based (AB) modeling. The Foreign Policy Model (ForPol) herein applies Alexander Y. Lubyansky's (2014) SD model for macro-political behavior to represent behaviors between real systems and mental models. In many impoverished countries, children face dangerous, difficult, or exploitative work conditions. Child labor can deny children their basic needs, be harmful to their health, or stand in the way of their education and childhood. UNICEF estimates 246 million children are engaged in child labor worldwide, with nearly 70 percent working in hazardous conditions (UNICEF). The worst forms of child labor include slavery, drug trafficking, use in armed conflict, prostitution, pornography, or any work that "is likely to harm the health, safety, or morals of children" (ILO 1999).

Moldova: To Be Or Not To Be Establishing A National Identity Before And After Independence: 1989-1993, Brittney Grandy

This difference is all too clear in the former Soviet satellite of Moldova. In 1989, Moldova had a population of 4,335,360 (,21,eMOCKon Weekly 2013), with a variety of nationalities living within its borders that threatened to divide the state. Moldovans were the largest ethnic group, accounting for roughly 65 percent of the population. Ukrainians (13.8 percent), Russians (13 percent), Gaguaz (3.5 percent), and Romanians (0.06 percent) were just a few of the other ethnic minorities (,21,eMocxon Weekly 2013). Foster care in the U.S. is largely influenced by federal and state legislation. Since 1996, legislation establishing privatized foster care has become increasingly popular (Lee 2008). As levels of privatization increase nationwide, it is important to understand the impact this has on the daily lives of hundreds of thousands of children around the country. For the first time in fifty years, Utah was a competitive state in the presidential election. Moreover, there was a viable third party candidate in Utah. Mid-October polling saw a three-way statistical tie between Republican Donald Trump, Democrat Hillary Clinton, and Independent Evan McMullin (Y2 Analytics 2016). Although voters in other states behaved in new or unexpected ways, 2016 was a particularly odd year for Utah voters. As demonstrated by their voting behavior, Utah's voting population is unique in two ways.

When is the institutionalization of anti-corruption bodies possible in Latin America? Central America’s Cold War era internal conflicts destabilized the Northern Triangle’s governments and greatly weakened judicial institutions. The legacy of these conflicts led to the creation of parallel corrupt networks that infiltrated state institutions and perpetuated impunity and violence. In one hundred days between April 6 and July 15, 1994, the Rwandan genocide took away the lives of approximately 800,000 Tutsis and politically moderate Hutus. The United Nations estimated that between 250,000 and 500,000 individuals were raped or sexually assaulted during the genocide, and rape was used as a tool of war with a clear genocidal intent to destroy the enemy. The threat of global climate change increasingly influences the actions of human society. As world leaders have negotiated adaptation strategies over the past couple of decades, a certain discourse has emerged that privileges Western conceptions of environmental degradation. I argue that this framing of climate change inhibits the successful implementation of adaptation strategies. This thesis focuses on a case study of the Maldives, an island nation deemed one of the most vulnerable locations to the impacts of rising sea levels. U.S. leadership in artificial intelligence (AI) research and development (R&D) may be challenged by China’s recent and centralized policy planning aimed at rapidly developing AI-related technologies. The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. Since the 2010s, China’s sports industry has undergone comprehensive reforms. This paper attempts to understand this change of direction from the central state’s perspective. By examining the dynamics of the basketball and soccer markets, it discovers that while the deregulation of basketball is a result of persistent bottom-up effort from the private sector, the recentralization of soccer is a state-led policy change. This article examines Scandinavian donor practices in Bosnia-Herzegovina (BiH) with regards to post-conflict justice activities. BiH has been a laboratory of reconstruction, peace-building and transitional justice processes since the end of the war in 1995.
