The article examines the role that the European Centre for Higher Education (CEPES) played in fostering educational cooperation between East and West blocs in education during the Cold War. A unit of UNESCO and located in Romania, it later expanded its mandate to include North America, Turkey, and Israel in addition to its original European base. It existed between 1972 and 2012 and foundered in the latter year due to finances and less than full support.

This article examines the issue of brain drain vs brain gain. Specifically, the case of whether the loss of higher education professional departures from a lesser developed country(Nepal in this case) to a higher developed country is balanced by a return of these individuals with skills enhanced by education and training. So far, evidence does not appear to support this hypothesis.

The purpose of this investigation is to define the main contents and issues of the impact of informing systems on the rise and development of Virtual Civilization. The methodology is based on an interdisciplinary big-picture view of the elements of development of virtual civilization and their interdependency. Among the findings are the following: Virtual Civilization has infrastructural characteristics, a world-wide unlimited, socially constructed work and leisure space in cyberspace, and it can last centuries/millennia—as long as informing systems are operational. This article traces the development of indigenous technology before the arrival of outsiders after the 15th century. It covers sub-Saharan Africa, pre-Columbian Americas, and Oceania. Under the first category, the role of Bantu-speakers in spreading technology is examined as are the evolution of advanced societies throughout Africa. In the second category, the achievements of the Mayan, Aztec, and Inca are examined. In the third category, the role of the Austronesians and Polynesians are examined.

The current president of the Association and noted scholar in the foundations of modern science discusses the evolution of distinct civilization with stress on Islamic and Chinese civilizations. The article covers three encounters that have occurred in history between different civilizations. The first encounter was between Byzantium and the Islamic World in the 9th and 10th century; the second was the interaction between the West and Islam in the 12th century, and the third was between European missionaries and China after 1400. Rethinking Baloch Secularism: What The Data Say, C. Christine Fair, Ali Hamza
Peace and Conflict Studies
Since 1947, Baloch have resisted inclusion into the Pakistan and have waged several waves of ethno-nationalist insurgency against the state. Scholars and Baloch nationalist leaders alike generally assert that Baloch are more secular than other Pakistanis, more opposed to the political Islamist policies pursued by the state, and less supportive of Islamist militancy in the country. However, these claims lack empirical support. We employ data derived from a large national survey of Pakistanis from 2012 to evaluate these conventional wisdoms. Contrary to claims in the literature, we find that Baloch resemble Pakistanis generally with few important exceptions.

The concept of yuru-kyara, a mascot character designed by towns and prefectures to boost tourism, has been a trend in Japan for two decades. Overtime Japanese police adopted the trend and created their own mascot characters to improve public relations. For the decade since the first police mascot was created only male police mascots were created and it was not until the late 90s early 2000s that female police mascots were being made. Prior research on citizen support for European integration does not consider the influenceof individuals’ evaluations of European nationalities. The model developed in this articleargues that individuals harbour images regarding other European nationalities. Theseimages, which are tied to the economic development of the nationalities’ country, influencetransnational trust (the general trust that individuals put in another nationality).Transnational trust explains support for integration, for it facilitates cooperation amongdiverse groups. Innovations in biotechnology, computer science, and engineering throughout the late 20th and early 21st centuries dramatically expanded possible modes of data-based surveillance and personal identification. More specifically, new technologies facilitated enormous growth in the biometrics sector. The response to the explosion of biometric technologies was two-fold. While intelligence agencies, militaries, and multinational corporations embraced new opportunities to fortify and expand security measures, many individuals objected to what they perceived as serious threats to privacy and bodily autonomy.
