This article examines the difficulties in the implementation of gender mainstreaming in the Public Policy of Medellin’s women, under the lens of the meta-governance literature. The purpose is to determine how the problems of coordination between actors and means of governance have influenced incorporation and implementation processes of this international strategy, within the Municipal Administration of Medellin, and especially for the period 2012-2015. The purpose of this study is to trace Hugo Chavez’s transition-towards-Socialism efforts in Venezuela between 1999 and 2008, and by means of discourse analysis. Through combined qualitative and quantitative analyses of a random transcript sample from the ‘Aló Presidente’ Sunday program, the study: 1) analyzes the president's discourses that have to do with production relations, for the purpose of clarifying the trajectory of Hugo Chávez's policies regarding these, and in associated models of production; 2) identifies the discursive strategies employed by Hugo Chávez to legitimize and push forward changes in the very production relations that he promoted. The analysis of collective action from Medellin’s cycling advocacy groups on the political agenda of the city, when seen through an Interpretativist Theoretical Perspective, is a reflection of the actual gap between the citizens and the public policy. This fact gives importance to the contexts, local knowledge, and the citizenry’s arguments. The case study is in itself a tool of methodological inquiry. Empirical evidence is gathered by applying semi-structured interviews, direct observation, and documentary review. Such evidence is systematized using matrixes and map-analysis. This research was conducted in order to expand upon current understandings of the policies affecting refugees in Uganda and the United States (U.S.). Appreciating both policies and implementation strategies for each country is critical in providing the ability to fully grasp the reality of the refugee crisis faced by countries all over the world.

This study employed field-based research, including observations, focus groups, and interviews with refugees and those who implement refugee policies. Speaking Of Genocide: Double Binds And Political Discourse, Benjamin Meiches

Genocide Studies and Prevention: An International Journal

Genocide scholars have always argued over the best definition of genocide. However, recent genocide studies have begun to emphasize both the ‘contestable’ nature of genocide and, paradoxically, call for clear or rigid definitions of the term. This article evaluates this tension by examining the act of defining genocide as a type of epistemological practice. Placing the act of definition in the context of a complex socio-linguistic system, the article shows how genocide discourse is subject to a variety of demands and pressures. These pressures, internal to genocide discourse, inadvertently promote restrictive and paradoxical formulations of the concept. To illustrate this …

Dignity: A Journal of Analysis of Exploitation and Violence

Commercial sexual exploitation of children (CSEC) is a form of violence in which children, mainly girls and female adolescents, are reduced to sexual objects for rent. In this study, we argue that the concept of who is an exploiter must be broadened to include everyone who directly or indirectly benefits from CSEC. This paper is based on life stories of 10 female residents from a shelter, which we call Casa Libertad (a fictitious name) in Mexico City, for female victims of violence. This paper uses a qualitative approach to explain the divide between local and migrant populations in the Moroccan context. This divide is primarily influenced by “feelings of otherness” and is triggered first and foremost by differences in physical appearance—easily identifiable differences upon first impression. Though inspired by a nearly instantaneous arrangement, this divide is fueled further by an inconsistency of language usage between groups. Because there is a wide variety of migrant experiences in this context, it is important to identify some of the differences between these lived experiences. In recent years, tensions have escalated between actors in the South China Sea, one of which is the Association for Southeast Asian Nations (ASEAN), the region’s primary intergovernmental organization. The purpose of this report is to determine the effectiveness of ASEAN in resolving the South China Sea disputes and to clarify how geopolitical factors have impacted the organization’s actions. Forced migration has become commonplace in the international political landscape. In 2015, 60 million people were displaced by violence, more than ever before recorded (UNHCR, 2015). While we know that violence leads to displacement, we know little about return migration after conflict – who comes back and where they settle. Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. The Roma are Europe’s most discriminated and vulnerable minority, yet little is really known about them. This paper will shed light on the situation of Romani women through interviews done through NGOs and publications released through the European Union. As the gaps between the Roma and the general population are still so big, the author cannot offer any concrete solutions, but it is hoped that this will bring to light the shortcomings of the institutions of the European Union and its member states in helping the Roma.

Total fertility rates throughout the European Union have fallen and are now below the replacement rate of 2.1 births per woman. Maintaining a sustainable population size is crucial for the future of the EU, and this concerns both politicians and scholars. This paper will attempt to reinterpret the early Cold War moment in Euro-American relations that gave rise to and ultimately destroyed George Kennan’s plan to reunify and neutralize Germany—the so-called “Program A” of 1948–49. Kennan envisioned his Program as the first and decisive step towards creating a “free European community” capable of acting as a non-aligned “third force,” thus ending the Cold War on the Continent. Estonia’s integration policy vis-à-vis its Russian-speaking residents was developed and reformed several times since the dissolution of the Soviet Union in 1991. Since 2015, an unexpected number of migrants have rushed to the European Union in hopes of improving their lives. Contrary to their expectations, asylum-seekers realized that the EU is neither prepared nor willing to host them. This paper follows the progression of the EU’s asylum policies, beginning with the 1951 Geneva Convention and the principle of non-refoulement.
