From Inclusive Governance To Peace: Exploring African Governance Systems, Karolina Werner

This dissertation defines and explores the concept of inclusive governance, highlighting linkages between inclusion in governance, legitimacy, and peace. Focusing specifically on the inclusion of traditional, local systems of governance in state government, I explore the unique role traditional institutions have as a bridge between the communities they serve and the government. I examine the relationship between governance, quality of inclusion, legitimacy, and sustainable peace through case studies, challenging prevailing narratives and conceptualizing inclusive governance through a reflexive analysis of existing literature, theory, and empirical evidence.

On the evening of November 8th, 2016, Prime Minister Narendra Modi announced to a shocked India that the two most common banknotes would thereafter cease to be legal tender. Newly designed notes were printed and dispersed to Indians who were forced to wait in long bank and ATM lines, which frequently ran out of cash due to such high demand. This article analyzes military policy making made by Australian Government to tackle the issue of illegal immigrants in Australia after the Australian Federal Election in 2013. Some of existing studies on the topic illustrate from the point of view of securitization, that illegal immigrant issues has been securitized and requires the intervention of the Australian army through Operations Sovereign Borders. In the United States and Canada, refugee resettlement has been the subject of extensive scrutiny and political debate, particularly since the November 2015 terrorist attacks carried out by the Islamic State of Iraq and Syria (ISIS) against targets in Paris. While public opinion polls have shown increasingly negative attitudes toward refugees, existing survey questionnaires only provide a limited understanding of what shapes these views. As such, this study focuses on two important factors that influence attitude formation toward refugees, pre-existing levels of knowledge and contact with minority groups. In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. Labour protection has become a dominant agenda in global migration governance, particularly for sending countries whose diasporic citizens are denied political rights in host states. Despite having limited authority to arbitrate extraterritorial disputes, sending countries like Indonesia have deployed novel techniques of statecraft to improve migrant protection. Through the prism of the professional competence exam and pre-departure orientation seminar, this article investigates the Indonesian state's regulatory practices that focus on migrant conduct. Although outbound domestic workers are subject to a prolonged process of skill formation, other Indonesian contract workers pursue emigration upon acquiring basic legal knowledge without undergoing accreditation. Domestic Resource Mobilization (DRM) is "the generation of government revenue from domestic resources, from tax and non-tax sources (royalties, licenses, levies or other income)" (European Commission, 2010). Major scholars have exchanged contrasting views on the barriers to resource mobilization in Africa. While Di John (2006) asserts weak state capacity to mobilizing resources and the need for reconstruction of a viable state, Von (2007) contends that neopatrimonialism has inhibited African state's revenue.
