Participatory Budgeting (PB) is conceptually powerful because it ties the normative values of non-elite participation and deliberation to specific policymaking processes. It is a democratic policymaking process that enables citizens to allocate public monies. PB has spread globally, coming to the United States in 2009. Our analysis shows that the types of institutional designs used in the United States are quite different from the original Brazilian programs. What explains the variation in PB institutional design between Brazil and the United States? Most PB cases in the US are district-level whereas in Brazil, PB cases are mainly municipal. How does the extent to which rebel organizations are embedded into local conflict contexts - i.e. the extent to which they "fit in" or "stand out" from local populations - affect their behavior on and off the battlefield during civil war? This dissertation examines why rebel group propensities to engage in governance and violence during war vary at the macro and microlevels of analysis and uses as its point of departure the presence of foreign fighters in the ranks of rebel groups engaged in civil war. Power, Punk, And Performance: A Critical Analysis Of Hooligan Laws In Russia, Noelle Wurst

This paper presents the argument that the criminal charge of hooliganism in Russia is a political tool used to suppress dissent and uphold the authoritarian ideals of Putin’s regime. The background of this analysis includes a broad overview of the development of the hooligan laws over time and how they have been used to advance elite interests. In addition, the key policies, institutions, and rhetoric that surround hooliganism in present-day Russia are identified. The legitimacy of the hooligan laws is then tested against both domestic and international law, especially in regards to norms on freedoms of speech.

Small-scale sport events have been argued to be sustainable form of tourism development for communities (Gibson, 1999). The purpose of this study was to analyze four small-scale sport events all operated by NIGSA (Nómadas International Group SA) in the Magallanes region of Chile. The four events at the core of this study were: Patagonian Expedition Race, Patagonian International Marathon, Ultra Trail Torres del Paine, and the Ultra Fiord which operate partially or completely inside the Torres del Paine National Park. For democracy and the rule of law to function and flourish, important actors in the justice system need sufficient independence from politicians in power to act under rule of law rather than political pressure. Currently Latin America experiences a phenomenon of widely varying levels of violence across the region. Many countries, such as El Salvador and Honduras, have exceptionally high murder rates upwards of 40 homicides per 100,000 people (UNODC 2015). Other countries, such as Uruguay and Argentina, have relatively low rates, below 10 homicides per 100,000 people (UNODC 2015). I believe this variation stems from the use of pro-government militias specifically employed in the past by military governments as tools of suppression. This dissertation examines the global crisis of protection through the lens of the Syrian refugee crisis and the particular experiences of refugees’ journeys to Sweden.

In doing so, the dissertation challenges the dominant narratives that represent refugees either as victims who deserve aid in their regions, or as threats when they exert their agency and journey towards the global north. Elsa Chaney (1979) argued that women legislators in Latin America exhibit a supermadre approach in their legislatures. As a result of this, women legislators are relegated to "less important" committees, such as those dealing with family, children, and social issues. Based on her approach, this Thesis argues that due to gender socialization women legislators create an inclusive political environment in the legislature for minorities and marginalized groups. Specifically, it investigates women legislators' bill initiation behavior regarding the inclusion of indigenous populations' interests. State laws compelling citizens to comply with elements of religious law – also known as religious legislation – are globally pervasive. Previous research has well documented the incidence of myriad examples of religious legislation. These laws’ practical effect on citizens’ behavior, however, has been less examined. This article looks at the effect of one piece of religious legislation: state laws enforcing the Ramadan fast. It demonstrates that the use of state power to sanction violations of religious law significantly increases citizens’ compliance with this religious law.

In this thesis, I examine the content of and mechanisms of disseminating propaganda originating from Saddam Hussein’s regime during the Iran-Iraq War. This research specifically looks at how and why the regime targeted Iraqi Shi’as during the war, and how that contributed to the ways in which the regime engaged with rhetoric. Moreover, this thesis attempts to make sense of the diverse, and sometimes seemingly opposing, amalgam of the rhetoric’s subject matter and methods of circulation. Social scientists studying natural disasters have generally found an absence of panic, a decrease in crime, and survivors working together to find basic necessities in the days and weeks after a catastrophe. By contrast, political and military authorities implement measures such as martial law to prevent chaos and lawlessness threatening private property. The media amplifies narratives of disorder, creating the perception of uncontrolled masses wantonly committing crimes in a disaster’s aftermath. Effects Of Cisnormative Beauty Standards On Transgender Women’S Perceptions And Expressions Of Beauty, Delmira Monteiro, Mixalis Poulakis

Midwest Social Sciences Journal

The authors conducted a qualitative study exploring the effects of cisnormative beauty standards on transgender women’s perceptions and expressions of beauty. Twelve self-identified Caucasian transgender women completed a semistructured interview that provided descriptive data related to the women’s perceptions of societal beauty standards. Analysis of the data revealed the following primary themes: Participants viewed the beauty of transgender and cisgender women as diverse or as encompassing a broad range of variability; societal beauty standards were influential on participants’ expressions of beauty; and participants’ viewed out-group transphobia as a factor contributing to discriminatory and prejudicial perceptions of transwomen’s beauty.

For the past four years, as part of a group of currently and formerly incarcerated scholars, we have researched the “inmates” and staff at the Indiana Women’s Prison during the institution’s first decade. Then known as the Indiana Reformatory Institution for Women and Girls, the facility was located near downtown Indianapolis on Randolph and Michigan Street. We focused on a key constituent of the Indiana Reformatory for Women and Girls: the girls themselves, heretofore voiceless and uninvestigated.

In this dissertation I examine political trust perceptions across different political-legal institutions and actors in Kosovo. I evaluate the levels of political trust using cultural and institutional performance explanations to investigate the key factors that have an impact on political trust. The study explores national political trust and international political trust, considering many domains of political trust: government, political leaders, political parties, Kosovo Courts, Kosovo Police, NATO, United Nations, European Union, and the Kosovo Specialist Court. Citizen Initiative To Improve Local Government Ethics: Northwest Indiana Experience, Calvin Bellamy

After more than 50 years of widespread public corruption in Northwest Indiana, a small group of citizens and public officials met over a period of several months and developed a largely voluntary response. The result was the Shared Ethics Advisory Commission, which trains public employees on ethical decision making, provides specialized training for department heads and board and commission members, and hosts an annual ethics summit for the general public. Periodic employee ethics surveys indicate a positive effect of the training. In addition, the commission has developed a Candidate Ethics Action Pledge administered in each local election cycle, and a …
