The organization was created in 1961, with a conference held at Salzburg, Austria. Scholars gathered there under the auspices of UNESCO for six days in October. Among those present were Pitirim Sorokin and Arnold Toynbee. The topics included the definition of the word “civilization,” problems in the analysis of complex cultures, civilizational encounters in the past, the Orient vs. the Occident, problems of universal history, theories of historiography, and the role of the social sciences and the humanities in globalization.

Transitional processes have nowhere failed as spectacularly than in the wake of the Arab Spring's "revolutions." Contrary to popular expectations, these revolutions gave way to counter-revolutions rather than transitions to democracy and pluralistic politics. This article argues that, by settling for transitions to mere formal democracies, an opportunity was lost to engage in necessary structural change. While understandable that transitional processes shied away from addressing controversial issues -- including how to translate diversity in religious, gender, sexual, and ideological domains into the foundation of new political communities -- not doing so was a fatal error as it left untouched preexisting …

Robert H. Pruyn (1815-1882), a "good Dutchman" of Albany, served as the second American foreign minister to Japan, 1861-1865. This was a time of civil war in the States, and a time of great civil unrest in Japan. Pruyn prided himself both on his diplomacy and his appreciation of Japanese culture. This talk will focus on some of the lesser-known details of his experience as revealed in his many personal letters home, held by the Albany Institute of History and Art.

Kasbah 1 and Kasbah 2 – sit-ins resulting in the expulsion of old-regime ministers, the installation of a technocratic government, and the promise of elections – are generally regarded as two of the most important popular actions in the Tunisian Revolution. Left as a footnote to this history is Kasbah 3, a third sit-in widely considered to be a failed, radical movement corrosive to the successes of the Revolution. In this article, I will focus on two influential writers from the south of Brazil, Cristiane Sobral who currently lives in Brasília, from Rio de Janeiro, and Conceição Evaristo who currently lives in Rio de Janeiro state, from Minas Gerais. I got to know them in São Paulo in 2015 at a public event: the “Afroétnica Flink! This study attempts to explore the nature of the Tunisian national trade union, the Union Générale Tunisienne du Travail (UGTT), as it operates in Tunisia today. This was achieved by conducting in-depth interviews with Tunisians living in the greater Tunis area in the fall of 2019. Through the lens of both those affiliated with the UGTT and those who have no ties to the organization, an image of the UGTT is able to be revealed as a conspicuous entity. For the Mexican-U.S.American context, I will focus on females maquiladora workers and stay-at-home wives. For the Moroccan-European context, I will focus on the mujeres mulas – women mules. My paper will discuss the ways in which society and governments run under a male-dominated lens contributing to the placement of women in vulnerable positions.

Obstacles To Accessing Pro-Poor Microcredit Programs In China: Evidence From Penggan Village, Guizhou, Deborah Shu Yi Tan, Track Tze Tuan Tan, Shao Tong Ling, John A. Donaldson

Why do poor farmers not take up microcredit loans, even when the terms are designed to be pro-poor? Fieldwork in a village in China’s Guizhou province revealed a puzzle: although the county government had designed a loan program that was intended to be unusually pro-poor, only three of the 349 eligible households had successfully applied. This article analyzes three potential hypotheses: farmer failure (risk aversion or financial illiteracy), market failure (lack of viable or stable market opportunities), and institutional failure (structural or institutional barriers precluding taking up loans). OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. The vast majority of literature on the use of contraception focuses on its frequently documented connection to socioeconomic development. Thus, contraception has become a favored programmatic element of western organizations that deliver it to women in the developing world. I analyze discourse from transnational organizations that advocate for women’s use of birth control in the developing world, as well as deliver contraceptive services themselves, in order to uncover the dominance of liberal, capitalist assumptions therein. My research explores the reasons why three Latin American states (Colombia, Mexico, and Peru) claim the return of cultural heritage objects from holding institutions in the Western World, such as museums and universities. The literature on returns and restitutions, which focuses on questions of ownership and possession of objects, opposes two conceptions of cultural heritage: on the one hand, the internationalists argue that the location of a cultural object must be decided according to the interests of science and education, for the benefit and in the name of humankind; on the other hand, the nationalists consider that cultural heritage is …

After the Spanish-American War that ended in 1898, Puerto Rico was given to the United States by Spain as a war booty, becoming a US colony. The first law ever created by the United States to control Puerto Rico was the Foraker Act (also known as the Organic Act of 1900). This established a civilian government in Puerto Rico. It also extended the federal government rulings to the island. Thailand's March 2019 ballot was the first for the country since 2011, and for many it signaled the potential end of the military junta's five-year rule. But was it truly a return to democracy? This essay argues that the election was far from a democratization event. Instead, it was a highly orchestrated exercise to ensure authoritarian longevity. The junta employed techniques of institutional engineering as well as managing the election's outcomes in an effort to extend the premiership of Prayuth Chan-ocha despite increasing pressure for a return to civilian rule. In 2017, the Alternative für Deutschland (AfD) became the first the far-right party to win seats in the Bundestag since 1933. By campaigning on ethnic division, the AfD saw an unprecedented rise in support, especially in East Germany. This paper tests two models of ethnic conflict within comparative politics, primordialism and constructivism, to see which better explains the result of the AfD’s 2017 election. By examining the rhetorical use of political advertisements, the Manifesto Project’s analysis of the AfD’s platform, and differences of support between East and West Germany, the paper finds that constructivism better shows that highly-educated elites within …
