I would like to speak to you this morning about the future of the world trading system. It seems appropriate, on the GATT's 40th birthday, to recognize its past achievements while also looking forward to its future-challenges. We must together develop a vision of the GATT that will serve the needs of the twenty-first century. Forty years ago, the legacy of a great depression and a world war was high import duties and restrictive quotas. World trade had shriveled. I am grateful to the Shimoda Conference for inviting me to address the issue of U.S.-Japanese trade. This is an important event, coming at a time when trade between our two countries is playing a more significant role in our overall relations than ever before. In some ways , individual trade issues are threatening to overshadow our long relationship as friends and allies. This must not be allowed to happen. Foreign States And The Constitution, Lori Fisler Damrosch

This article does not advocate judicial abstention from deciding the constitutional claims of foreign sovereigns. Rather, the argument is that constitutional claims against the actions of the federal political branches must fail on the merits because of the relationship of foreign states to the federal structure. When, on the other hand, a claim does not directly confront or conflict with the political branches' foreign policy, the federal courts should adjudicate the merits of foreign state claims by applying constitutional jurisprudence to sustain or reject the claim. This thesis evaluates the declining hegemony of the United States over its allies since the end of World War II. Robert Gilpin and Robert Keohane's theories about the decline in U.S. hegemony are discussed as are the hegemonic theories of Gramsci as interpreted by Robert Cox. The three progressively hostile reactions of U.S. allies to U.S.-initiated embargoes against the Eastern Bloc are used to illustrate the decreasing control of the United States over the economic and strategic policies of its allies. Economic sanctions have been used throughout history to coerce target nations to acquiesce in the objectives of nations that impose them. The record of achievement, using sanctions as a tool of foreign policy, has been poor. Regardless, nations continue to use economic sanctions to attain their goals despite their relative ineffectiveness. And as nations apply sanctions frequently to resolve international conflicts, such frequency tends to impair the credibility of sanctions as an implement of foreign policy. The purpose of this study is to describe and analyze in detail the many aspects of the Soviet-Egyptian friendship as it developed from 1953 to 1970. The relationship between the two is extremely important because it provides insight into the roles of both Egypt and the Soviet Union in both the history of the Middle East and in world politics. The purpose of this study is to examine the relationship of rapid economic development and democratization in the Third World. Studying societal development of the Third World, developrnentalists have explained how those countries have been democratized through economic development, while dependency theorists have showed the opposite trend. After we review the theoretical background in this area, we hypothesize that there is an inverse relationship between rate of economic development and democratization. Time periods studies are limited to 1970- 1982 for economic development, and to 1974-1985 for democratization. Thirty-six Third World countries are used for this study. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria. Anschluss had special significance for Hitler and his decision to abandon an evolutionary revision of Austria's political status to one of radical expansionism and annexation proved fatal …

Quebec-U.S. interactions frm 1976 to 1980 are analysed in relation to American apprehension over the election of the Parti Quebecois and the P.Q. government’s ability to accommodate the American economic community.Analysis of this interaction is conducted in terms of the risks to corporate operations posed by P.Q. policies and the effect of P.Q. communications on corporate perceptions of this risk. A formal bargaining model—developed using the concept from game theory of “critical risk”—forms the theoretical basis for explaining changes in the American response. Each province’s economic transactions with the U.S. are described along with provincial influences on Canadian foreign policy. …

Throughout their history, Canadians have been constantly aware of the Republic to the South. In 1775 the American Revolution spilled over into Canada as the Americans seized Montreal and tried to capture Quebec City. During the War of 1812 Canada received the brunt of American hostility toward Britain, being invaded by the United States at various points along the border, particularly along the New York State frontier. Although successful in repelling the Americans, Canada became very sensitive to her own weakness as contrasted to the growing power of the United States.

Since the Antarctic Treaty came into force in 1961, the signatory states have cooperated in the region and international conflicts have not been allowed to intrude. In Antarctica, politics has indeed made for “strange bedfellows”; included among the major treaty states are the United States, the Soviet Union, the United Kingdom, Argentina and Chile. Yet, Antarctica remains an oasis of stability in spite of the fall of east-west detente, the Falkland/Malvinas Conflict and until recently, a simmering dispute between Chile and Argentina over rights in the Beagle Channel. A case study method is used to examine the role played by the United States Navy in bringing about the Second Cuban Intervention of 1906-1909. The 1906 American navy had a distinct lack of centralized direction during the September crisis in Cuba. As a consequence, initiative in the crisis passed to the several naval officers representing the United States in Cuba at the time. These officers acted in consonance with the navy's own institutional agendas and contrary to the objectives of the Theodore Roosevelt administration. The Soviet Union attacked- and defeated Japanese forces in Northeast Asia in the final days of the Second World War, and 2,100,000 Japanese soldiers and civilians suddenly fell into the hands of the Red Army. This thesis examines the experiences of Japanese in Soviet custody, efforts to obtain their release, and their eventual return to Japan. Repatriation of civilians from Soviet-controlled areas was slow, and military personnel were taken to the USSR for use as forced labor for several years. The Soviets conducted an intensive Marxist-Leninist indoctrination program for prisoners of war, and a professed acceptance of communism was a …

This article analyzes the reasons why praetorianism in Greece has not been followed by more of the same, as appears to be the case in most states that have experienced military rule. After a careful examination of the available data, it was concluded that having learned their lesson, both the civilian and military elites have played a role in keeping the armed forces away from the levers of political authority, the civilians by following carrot and stick policies designed not to encroach on the military's corporate interests, and the armed forces by accepting the view that they can best protect …
