Yemen: Human Rights In Yemen During And After The 1994 War, Sheila Carapico, Jermera Rone

During seventy days of conventional warfare between the government forces commanded by the Republic of Yemen Council President, General ’Ali ’Abdallah Salih, and the separatist southern army fighting in the name of the Yemeni Socialist Party (YSP), the government army won a military victory over the rebels and presided over the destruction of institutions and property of the former YSP-ruled People’s Democratic Republic of Yemen. The terms of national unity between the two Yemens, never fully resolved in either the May 1990 accord or elections in April 1993, were thus settled on the battlefield in favor of Salih’s northern-dominated military …

Becoming A Dove: Senator Claiborne Pell's Opposition To The Vietnam War, Kevin C. Klyberg

This study examines the opposition of Senator Claiborne de Borda Pell to the Vietnam War and his role as a member of the United States Senate’s anti-war movement. Pell’s speeches, Senate statements, and correspondence reveal his criticism of the Vietnam policies of Presidents Lyndon Johnson and Richard Nixon and his attempts to alter them. Also, this study traces the influences which shaped Pell’s decisions, including his own experience in the United States Foreign Service, his theory about the forming of foreign policy, the opinions of his Rhode Island constituents, and his relationship with other Senate "Doves" who opposed the war.

'the first book attempts to examine the region by use of theory as well as empirics, whereas the second is primarily empirical in nature. The latter explains Middle East politics primarily from the regional perspective, and in particular, from Iran's vantage point, whereas the former places regional politics within the broader context of world politics.

This study analyzes Iranian foreign policy since 1979 to determine if Iran is a pariah state in the international community. To determine Iran's isolation in the international community, various factors were examined, including diplomatic relations, political leverage, relations with the United Nations, and the ability to acquire military hardware. Iran's status was compared with three generally accepted pariah states, Taiwan, Israel, and South Africa to determine the degree of isolation faced by the Islamic Republic. This study determined that Iran remains a pariah state, but is less isolated than most pariah states because its objectionable behavior, its aggressive foreign policy, …

The US-Soviet arms race entered a new stage in the late 1970s and early 1980s which created a revolution in military-technological affairs including new weapons systems possessing revolutionary levels of sophistication. The rapid development and acquisition of these weapons systems by the United States created pressure on the Soviet Union to continue the economically debilitating arms race. By 1985, in the midst of this military-technical revolution, Mikhail S. Gorbachev began his reform of Soviet system, including Soviet military doctrine, creating pressure on the Soviet military. The 1968 Treaty on the Nonproliferation of Nuclear Weapons (NPT) came into force in 1970 and expires in 1995. In 1995 an extension conference has to be convened to decide whether the treaty continues in force indefinitely or will be extended for an additional period or periods.

The treaty, cosponsored by the us, the USSR, and the UK, has 155 signatories, but a few countries like Israel, India and Pakistan have refused to be bound by it. They have done so mainly on the formal grounds that the treaty is structurally discriminatory between nuclear and nonnuclear weapons states.

This thesis examines the motivations of Central American Unionists and the failure of their movement in the early years of the twentieth century. The existing literature attributes the failure of Central American unification during this era to U.S. policies meant to maintain a divided isthmus in order to economically and politically exploit the region. A closer analysis of the primary sources, however, reveals that union failed because of internal factors, and that Washington's actions generally favored efforts to rejoin the nations to reduce isthmian tensions. Tracing its origins to Theobald Wolfe Tone's United Irishmen, founded in Belfast on October 18, 1791, Irish Republicanism has evolved from its original anti-sectarian, Lockean principles as represented by Tone1 to a modern movement encompassing national self-determination, antisectarianism, cultural nationalism, radical social policies, the politics of electoralism, as well as support for the armed struggle dedicated to British withdrawal from Northern Ireland and a united Ireland. Today, the modern Irish Republican movement is best represented by the political party Sinn Fein. This article describes and analyzes the role of non-governmental organizations, or NGOs, in the system of governance that has developed to manage the use of natural resources, and that management's impact on the Great Lakes ecosystem. Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock

Using the MMPIand the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising …

Trade friction between the United States and Japan is discussed and it is shown why negotiations like Structural Impediments Initiative Talks alone have not improved the trade relations between the two countries. This is not only because of fundamental cultural and economic differences, but because of significant differences in the interests of Japanese business, Japanese government, American business, and American government. The Japanese political system is described. A detailed description of Japanese conglomerated system (keiretsu) is presented. The controversy between Japan and Russia over the ownership of the Kuril Islands is a significant barrier to improved diplomatic relations in the Far Eastern region. Because of this dispute, Japan and Russia have not yet signed a peace treaty to formally end the second world war and neither side seems willing to make any significant concessions to reach a compromise. The issue of ownership of these islands has been a continuing focal point of Russo-Japanese relations since the two nations first made contact in the late eighteenth century. This article investigates state-level export programs in response to the emerging new economic and political regime of Europe 1992. Little related export promotion activity is found, even in states reputed to have the most active entrepreneurial policies. The authors conclude that states have few resources to invest in export promotion and are inappropriate jurisdictions around which to organize such policy, despite the much touted "entrepreneurial state."

Moving beyond Cold War rhetoric and stereotypical views of Third World Marxism, the authors convincingly argue that the democratic tradition and practice that was emerging in socialist Nicaragua could well serve as a model for other Third World states. They analyze concepts of democracy and the ideology of the FSLN and show that the Sandinista movement is not in any way stock Marxist-Leninism. Instead, this nationalist variant of Third World Marxism is—like most others—a function of indigenous realities.Vanden and Prevost demonstrate that Nicaragua has seen the establishment of at least three different forms of democracy: popular, participatory democracy (manifested in …

This work documents the services of a unit of public officials, who I call 'public administrators in green.' These men and women, having entered on active duty with the U.S. Army, made a significant contribution to restoration of government services in Kuwait following the cessation of hostilities. Protocol Relating to the Status of Refugees (Protocol), it undertook not to "expel or return (refouler) a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened" on specified grounds. Interest Group Influence On U.S. Congressional Committees: A Case Study Of The United States-Canada Free Trade Agreement, Laurel L. Hoffman

The impact of special interests on Congress has long been a matter for concern. A content analysis of testimony presented at 14 Congressional committee hearings on the United States-Canada Free Trade Agreement revealed that three broad categories of witnesses participated: business, government, and non-business. Total testimony for business and government were comparable, while non-business had fewer witnesses and less testimony. Government supplied more testimony in oral form, which was interpreted as a higher degree of participation than written testimony, predominantly supplied by business. There was little evidence of lobbying coalitions as measured by crossreferencing; witnesses rarely referred to anything but …
