Post-Uruguay Round Gatt/Wto Dispute Settlement: Substance, Strengths, Weaknesses, And Causes For Concern, Michael Tkacik

Dispute settlement under the General Agreement on Tariffs and Trade (“GATT”) has come under increasing strain in recent years. The major powers often ignore GATT dispute settlement decisions which do not comport with their economic interests. This situation undermines the credibility of the GATT and threatens the system's framework. If dispute settlement under the GATT continues to be ineffective as it has been through much of the 1980s and early 1990s, GATT member states (“Members”) may well lose faith in the system, begin reimposing the tariffs that were present before the GATT, thereby risking worldwide trade war and possibly consequences …

CAPS Working Paper Series

This paper examines the nature of China’s economic relationship with the two Koreas, discussing the motivations behind China’s policy changes in the 1990s and assessing recent trends in trade, investment and economic cooperation. The prospects of the Tumen river development programme, which brings together all three countries in a multilateral cooperative venture, will also be analysed. The paper ends with some assessments of the future course of China’s relations with the two Koreas, especially with the uncertain internal situation in the North making the prospect of reunification loom larger.

This article examines the implications of the political transition of Hong Kong onUS-China relations in strategic, political and economic dimensions. It evaluates the impactof Hong Kong's changing status in the context of the engagement-containment debate onChina policy in the US. It suggests that US concerns over questions such as democracy andhuman rights and China's rejection of foreign interference' in Hong Kong would turn theterritory into a source of political conflict between the US and China. This thesis discusses the role of pariah states vis-a-vis the nonproliferation regime. Specifically, the foreign policy of the Islamic Republic of Iran (IRI) is analyzed to determine, first, whether Iran is a pariah, second, the potential threat the IRI poses to the Persian Gulf region and third, the possible international responses that may be undertaken to address Iranian pariahtude in the nuclear field. Through the course of this thesis regimes are defined as a set of implicit and explicit rules, principles, norms, and decision-making procedures around which actor's expectations converge and which govern relations among states.
