The Smugglers' Landscape: Geography, Route Selection And The Global Heroin Trade, James Dallis Medler

This study focuses on transnational smuggling, and puts forth an analytical framework from the smugglers' perspective with respect to route selection, focusing primarily on aspects of economic, political, and human geography. It is predicated on three interconnected decision-making domains that constitute the smuggler's operational landscape, namely access, risk and connectivity, which interact to drive the smugglers' perceptions of route attractiveness. The first two domains operate reciprocally, primarily at the national level of analysis, and together both shape and are shaped by the third at the transnational level to form a feedback loop. In recent years, researchers have increasingly turned their attention to the proliferation of small arms, a transnational trade amounting to over $7 billion in value during 2002. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. The trade in small arms should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. Recent work in modeling decision-making work processes has focused on including the national culture of individual decision-makers in order to emphasize the differences in decision criteria between decision-makers of different nationalities. In addition to nationality, a decision-maker is also a member of an organization and brings this organizational culture to his role in the work process, where it may also affect his task performance. Small-state foreign policy is often characterized by the types of alliances that form between small and large states. It is rarely disputed that small states fend for themselves in the global milieu that creates today's societies. Rather, the debate usually begins as to why small states seek strategic alliances with large states.

This thesis, on the other hand, questions the very existence of small-state alliances by examining the foreign policy behavior of six small island states. The analysis begins with a quantitative breakdown of United Nation voting behaviors by five Pacific states — Kiribati, Nauru, Palau, Tonga, and Tuvalu. Next, …

This thesis analyzes U.S. foreign policy and presidential decision-making during an international crisis. I use a case study analysis of the 1994 Rwandan genocide to determine the impact of Congress, public opinion, and the media on President Bill Clinton's foreign policies during the crisis. To accurately analyze these relationships, I present data on Clinton's behavior and policies during the Rwandan crisis. After the collapse of the Soviet Union, the United States came to Eastern Europe spreading the gospel of democracy and the American Rule of Law. In addition to encouraging Western ideology, the United States was there to forge new economic relationships and, following the terrorist attacks of September 11, 2001, to accelerate the creation of military alliances through membership in the North Atlantic Treaty Organization (NATO) and the newly-formed "coalition of the willing."
