What must states do to ensure victory on the field of battle? Conventional scholarship claims that a number of material and institutional factors significantly affect a nation’s ability to generate military power. Recent studies suggest that other factors, including levels of education, civil-military relations, and western culture also play an important role. This new line of logic is important because these factors tend to be glaringly absent from rigorous concepts of military power. The Russian Federation and the United States of America signed on April 8, 2010 the New START nuclear arms control treaty. The New START treaty replaced the lackluster SORT treaty in order to establish a nuclear agreement that would put new limits on numbers of weapons and delivery vehicles while also establishing an innovative framework for transparency and data transfer to allow confidence building between two countries that have not always seen eye-to-eye. This project uses a narrative account of the 2016 Gyalyum Chenmo Memorial Gold Cup,as a springboard into the multifaceted world of Tibetan sports in exile society, both past and present. As Tibetan exile society started to grow, the combination of growing settlement football clubs and a desire to honor the passing of HH the Dalai Lama’s mother, led to the founding of this club tournament. This paper addresses the exploitative relationship seen amongst core-periphery areas as described in world systems theory through analyzing relations between Argentina and China as well as other trade partners. Looking at trends in trade, including general commodity trade statistics and trade of primary versus non-primary products, this study aims to demonstrate the growing treatment of Argentina as a periphery in relation to China as a core in contrast to Argentina’s relatively fixed status with the rest of its trade partners. This work examines the juridical aspects of the current Egyptian and Tunisian Constitutions adopted after the Arab Spring. Along with the legal analysis of these two manifestations one more element is also a subject of this commentary – possible political issues that can surface from the interpretation of some controversial articles. Two largely debated questions in the realm of international relations are the roles of post-Cold War Russia and China within the current global context. However, the debates in the literature fails to take into account the fact that both superpowers employ the same tactic: the asymmetrical conquest of new territory as promoted by historical claims, retroactively justified through population displacement. Aid conditionality has emerged as a dominant tool by donor countries in nation building efforts in the developing world. Unfortunately, this strategy has encountered obstacles in achieving substantive change. The purpose of this paper is to investigate possible modifications and augmentations to aid conditionality regimes that could more easily induce political development in recipient countries. To provide a background against which to plan changes, the paper documents important determinants of political change, including public opinion, donor self-interest, and unconscious biases. The paper also evaluates possible malleable policy factors, including adoption speed, proportionality, outcome-based provision, and donor co-ordination. While much of …

Sanitation marketing is an emerging approach of strengthening the local private sector to implement scalable and sustainable improved sanitation coverage in developing countries, specifically among the poor. It encourages the enhancement of sanitation market supply and demand by developing distribution infrastructure and stimulating consumer interest. Unlike interventions that provide hardware subsidies to initiate sanitation demand, financial support for sanitation marketing is used exclusively for the research and development of the market; this encourages the private sector to become independent and self-sufficient. Qualitative data suggests that while sanitation marketing projects have been successful at implementing replicable and sustainable sanitation coverage, they …

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

In southern Ukraine, two hydraulic infrastructures continue to exist despite environmentalist campaigns that have exposed them as fragile, broken or unprofitable. The Danube-Dnister Irrigation Project (DDIS), a Soviet mega-project that diverted water from the Danube and turned the Sasyk estuary into a reservoir, receives state funding despite a 1994 ban on its use for irrigation. The Bystre Shipping Canal, built in 2004 despite domestic and international opposition, is losing money but continues to operate. These cases exemplify the material politics of infrastructuring in which infrastructure is understood as an antagonistic process of assembling networks of humans and nonhumans rather than …

This dissertation in four essays critically examines the emergence of international criminal courts: their international political underpinnings, context, and the impact of their political production in relation to liberal legalism, liberal political theory, and history. The essays conceive of international criminal legal bodies both as political projects at their inception and as institutions that deny their own political provenance. Being a hostage impedes. One must strive to get out of the hostage mindset and situation to realize peace. This review analyzes George Kohlrieser's approaches from peacebuilding perspective.
George Kohlrieser is a professor of leadership and organizational behavior, psychologist, and veteran hostage negotiator. In his book Hostage at the Table, he contends that conflict resolution is not difficult if we understand how human self-esteem operates. The recent migration wave to Europe from the Arab world thrusts to the fore for serious discourse, an issue the world has hitherto shied away from: the gradual Islamization of the world beginning with the west. The issue is not the Islamic faith itself. Certain elements of the faithful are imbued with hegemonic-domination tendencies marked by the excessive obsession to obliterate others’ cultures. This paper views the Euro/West-ward movement of the Muslim Arab refugees/migrants as a grand strategy for the Islamization agenda; the smuggled Islamists militias are its foot-soldiers. The West needs to interrogate its overextended human rights regimes.

Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. Do Human Rights Matter? An Analysis Of Presidential Human Rights Rhetoric From 1993-2014, Nathan Bean

My research examines how and why American presidents speak about human rights issues around the world, using rhetoric about human rights from the Clinton, George W. Bush, and Obama administrations. I theorized that rhetorical attention to human rights issues would be dependent on the strategic value of the region where the abuses take place, and that the president would shy away from criticizing countries where high numbers of U.S. military personnel were stationed. Using descriptive statistics and a measure of bivariate correlation, I found compelling evidence that presidential human rights attention was influenced by regional location, but only weak evidence …

On November 23, 2015 the United Kingdom (UK) released a defense white paper detailing its national security strategic objectives. This work examines the geopolitical, economic, and strategic implications of this document and compares it with recent and historical defense white paper documents issued by the British government. It scrutinizes the text of these documents and relevant scholarly literature analyzing them while also examining the national security threats facing the UK at the time of their issuance and assesses whether the 2015 document will be supported with requisite political will, military personnel, and financial support to carry out its objectives

This study investigates the absence of substantive linkages between locally based Salafi Jihadist movements and their more transnational counterparts such as Al-Qaeda or ISIS. While studies have addressed the heterogeneity in Jihadi alliances, the question of why inter-Jihadi ties are completely absent or tenuous at times is under-theorized in the literature. This paper focuses on the hegemonic politics between the Eggon and Hausa/Fulani ethnic groups in Nasarawa, North-Central Nigeria, which eventually erupted into the Ombatse crisis of May 2013- a precursor to the 2015 general elections. It considers growing evidence that externally driven international interventions in response to violence are failing due to a lack of recognition and support for local actors, and increasing research into locally-led efforts, such as community protection strategies, early warning and response systems, interreligious peacebuilding, and post-atrocity trauma healing. Recent reports by the United Nations and local non-governmental organizations present a troubling increase in incidents of violence against Palestinian women in Palestine. These are cases of domestic violence, where the attackers are Palestinians, and political violence, where the attackers are Israeli settlers and soldiers. These violent incidents include attacks on body and property. Most incidents are neither dealt with by the Palestinian authorities nor by the Israeli government and judicial system. The protracted conflict in Iraq has led to one of the highest internal displacements of people worldwide. With data from the International Organization for Migration’s Displacement Tracking Matrix and other sources, geographic information system methods were applied to investigate the quantitative and spatial characteristics of Iraq’s internally displaced persons (IDPs). Based on this analysis, significant numbers of IDPs were found to be displaced among the disputed territories of northern Iraq. This article examines several current risk assessment and early warning models to predict genocide and mass atrocities. Risk assessment (RA) concerns a country’s long-term structural conditions (regime type, state-led discrimination, etc.) that determine overall risk for atrocities. Early warning (EW) focuses on short/midterm dynamics that can serve as triggers. The article evaluates contemporary RA and EW forecast modeling, and asks: How well can we predict mass atrocities and genocide? What are the strengths and limitations to current predictive modeling? During the months leading up to the Rwandan genocide of 1994, cognitive biases obstructed the capacity of U.S. government analysts and policymakers to anticipate mass violence against the country’s Tutsi minority. Drawing on recently declassified U.S. government documents and on interviews with key current and former officials, this essay shows that most U.S. government reporting on Rwanda before April 1994 utilized a faulty cognitive frame that failed to differentiate between threats of civil war and genocide. Because U.S. officials framed the crisis in Rwanda as a potential civil war, they underestimated the virulence of the threat to Tutsi civilians and …

There is considerable agreement amongst scholars and international actors that ideologies and speech play a critical role in the path of escalation towards mass atrocity crimes. Speech features prominently in the jurisprudence of the U.N. war crimes tribunal for Rwanda, for example, and in historical accounts of the months and years preceding many other genocides. Nonetheless, this is one of the most underdeveloped components of genocide and atrocity prevention, in both theory and practice.
