France is one of founding members FATF with other G-7 countries and FATF’s headquarters location. According to FATF and Europol, France is not only known as one of low level risk countries in financing terrorism but also as EU member state with the most terror acts in 2015. Fighting Human Trafficking By Better Understanding Nonprofit Collaboration, Angie Holzer

Abstract: This research study examines nonprofit organizations and how collaboration plays a part in the human trafficking efforts within the United States. A descriptive study was conducted analyzing data from a quantitative, survey-based research method. Using a sample of 29 nonprofit leaders working in fighting human trafficking, data was collected on 1) what challenges nonprofits face in collaborating, 2) what technology tools nonprofits use to collaborate, and 3) how many other groups a single nonprofit works with in combating human trafficking. The findings show that the main challenges are 1) limited time, and 2) competition and/or lack of trust.

This issue brief discusses the debate surrounding Rule 50 of the Olympic Charter and athletes’ right to protest emphasizing the current importance of the matter concerning the recently concluded Tokyo 2021 Games. China’s recent strident and aggressive foreign relations have earned Chinese diplomats the title of “wolf warriors.” These attitudes have been partially excused due to China’s successful response to many recent global crises as compared to Western states. Along with the US struggling to maintain its spheres of influence in the Middle East and Southeast Asia, China now poses a real threat to American primacy. How will China balance its newfound confidence with enduring insecurities? Is this “wolf warrior” diplomacy a valid criticism, or just an ignorant foreign perspective on how China should behave?

The discourse of politicians provides us with an important insight into a country’s notion of self and the way in which collective memory is constructed. Through a comparative analysis of speeches performed by Charles de Gaulle and Emmanuel Macron, I will explore the construction of collective memory in France and how this relates to French foreign policy-making.This study will argue that the memory of the Second World War has played a significant role in French foreign policy discourses and show that leaders continue to draw upon the past to justify their policy decisions today, particularly during discourses concerning European integration.

What are Beijing’s intentions behind the Belt and Road Initiative (BRI)? China’s foreign policy efforts between 2010 and 2017 are analyzed by comparing five indicators to BRI project spending to understand the goals driving the initiative. Five indicators are used to compare how China’s interest between Belt participants and Road participants: image building, economic volatility, public opinion, energy resources, and geostrategic location. These indicators are applied to four case study BRI participants to rate China’s interest and then compare that to overall BRI project spending. We provide an overview of major developments in multi-and plurilateral trade agreements over the last twenty years with a focus on the implications for agricultural and food markets. We take stock of what has been accomplished in market integration, remaining obstacles to trade, events that have changed the trade landscape, and emerging issues. Agricultural tariffs have fallen through commitments made in the Uruguay Round Agreement on Agriculture and through the proliferation of regional trade agreements (RTAs). Nevertheless, agricultural trade remains distorted with some extremely high tariffs. RTAs have achieved progress on nontariff measures and other beyond-the- border frictions. World Trade …

With the growing number of international development projects not meeting the triple constraint requirements every year, organizational leaders exceed their budgets and increase schedule delays. Some project managers lack strategies to minimize the negative impact of these constraints, resulting in projects that exceed their budgets and have more delays. Unregulated state cyberattacks are an urgent threat to international peace and security because of the costs they impose and the devastating effects they can create. However, international norms governing state cyberattacks (international cybersecurity norms) have not yet emerged. The lack of meaningful consequences for state cyberattacks, and the high rewards derived from them, incentivize states to engage in this new form of hostile conduct (cyberconflict). The problem addressed in this modified Delphi study was the persistent struggle between authoritarian and democratic states over competing international cybersecurity norms that cause cyberconflict to remain unregulated. Changes in customer expectations, technological advancement, and intense competition exacerbate uncertainty, and executives are motivated to develop strategies for implementing innovative solutions to gain a competitive advantage. Anchored in the conceptual lens of the resource-based view and transformational leadership theories, the purpose of this qualitative multiple case study was to explore strategies five c-suite executives in The Commonwealth of The Bahamas used to remain competitive and profitable. Despite an increase in interstate conflict, including manipulation of information and civil populations by state actors in gray zone campaigns, the study of resistance has concentrated on intrastate conflict. A detailed literature review of resistance was conducted, revealing researchable gaps in understanding of the topic, including: the resistance movements from a security studies and interstate conflict perspective, the resistance as a form of interstate conflict from the perspective of Russian and Chinese security leaders, and the integrated deterrence options in gray zone campaigns as a strategy of international conflict prevention.

Although there has been a great deal of scholarly work that explores the various determinants of coups, their effects have received considerably less attention, especially in the realm of international cooperation. Even less attention has been paid to the consequences of post-coup signals sent to the new regimes that staged these coups from the international community. Bush in regards to the perpetrators of the September 11, 2001 attacks. Panama and Nicaragua have both recently changed their recognition of statehood from Taiwan, formally known as the Republic of China, to China, formally known as the People’s Republic of China. Panama and Nicaragua are only a part of a larger global community that is turning away from Taiwan and towards China, as China grows as an economic, political, and military superpower. However, with a majority of Taiwan’s remaining allies calling Latin America and the Caribbean home, these switches in recognition act as an omen for Taiwanese sovereignty. สารนิพนธ์ฉบับนี้มุ่งศึกษาบทบาทของสหรัฐฯ ในฐานะที่เป็นตัวกลางในการไกล่เกลี่ยความขัดแย้งระหว่างญี่ปุ่นและเกาหลีใต้ จนนำไปสู่ข้อตกลงว่าด้วยหญิงบำเรอ เมื่อปี ค.ศ.2015 โดยต้องการศึกษาสาเหตุที่สหรัฐฯ เข้ามามีบทบาทมากขึ้นในภูมิภาคเอเชีย ห้วงปี ค.ศ.2009-2017 โดยเฉพาะการเป็นตัวกลางในการแก้ไขข้อพิพาทกรณีหญิงบำเรอ และสาเหตุที่สหรัฐฯ เลือกแก้ไขความขัดแย้งกรณีหญิงบำเรอ ทั้งนี้ ผู้วิจัยได้ใช้งานของ David A. Lake เรื่อง Hierarchy in International Relations มาเป็นกรอบในการวิเคราะห์ การจัดระเบียบความสัมพันธ์ระหว่างสหรัฐฯ กับญี่ปุ่นและเกาหลีใต้ ผลการศึกษาพบว่า การที่สหรัฐฯ เข้าไปมีบทบาทมากขึ้นในเอเชีย โดยเฉพาะการแสดงบทบาทนำในการยุติความขัดแย้งกรณีหญิงบำเรอ เนื่องจากการประกาศนโยบายการหมุนสู่เอเชีย และความพยายามของสหรัฐฯ ในการถ่วงดุลอำนาจของจีน ในภูมิภาคเอเชีย-แปซิฟิก ส่วนสาเหตุที่สหรัฐฯ เลือกแก้ไขความขัดแย้งกรณีหญิงบำเรอ ระหว่างญี่ปุ่นและเกาหลีใต้ แบ่งออกเป็น 4 ปัจจัย ได้แก่ ความสามารถในการกดดันให้ญี่ปุ่นและเกาหลีใต้ยอมสร้างข้อตกลงร่วมเพื่อยุติความขัดแย้งกรณีหญิงบำเรอได้, การรักษาความเป็นมหาอำนาจในเอเชีย ,การพัฒนาความร่วมมือทางทหารในรูปแบบไตรภาคีระหว่างสหรัฐฯ ญี่ปุ่น และเกาหลีใต้ เพื่อต้านทานการผงาดขึ้นมาของจีน และการมองว่าปัญหาหญิงบำเรอทหารญี่ปุ่นเป็นตัวขัดขวางการสร้างความร่วมมือด้านความมั่นคงทางทหารของญี่ปุ่นและเกาหลีใต้

บทความวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ทำให้ซาอุดิอาระเบียตัดสินใจตัดความสัมพันธ์ทางการทูตกับกาตาร์ ระหว่าง ค.ศ. 2017 - 2021 โดยใช้แนวคิดมหาอำนาจในระดับภูมิภาค การศึกษาพบว่าซาอุดิอาระเบียใช้ความเป็นมหาอำนาจกำหนดทิศทางการเมืองทั้งหมดในภูมิภาคตะวันออกกลางและไม่ต้องการให้กาตาร์แสดงศักยภาพและบทบาทในทุกมิติเกินหน้าซาอุดิอาระเบีย กล่าวคือ หลังทศวรรษ 2000 เป็นต้นมา กาตาร์ดำเนินนโยบายต่างประเทศเพื่อยกระดับบทบาทของตนในภูมิภาคตะวันออกกลาง ทำให้ซาอุดิอาระเบียมองว่าเป็นความพยายามที่จะขยายอิทธิพลแข่งกับตน การตัดความสัมพันธ์ทางการทูตกับกาตาร์ในครั้งนี้ถือเป็นการแสดงถึงความเหนือกว่าทางอำนาจ โดยใช้มาตรการลงโทษขั้นเด็ดขาด เพื่อรักษาไว้ซึ่งอำนาจ อิทธิพล และผลประโยชน์ของซาอุดิอาระเบีย และเป็นการจัดระเบียบภูมิภาคตะวันออกกลางเสียใหม่เพื่อให้กาตาร์กลับมาอยู่ในวงล้อมอำนาจและปฏิบัติตามแนวทางของซาอุดิอาระเบีย

สารนิพนธ์ฉบับนี้มีจุดมุ่งหมายเพื่อศึกษาภารกิจกองทัพอากาศในการบรรเทาสาธารณภัยร่วมกับหน่วยงานอื่นๆ ในประเทศรวมทั้งประเทศลาว และวิเคราะห์ความสัมพันธ์ระหว่างสองประเทศ จากกรอบแนวคิดภารกิจนิยมใหม่มีแนวคิดเรื่องการบูรณาการ มีการดำเนินการข้ามพรมแดนของรัฐ มีการจัดตั้งหน่วยงานเข้ามาดำเนินการในการปฏิบัติงานเพื่อให้สำเร็จตามเป้าหมาย มีกระบวนการไหลรินมีเริ่มจากความร่วมมือร่วมจนพัฒนาความสัมพันธ์มาเป็นการปฏิบัติการร่วม ผลการศึกษาพบว่ากองทัพอากาศมีบทบาทหน้าที่ในการตอบสนองนโยบายรัฐบาลและปฏิบัติตามข้อตกลงอาเซียนว่าด้วยการจัดการภัยพิบัติและการตอบโต้สถานการณ์ฉุกเฉิน (AADMER) โดยกองทัพอากาศพัฒนากำลังทางอากาศในการปฏิบัติการร่วมกับหน่วยงานรัฐบาลและต่างประเทศ อย่างกรณีศึกษาตั้งแต่ ปี พ.ศ.2561-2566 จากเหตุการณ์อุทกภัยใหญ่ที่ประเทศลาว และเหตุการณ์ปัญหาหมอกควันข้ามพรมแดน การศึกษาได้ข้อสรุปว่า ในปี พ.ศ.2561-2564 ที่เกิดเหตุการณ์อุทกภัยใหญ่ที่ประเทศลาว รัฐบาลไทยได้มีส่วนร่วมในการช่วยเหลือโดยกองทัพอากาศได้นำอากาศยานไปลำเลียงสิ่งของอุปโภคและบริโภค ในปี พ.ศ.2562-2564 เหตุการณ์ปัญหาหมอกควันข้ามพรมแดน ที่หมอกควันส่วนหนึ่งมากจากประเทศลาว รัฐบาลไทยได้ขอความร่วมมือร่วมผ่านทางเลขาธิการอาเซียนเพื่อขอความร่วมมือประเทศลาว และกองทัพอากาศมีส่วนร่วมในการแก้ไขปัญหาหมอกควัน ในปี 2565-2566 จากความร่วมมือร่วมพัฒนากลายเป็นการปฏิบัติการร่วม ที่เริ่มจากกองทัพอากาศไทยและกองทัพอากาศลาวมีการประชุมเกี่ยวกับการบรรเทาสาธารณภัยจนนำไปสู่การฝึกร่วมประหว่างสองประเทศ จากกรอบทฤษฎีที่ใช้วิเคราะห์กรณีศึกษาดังกล่าว ทำให้เห็นถึงการพัฒนาจากความร่วมมือร่วมมาเป็นการปฏิบัติการร่วม จนทำให้เกิดความสัมพันธ์อันดีระหว่างสองประเทศ

Science diplomacy, the interlinkage between research and foreign affairs, is a recent field of research, albeit being claimed to be an ancient practice in international relations.
