More abundant and less severe than interstate war, civil conflict has filled the news headlines worldwide, especially with nonviolent domestic instability. To this day, no single theoretical framework can fully explain this complex phenomenon. Scholars have often focused on one domain area as a precursor of violence. สงครามและความขัดแย้งในปัจจุบัน นำมาซึ่งการเกิดผลกระทบตามมามากมาย ไม่ว่าจะเป็นปัญหาด้านความมั่นคง ปัญหาการละเมิดสิทธิมนุษยชน ปัญหาผลกระทบต่อเศรษฐกิจและสังคม โดยเฉพาะอย่างยิ่งปัญหาอันเกิดขึ้นกับผู้หญิง ซึ่งได้รับผลกระทบและตกเป็นเหยื่อโดยตรงจากความรุนแรงของสงคราม สารนิพนธ์นี้จึงต้องการศึกษาประเด็นความขัดแย้งร่วมสมัยในมิติเพศสภาพ โดยศึกษาประเด็นการเรียกร้องสิทธิสตรีที่ตกเป็นเหยื่อความรุนแรงทางเพศในระหว่างสงคราม กรณีศึกษาสตรีชาวยาซิดีในอิรักกับกลุ่มก่อการร้ายรัฐอิสลามหรือไอซิส เมื่อปี 2014 ซึ่งได้กระทำความรุนแรงกดขี่ทางเพศต่อหญิงสาวชาติพันธุ์ยาซิดี ในสงครามการก่อการร้ายตามความเชื่อทางศาสนาของกลุ่มไอซิสในดินแดนตะวันออกกลาง ซึ่งระบอบชายเป็นใหญ่ที่ไอซิสพยายามสถาปนาขึ้นนี้ ถูกต่อต้านโดยกลุ่มสตรีผู้แปรสภาพจากเหยื่อมาเป็นผู้เรียกร้องสิทธิสตรี และยุติความรุนแรงที่เกิดขึ้น งานชิ้นนี้จึงมุ่งศึกษากระบวนการต่อสู้เรียกร้องของกลุ่มผู้หญิงยาซิดีมีรูปแบบและวิธีการต่อสู้อย่างไร ผลการศึกษาพบว่าสามารถแบ่งการต่อสู้ออกเป็น 3 รูปแบบ ดังนี้ 1) การต่อสู้ผ่านวิธีการสันติวิธีและการตีแผ่ความจริง 2) การต่อสู้ผ่านการจัดตั้งกองกำลังทหารหญิง และ 3) การต่อสู้ผ่านการสร้างพันธมิตรและแสวงหาความร่วมมือ

สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินนโยบายของสหรัฐฯ ต่อเกาหลีเหนือ ในช่วงประชุมสุดยอดผู้นำสหรัฐฯ และเกาหลีเหนือ สมัยประธานาธิบดีโดนัลด์ ทรัมป์ ระหว่างปี 2018-2019 โดยใช้ทฤษฎีสัจนิยมคลาสสิกใหม่ (Neoclassical Realism) เป็นกรอบศึกษา การศึกษาพบว่า ปัจจัยที่ทำให้ประธานาธิบดีโดนัล ทรัมป์ ดำเนินนโยบายเชิงผ่อนคลายต่อเกาหลีเหนือ มาจากการปรับเปลี่ยนท่าทีที่อ่อนลงของ คิม จอง อึน ผู้นำสูงสุดของเกาหลีเหนือ ซึ่งทำให้เกิดการประชุมสุดยอดผู้นำเกาหลีเหนือ-เกาหลีใต้ ในปี 2018 และเอื้อประโยชน์ให้ประธานาธิบดีโดนัล ทรัมป์ ใช้เป็นโอกาสในการเข้าหาเกาหลีเหนือผ่านเกาหลีใต้ที่เป็นพันธมิตร นำไปสู่การประชุมสุดยอดผู้นำสหรัฐฯ และเกาหลีเหนือ ครั้งที่ 1 ในปี 2018 ที่สิงคโปร์ และครั้งที่ 2 ในปี 2019 ที่กรุงฮานอย เวียดนาม อย่างไรก็ดี แม้การประชุมสุดยอดผู้นำทั้ง 2 ครั้ง ไม่ได้ทำให้เกิดการเปลี่ยนแปลงอย่างเป็นรูปธรรม แต่ก็มีพัฒนาการที่สามารถนำไปสู่การขจัดอาวุธนิวเคลียร์ของเกาหลีเหนือได้ นอกจากนี้ ยังช่วยเสริมสร้างชื่อเสียงทางการทูตของทรัมป์ในการเป็นผู้นำสหรัฐฯ คนแรกที่สามารถทำให้เกิดการประชุมระหว่างผู้นำสหรัฐฯและเกาหลีเหนือ และเป็นผลประโยชน์ต่อภาพลักษณ์ทางการเมืองของทรัมป์สำหรับใช้แสวงประโยชน์ในโอกาสอื่น ๆ ต่อไป

ทุนจีนสีเทากับปัญหาอาชญากรรมข้ามชาติของไทยในช่วงปี พ.ศ.2558 ถึง พ.ศ.2565, ปาลิตา รักษ์ชน

สารนิพนธ์ฉบับนี้ได้ศึกษาเกี่ยวกับทุนจีนสีเทาว่าส่งผลกระทบอย่างไรต่อการเพิ่มขึ้นของปัญหาอาชญากรรมข้ามชาติในไทยช่วงปี พ.ศ.2558 ถึง พ.ศ.2565 เนื่องจากปัจจุบันปัญหาธุรกิจสีเทาของ นักลงทุนชาวจีนได้กำลังแผ่ขยายไปยังพื้นที่ต่างๆ ทั่วโลก และก่อให้เกิดปัญหาอาชญากรรมต่างๆ ตามมาอีกมากมายซึ่งประเทศไทยก็กำลังเผชิญกับปัญหาทุนจีนสีเทานี้ด้วยเช่นกัน สังเกตได้จากข่าวสารที่สื่อหลายสำนักพยายามตีแผ่เรื่องราวของทุนจีนที่กำลังฝังรากลึกในไทย รวมถึงข่าวการถูกจับกุมของแก๊ง ชาวจีนที่เข้ามาลงทุนธุรกิจผิดกฎหมายในไทย เป็นต้น การดำเนินธุรกิจสีเทาของจีนกับปัญหาอาชญากรรมข้ามชาติจึงเป็นประเด็นที่มีความน่าสนใจ โดยสารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาการเกิดธุรกิจสีเทาของจีนในไทย และผลกระทบของทุนจีนสีเทาต่อปัญหาอาชญากรรมข้ามชาติในไทยช่วงปี พ.ศ.2558 ถึง พ.ศ.2565 จากการศึกษาพบว่าทุนจีนสีเทาอาศัยนโยบายขยายตัวของรัฐบาลจีน เช่น Going Out Policy และ One Belt One Road ประกอบกับโลกาภิวัฒน์ที่นำพาโลกสู่การเชื่อมโยงและมีสภาพคล่องเพิ่มมากขึ้น แต่ก็แฝงมาด้วยกระแสลบ (negative flow) อย่างทุนจีนสีเทานี้ที่นำมาซึ่งธุรกิจที่ผิดกฎหมายและแสวงหาผลประโยชน์ในประเทศต่างๆ โดยเฉพาะในภูมิภาคเอเชียตะวันออกเฉียงใต้ที่มีความอ่อนแอทางด้านเศรษฐกิจและการบังคับใช้กฎหมาย จึงเป็นการช่วยเพิ่มการเติบโตของธุรกิจที่ผิดกฎหมายของ ทุนจีนสีเทาโดยไม่ได้เอื้อประโยชน์ให้กับประเทศต้นทางอย่างแท้จริง อีกทั้งยังนำมาซึ่งปัญหาอาชญากรรมอีกมากมาย ในสารนิพนธ์ฉบับนี้จึงมุ่งให้เห็นปัญหาอาชญากรรมข้ามชาติทางด้านยาเสพติดรวมถึง การฟอกเงิน ผ่านกรณีศึกษาที่เกิดขึ้นจริง

การศึกษางานนี้ต้องการชี้ให้เห็นนโยบายต่างประเทศของจีนในสมัยประธานาธิบดีสี จิ้นผิง ที่ดำเนินการต่อกรณีพิพาททะเลจีนใต้ ว่าสหรัฐอเมริกาเป็นปัจจัยหลักหรือไม่ ที่ทำให้จีนเลือกดำเนินนโยบายต่างประเทศต่อกรณีพิพาททะเลจีนใต้ดังเช่นที่ผ่านมา โดยเลือกพิจารณาเหตุการณ์ตั้งแต่ นายสี จิ้นผิง เข้ารับตำแหน่งประธานาธิบดีของจีนจนถึงปัจจุบัน นโยบายต่างประเทศจีนต่อกรณีพิพาททะเลจีนใต้ ในสมัยประธานาธิบดีสี จิ้นผิง พบว่าบทบาทของสหรัฐในฐานะเป็นประเทศภายนอกภูมิภาค ที่ไม่ได้มีความเกี่ยวกับข้องกับข้อพิพาททะเลจีนใต้โดยตรง แต่สหรัฐเลือกที่จะเข้ามามีส่วนร่วมในภูมิภาค ทั้งทางด้านความร่วมมือทางการทูต ทางทหาร เป็นต้น เป็นสาเหตุหลักที่ทำให้จีนมีปฏิกิริยาที่ตอบโต้ในข้อพิพาททะเลจีนใต้ก้าวร้าวมากขึ้น และจีนมองว่าสหรัฐเป็นปัจจัยหลักที่จะเข้ามาแทรกแซงการขยายอำนาจในภูมิภาคเอเชียแปซิฟิกของจีน และลดความเชื่อมั่นในของประเทศในภูมิภาคเอเชียแปซิฟิกที่มีต่อจีน จีนจึงเลือกที่จะเพิ่มกำลังทหารในทะเลจีนใต้ แสดงความเป็นมหาอำนาจในพื้นที่ทะเลจีนใต้โดยการสร้างเกาะเทียม และฝึกซ้อมรบต่างๆ เพื่อแสดงศักยภาพในภูมิภาค และเพื่อลดทอนอำนาจของสหรัฐอเมริกาในภูมิภาคเอเชียแปซิฟิกด้วย เพื่อจุดประสงค์สุดท้ายแล้วของจีนคือก้าวขึ้นมาเป็นมหาอำนาจคนใหม่ ดังนั้น ความสัมพันธ์ระหว่างประเทศที่ประเทศมหาอำนาจจะแสวงหาโอกาสที่จะให้ได้มาซึ่งการมีอำนาจเหนือคู่แข่งของตน และรัฐมีเป้าหมายสูงสุดอยู่ที่การครองความเป็นเจ้า ความเป็นมหาอำนาจ (hegemony) หรือผู้ที่แข็งแกร่งที่สุด เพื่อให้เป็นอิสระจากรัฐอื่น และความสัมพันธ์ระหว่างประเทศมหาอำนาจจึงถูกกำหนดให้เป็นรูปแบบของการแข่งขันด้านความมั่นคงอยู่ตลอด รัฐจึงต้องขยายอำนาจทางการทหาร เศรษฐกิจและภูมิศาสตร์เพื่อเพิ่มความมั่นคงของรัฐ จึงสามารถที่จะอธิบายเหตุผลที่จีนเลือกดำเนินนโยบายต่างประเทศดังกล่าวได้ด้วยทฤษฎี offensive realism เพื่ออธิบายการแสดงออกของชาติมหาอำนาจและรัฐอื่นๆ ในระบบการเมืองระหว่างประเทศ

การศึกษางานชิ้นนี้ต้องการนำเสนอให้เห็นถึงการดำเนินนโยบายต่างประเทศของจีนที่นำโครงการข้อริเริ่มสายแถบและเส้นทาง (Belt and Road Initiative - BRI) มาใช้ในการเชื่อมจีนกับนานาประเทศทั่วโลก ผ่านการพัฒนาโครงสร้างพื้นฐานในประเทศต่าง ๆ ทั้งทางบกและทางทะเลเพื่อพัฒนาเศรษฐกิจ รวมถึงขยายการลงทุน โดยใช้โครงสร้างพื้นฐานในการส่งออกกระจายสินค้าไปยังภูมิภาคต่าง ๆ ขณะเดียวกันจีนก็ได้พัฒนาขีดความสามารถทางทหาร รวมถึงอาวุธยุทโปกรณ์ เห็นได้จากงบประมาณด้านกลาโหมที่เพิ่มขึ้นอย่างต่อเนื่องทุกปี แสดงให้เห็นถึงการผงาดขึ้นเป็นมหาอำนาจของจีนทางเศรษฐกิจและการเมืองความมั่นคงควบคู่กันไป โดยเฉพาะอย่างยิ่งโครงสร้างพื้นฐานที่จีนไปสร้างตามจุดยุทธศาสตร์เส้นทางการเดินเรือ ด้วยการออกแบบทำให้สามารถรองรับการใช้ประโยชน์ได้สองทางทั้งในเชิงพาณิชย์และการทหาร ทั้งนี้ โครงการดาราสาครของกัมพูชาเป็นหนึ่งในโครงการ BRI ที่สำคัญ ตั้งอยู่ในจุดภูมิรัฐศาสตร์ที่สามารถเข้าถึงทะเลจีนใต้ซึ่งเป็นพื้นที่ที่มีความขัดแย้งอ้างสิทธิ์ทับซ้อนกันระหว่างจีนและประเทศสมาชิกในอาเซียน แม้ว่าโครงการดังกล่าวจะถูกสร้างขึ้นโดยมีวัตถุประสงค์ในเชิงพาณิชย์และเป็นศูนย์กลางการท่องเที่ยวเป็นหลัก แต่ก็ไม่สามารถมองข้ามมิติด้านความมั่นคงไปได้ เนื่องจากภายในมีทั้งท่าเรือน้ำลึก สนามบิน และสิ่งอำนวยความสะดวกครบครัน ซึ่งมีศักยภาพในการรองรับกองทัพจีน โดยเหมาะแก่การเป็นจุดยุทธศาสตร์ในการวางกองกำลังทหารและใช้สถานที่ดังกล่าวไปในภารกิจปกป้องเส้นทางการเดินเรือได้ ที่สำคัญ หากในอนาคตกัมพูชามีการแก้ไขรัฐธรรมนูญให้สามารถมีกองทัพต่างประเทศตั้งอยู่ภายในประเทศได้ โครงการดาราสาครอาจกลายเป็นฐานทัพแห่งที่สองในต่างประเทศของจีน นอกจากฐานทัพต่างประเทศแห่งแรกของจีนที่ประเทศจีบูติ

สารนิพนธ์ฉบับนี้ ศึกษาความพยายามหลุดจากประเทศกับดักรายได้ปานกลางของเวียดนามผ่านมุมมองทฤษฎีระบบโลกของอิมมานูเอล วอลเลอร์สไตน์ สำหรับการวิเคราะห์ว่าเพราะอะไรเวียดนามยังไม่สามารถขยับไปสู่การเป็นประเทศรายได้ปานกลางระดับสูงได้ แม้เวียดนามจะมีการกำหนดแผนพัฒนาเศรษฐกิจที่ตั้งเป้าหมายไว้อย่างชัดเจนเพื่อยกระดับสู่การเป็นประเทศรายได้ปานกลางระดับสูง จากการศึกษาพบว่าเวียดนามมีนโยบายส่งเสริมการลงทุนจากต่างชาติเพื่อเพิ่มอัตราการเติบโตของจีดีพี ซึ่งเป็นตัวชี้วัดสำคัญในการยกระดับสู่ประเทศรายได้ปานกลางระดับสูง อย่างไรก็ตามการเข้ามาลงทุนของต่างชาติส่งผลให้เวียดนามมีบทบาทเป็นฐานการผลิตให้แก่ผลิตภัณฑ์ของบรรษัทข้ามชาติของประเทศมหาอำนาจหรือประเทศที่พัฒนาแล้ว นำไปสู่การมีบทบาทของนายทุนในระบบเศรษฐกิจของเวียดนามก่อให้เกิดระบบทุนนิยม การเกิดชนชั้นนายทุนและแรงงาน การขูดรีดผลประโยชน์ ความเหลื่อมล้ำ และการได้รับผลประโยชน์ที่ไม่เท่าเทียมกันตามบทบาทการแบ่งงานกันทำในระบบโลก ซึ่งนายทุนย่อมได้รับผลประโยชน์สูงสุดในการลงทุน ดังนั้น บทบาทของประเทศมหาอำนาจที่เข้ามาลงทุนในเวียดนามทำให้เกิดความท้าทายและความตึงเครียดต่อการพัฒนาศักยภาพของเวียดนามให้หลุดออกจากรายได้ปานกลางระดับต่ำ

สารนิพนธ์นี้ศึกษาการใช้การฝึกร่วม/ผสมกองทัพอากาศไทยเป็นเครื่องมือในการกระจายความเสี่ยงทางทหารในบริบทของความขัดแย้งระหว่างมหาอำนาจ โดยมีจุดมุ่งหมายเพื่อศึกษาวิธีการที่กองทัพอากาศไทยดำเนินการฝึกร่วม/ผสมกับสหรัฐอเมริกาและจีน ภายใต้เงื่อนไขที่ทั้งสองชาติมีความขัดแย้งกัน และสำรวจว่ากลยุทธ์ดังกล่าวมีผลกระทบต่อความมั่นคงของประเทศไทยอย่างไร ในบริบทที่ทั้งสองมหาอำนาจพยายามที่จะขยายอิทธิพลในภูมิภาคอินโด-แปซิฟิก การศึกษาใช้ทฤษฎีทางเลือกอย่างสมเหตุสมผล (Rational-Choice Theory) และการทูตทางทหาร (Defense Diplomacy) เพื่อวิเคราะห์การดำเนินการด้านการฝึกร่วม/ผสมในฐานะเครื่องมือกระจายความเสี่ยงทางทหาร ผลการศึกษาชี้ให้เห็นว่าการฝึกร่วม/ผสมช่วยให้ประเทศไทยสามารถรักษาความสมดุลทางอำนาจและลดความเสี่ยงจากความขัดแย้งของมหาอำนาจได้ แต่ในทางกลับกัน การดำเนินการดังกล่าวอาจส่งผลกระทบเชิงลบได้หากขาดความระมัดระวัง ดังนั้นกองทัพอากาศไทยจึงต้องพิจารณาให้รอบคอบตามปัจจัยและบริบทความมั่นคงของไทยนับแต่อดีตจนถึงปัจจุบันเพื่อหลีกเลี่ยงผลกระทบและการสูญเสียผลประโยชน์ในระยะยาว

การศึกษาเรื่อง “ความท้าทายในการทำงานร่วมกันระหว่างสำนักงานตำรวจแห่งชาติและองค์การตำรวจสากลในการจัดส่งผู้ร้ายข้ามแดน” มีวัตถุประสงค์เพื่อวิเคราะห์ความท้าทายและอุปสรรคในการประสานงานระหว่างสำนักงานตำรวจแห่งชาติของไทยและองค์การตำรวจสากล (INTERPOL) ในกระบวนการส่งผู้ร้ายข้ามแดน การวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับเจ้าหน้าที่ตำรวจ กองการต่างประเทศ ฝ่ายตำรวจสากลและประสานงานภูมิภาค และการวิเคราะห์เอกสารที่เกี่ยวข้อง ผลการศึกษาพบว่าความท้าทายหลักในการทำงานร่วมกันระหว่างสององค์กรในการจัดส่งผู้ร้ายข้ามแดน คือการยึดถือหลักการไม่แทรกแซงกิจการภายในระหว่างรัฐ ซึ่งส่งผลให้เกิดความล่าช้าในการดำเนินการ อุปสรรคเกิดจากความแตกต่างของระบบกฎหมายและกระบวนการทางกฎหมายของแต่ละประเทศที่แตกต่างกันทำให้การประสานงานระหว่างประเทศต้องใช้เวลามาก และรัฐอื่นจะเข้าไปก้าวก่ายไม่ได้ นอกจากนี้ การพิจารณาด้านสิทธิมนุษยชนยังมีบทบาทสำคัญในการตัดสินใจส่งผู้ร้ายข้ามแดนอีกด้วย ข้อเสนอแนะที่สำคัญในการเพิ่มประสิทธิภาพการทำงานร่วมกัน ได้แก่ การสร้างความเข้าใจและความเชื่อมั่นระหว่างประเทศในการดำเนินงานทางกฎหมายและการคุ้มครองสิทธิมนุษยชน เพื่อให้การประสานงานระหว่างประเทศเป็นไปอย่างราบรื่นและมีประสิทธิภาพ

Cultural racketeering, the looting and trafficking of cultural heritage sites to fund conflict, violence, or terrorism, has become a prevalent issue across the globe in recent years. This paper identifies the main actors, the sellers and buyers, of the looted antiquities and outlines several cases. Sellers, such as ISIS or Al-Qaeda, pillage and traffic sites of cultural, religious, or historic importance as a funding source for their illicit activities. The Spiritual Well-Being Scale (SWBS) is a 20-item measure of self-perceived spiritual health. Developed in the 1980s, it includes 2 subscales with 10 items each. Responses are made on a 6-point continuum from Strongly Disagree to Strongly Agree with no neutral point; 9 of the items are negatively worded to minimize response biases. The US samples show good internal consistency and test-retest reliability. Content validity was established in construction. Expected correlations with religion and spirituality indices, social and psychological mea-sures, and physical functioning and demonstration of expected group differences support criterion validity.
