The Long-Term Impact Of Educational And Health Spending On Unemployment Rates, Zafer Pirim, William A. Owings, Leslie S. Kaplan

This study used panel data regression analysis to evaluate the long-term effects of several measures of U.S. education expenditure on unemployment rates in 50 states and Washington D.C. over 25 years. The data included state-level statistics for fiscal effort, graduation rates, education spending per pupil, gross state product per capita, welfare spending, health spending, political party affiliation, union versus nonunion states, and unemployment rates. Results find that the best way to effectively reduce unemployment is investment in improving the quality of human capital through funding education. The relationship between China and the United States has been complex and often tense. In the second half of the twentieth century, both countries experienced ups and downs in their diplomatic, cultural, and political relationship. An important part of this relationship included the strains of the student exchange program. Because of the tension between the U.S. and China, these educational exchanges ended in 1950 and did not resume until the United States officially recognized the Peoples Republic of China in 1979. Comparatively, the lawmaking process in presidential systems is often comprised of negotiations between a legislative body, tasked with authoring and legislating laws, and an executive, who must authorize and administer the enactment of the law. While executives are often empowered with certain constitutional powers to help influence the lawmaking process, these powers are typically constrained and supervisory in nature. Presidents are rarely given broad-and-discretionary legislative powers, since lawmaking is ultimately the responsibility of the legislative body; however, this does not hold true for the case of Brazil. The rise of large developing countries has led to considerable discussions of re-balancing global relations and giving greater priority to understanding South-South relations. This paper, in exploring the central ideas of Chinese and Brazilian foreign policy and the behavior of these two rising Southern countries toward Sub-Saharan Africa, argues that the English School of International Relations is well suited to understanding the intentions and actions that characterize South-South relations.

The Bridge: Interdisciplinary Perspectives on Legal & Social Policy

Recent state and national policy changes for public education are premised upon the idea that high-stakes tests can improve student outcomes and close achievement gaps. Opponents maintain that such policies fail on both counts. Using a unique longitudinal dataset from North Carolina, we find that high-stakes tests have failed to close achievement gaps associated with social class and race, and that the persistence of these gaps is related, at least in part, to academic tracking. Such findings add to the questions being raised about such policies as No Child Left Behind.

A discussion of the imposition of the interests of the few on the collective through a subtle but effective manner: the eventual, complete development of Massive Open Online Courses. It is this article’s premise that this development together with current marketing efficacy and the present economic goals of modern democracies, is probable to result in a shrinkage of the market place of ideas and, paradoxically, likely to result in a diminution of democracy in the world.

The rapidity of change in Irish early childhood policy over the last 20 years is clear to observers (OECD 2004). What may be debated is how significant the changes are. In this paper, we analyse changes in early childhood education and care policy in Ireland since 1995, using Hall’s (1993) typology of policy change to help understand how policies and institutions could change so much in appearance without changing their fundamental features or underlying philosophy. What Stick Figures Tell Us About Irish Politics, Sharon Feeney, John Hogan, Paul F. Donnelly

This paper forms part of an ongoing research project using the technique of freehand drawing to study how students entering university in Ireland perceive the state of Irish politics and the wider society. By sidestepping the cognitive verbal processing routes through the use of freehand drawing, we find that students tend to present a more holistic, integrated and clearer understanding of the pertinent issues from their perspective.

Strategizing For Public Policy: The Information Literacy State Proclamation Project, Sharon A. Weiner, Lana W. Jackman, Emily Prause

Libraries Faculty and Staff Scholarship and Research

This paper describes a project designed to raise the awareness of policymakers about the importance of information literacy to achieve societal goals. Issues benefit from the governmental support, prioritization, mandates, and funding that can result when there is policy behind them. Studies indicate that many people lack the ability to draw on quality sources of information for a variety of purposes. Attention by policymakers would accelerate the inclusion of information literacy in settings such as education, workforce training, citizenship preparation, and lifelong learning. One way to raise awareness of policymakers is by recommending a proclamation to government executives.

This thesis explores schoolyard-based education as a viable and necessary method for rectifying the shortcomings within the American public school system and the Nature-deficit Disorder epidemic. We argue that schoolyard-based education should be fully integrated into the school system, not in the sole form of popularized school gardens, but as a standard teaching method. We show this using extensive research and a case study of three elementary schools in Claremont, California.

The Pedagogical Value Of Polling: A Coordinated 2012 Exit Poll Project Across Diverse Classrooms, Jennifer Kelkres Emery, Alison D. Howard, Jocelyn Evans

Several previous studies have demonstrated that student exit polling has educational value and promotes civic engagement (Berry and Robinson 2012, Evans and Lagergren 2007, Lelieveldt and Rossen 2009, and others). The authors of this paper have created assignments and an instructor's manual on running student exit polls in undergraduate courses. Three institutions used these assignments during the fall 2012 semester. Working together, these instructors created an opportunity for their students to participate collaboratively with others in survey design and data analysis. This effort further provided assessment data on the effectiveness of this pedagogical approach for student engagement outside of the …

Reflecting on a survey of employees of NGOs based in Ontario, Canada, the article considers two questions: How well are our BA programs preparing students for the workplace? Can we enhance workplace relevance without sacrificing our commitment to liberal education? Key findings are presented, including the BA continues to be a desired and employable degree and skills associated with it are valued; employers are not convinced that graduates with BAs necessarily possess these skills; and respondents associate their formal education with individual skills and extracurricular activities with interpersonal skills.
