This is a slightly revised version of the text of a talk that I (Seo-Young Chu) gave as part of the Fall 2014 Franke Lectures in the Humanities at Yale University. I'm sharing the text here to make the lecture more accessible. Topics include: North Korea/the DPRK, the "uncanny body politic," the uncanny valley, "dystopian poetics," what it means to outsource dystopian poetics, the intersection of aesthetics and politics. The changing nature of armed conflict in the 21^st century, marked by indiscriminate targeting of civilians, poses severe challenges for the continuation of teaching and learning in war-affected countries. Conflict may affect schooling directly through attacks on students, teachers, and schools, as well as indirectly by affecting individuals' livelihoods, the state's capacity to deliver services, and refugee flows. Further, schools may reflect conflict and violence through oppressive or divisive linguistic policies or curricula, the use of corporal punishment, and sexual violence against students. Community and Regional Planning Program: Professional Projects

Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

IMPACT Publications

Technological pedagogy is being relied upon more-and-more as a way to address the growing needs of higher education. This study investigated the use of a tool designed with the specific purpose of student engagement in a large classroom. The tool allows students to post to a community based discussion in a manner similar to a Twitter feed. Despite engaging in a community dialogue, findings suggest that as usage of the technology went up a student’s sense of community learning went down. This result prompted the authors to consider how this tool was utilized in the classroom. We close with a …

As Katz and Bradley (2013) document, the confluence of partisan politics and budget cuts have left the federal government and to a lesser extent, state governments impotent to address the countless economic and education challenges facing the United States. Out of necessity, metros and regions are taking the lead in collaborating, innovating, and governing in Post-Recession America. Instead of waiting for federal or state governments to impose prescriptive, one-size fits all “solutions,” localities are seizing opportunities to strengthen their economies by working with stakeholders to develop policies tailored to their unique and complicated needs.

Tennessee: The Birth And Development Of Performance-Based Funding In Higher Education, Evan Williams

Honors Theses

Tennessee was the first state to introduce performance based funding metrics into their higher education system in 1979. Over the past 30+ years, the state reevaluated and amended their formula every five years. What was initially an additional allocation that could be earned on top of an institution’s standard budget has now become the sole method of allocating funds for higher education in Tennessee. In 2010 the Tennessee legislature passed the Complete College Tennessee Act, Which put the state on the path to be the first state in the nation that allocates 100% of higher education funds on the basis …

The Influences Of The American Boxer Indemnity Reparations Remissions On Chinese Higher Education, Xiaojuan Zhou

The purpose of this study was to consider the influences of the American Boxer Indemnity Reparations Remissions (ABIRR) on Chinese higher education. These remissions were used to establish two universities, to establish the American Boxer Indemnity Scholarship Program (ABISP) to support Chinese students’ studying in America, and to support other higher education- related projects.

This study focused on higher education considering ABISP as an individual case. The ABISP students were selected from all the students who studied in America in the corresponding period in part because of the inconsistencies of research before 1949.

Short Duration Campaign Simulation Increases High School Students' Civic Engagement Skills And Knowledge, Taylor E. Tillotson, Judith Puncochar

Conference Presentations

Research on campaign simulations usually involves long-term collegiate activities. Our research adapted materials from the American Association of University Women and Running Start’s “Elect Her–Campus Women Win” college workshops to create a short-term campaign simulation for use in high school social studies classrooms. Sixty-six students in three high school Advanced Placement US Government classes engaged in a two-day communications-focused elections simulation workshop. Differences in civic engagement knowledge between pre- and post-surveys reached statistical significance. Students’ qualitative responses revealed gains in understanding of the role of student government in allocating money, low-cost advertising, and use of “surrogates” to disseminate campaign positions. …

Media Portrayal Of Individuals In The Lower Class And Its Effects On Attributions Of Educational Hardships, Krista A. Burke

Communication Studies

This study investigated how media portrayals of individuals in the lower class affect people’s beliefs about educational hardships in lower socioeconomic areas. Specifically, this study looked at the attributions of these hardships to determine if media consumption had an effect on the internality of attributions. It was hypothesized that increased media consumption would be related to an increased tendency toward internal attributions. It was hypothesized that increased media consumption would lead to lower support for policy changes regarding education. A survey was distributed to assess media consumption habits and attitudes toward educational hardships in the lower class. Correlation results yielded …

Collective Begging At Its Best: Labor-Management Relations In South Dakota, Gary Aguiar

Journal of Collective Bargaining in the Academy

Public employee labor unions in South Dakota possess a feeble set of bargaining rights, so weak it should be considered “collective begging.” However, our recent contract contains significant victories despite decades of playing defense. What lessons can be learned from this experience that might help other similarly situated faculty unions? What does this case study teach us about the disparity of power, especially where labor has fewer legal and political tools than management? I apply DiGiovanni’s (2011) typology of “intangible influences” on collective bargaining to explain our success. As DiGiovanni predicts, history and timing played a large role in influencing …
