Talk about corruption has increased in the South Pacific, though it is hard to tell if there is more corruption or just more reporting of it. Defining corruption as “the use of public office for private gain,” this article considers some recent reports of corruption in relation to other issues in South Pacific politics: tradition, ethnicity, aid, land tenure, sovereignty, and governance.

This article was written by Professor of Psychology Fabián Echegaray, Professor of Sociology Paulo Krischke, and Director of Institutional Ethics Aluir Toso. All three researchers are at the Universidad Federal de Santa Cantarina. They posit and provide supporting theory and data that values which are postmaterialist (emphasizing psychological well-being and self-actualization) as opposed to materialist (emphasizing materialistic goods) are more likely to be displayed by younger than older Brazilians and by those with higher than lower social class. Thus older, lower class Brazilians will be most materialist and younger, higher class Brazilians will be most postmaterialist. The paper was presented …

The Subsidization Of Emperor Mines Limited, Roman Grynberg, Peter Fulcher, Peter Dryden

The relationship existing between the Emperor group of companies and the government of Fiji is examined over a forty-year period. During a substantial part of this time the company has been subsidized by the state. Focus is on one particular period, beginning in the early 1980s when the company received taxfree status for its gold-mining operations in Fiji. The study attempts to quantify the value of subsidies offered to Emperor Mines Limited under the terms of the Vatukoula tax agreement between the state and the mining company. My thesis investigated the implications associated with the increasing numbers of investor-owned hospitals in America's hospital market. Traditionally, most hospitals have been non-profit, and I wanted to analyze whether the drive for profits would compromise the care that hospitals provide to their patients. I studied the differences and similarities between non-profit and for-profit ownership types in three key areas: quality, access, and efficiency. I discovered through my research that the differences between the two ownership types are becoming increasingly difficult to identify. I concluded that for-profit hospitals have created a more competitive environment, and this increased competition will help keep …

Using a radical political economy approach, this thesis examines how changing global economic and political pressures have forced the Ontario government to reconsider their policies toward higher education. Specifically, this thesis describes and analyses provincial government initiatives toward universities in the period 1985 and 1995, and assesses what these changes mean for understanding the functions of Ontario universities in the present era of global economic change. The thesis argues that Ontario universities historically have served three primary functions: ideological, vocational, and research. In the period under study the Ontario government established an industrial strategy that focused on those industries that …

However prevalent may have been the longing for homogeneity, or at least social unity, in political thinking, the fundamental point which must be recognized is that cultural diversity or pluralism has been the most notable feature of society in the history of human set tlement.
