“Good governance” has increasingly become political-economic common sense — often articulated in the call for transparency and accountability. But the question is: transparency and accountability to whom and toward what end? This essay examines the normalization of “good governance,” particularly as it is expressed as a financial discourse of corporate governance that gives primacy to the maximization of “shareholder value” and the promotion of “investor confidence” in the capital markets. I argue that this global discourse privileges institutional investors who are empowered to hold all stakeholders accountable to market expectations and valuations. This research paper provides an estimate of the significance of rents and rent-seeking process as major underlying factors in the Malaysian economy. It was found that throughout the Malaysian economic development (from pre-independence to current), the Malaysian economy has experienced three types of rent-management, which are rent-management by the state, rent-management by state-initiated (public) enterprise, and n:nt-management by privately-controlled enterprise via politically influential business elites. However. there arc no solid evidence that proves a negative or positive correlation between the level of rents and rent-seeking processes present in the Malaysian economy and the respective economic performance. National economies have become irreversibly globalized while racial and ethnic divisions continue to be a reality in many societies. The author has set forth three different scenarios in an attempt to explain the link between globalization and racial and ethnic relations: (1) globalization limits national growth, thus contributing to increased racial and ethnic tensions; (2) globalization does not affect racial and ethnic relations either positively or negatively; and (3) globalization expands domestic economies, consequently helping to reduce racial and ethnic tensions within national borders. Deregulating the natural gas industry in Georgia and elsewhere has resulted in a "mixed bag" of beneficial and non-beneficial outcomes for industry stakeholders. The approach to deregulation has been varied and multifaceted; however, achieving the best overall outcome for the greatest number of stakeholders should not be the sole major objective.
