“Slavery existed before money or law” (Hochschild 2005). Indeed the “peculiar institution” is one of humanity’s oldest. It has, however, evolved and manifested itself quite distinctly in different periods of history. In contrast to historical views of slavery that are associated with Chattel Slavery, numerous forms fall under the umbrella term of contemporary slavery. The United Nations (U.N.) Working Group recognizes such radically new forms as: child labor, children in conflict, trafficking in persons, sexual exploitation, and the sale of children. The International Labor Office (ILO) approaches the topic through the lens of forced labor. The ILO recognizes slavery and …

The purpose of this investigation is to analyze the relationship between Chile and Bolivia with respect to the issue of natural gas exportation and importation. For various historical, political and cultural reasons, Bolivia chooses not to export any of its large natural gas reserves to its neighbor, Chile. This paper will demonstrate and analyze the current energy situation of both countries, the obstacles that prevent cooperation, the efforts being made to correct them, and suggestions for resolving the issue to the benefit of both countries in the context of regional integration.

Significant emphasis has been placed upon external influences which have maintained or perpetuated the relative underdevelopment of Latin America. Though some of this literature will provide a basis for explanation, the current analysis addresses the phenomenon with a notable variation from existing perspectives by introducing the Foucauldian distinction between juridical power and disciplinary power as an evaluative framework of analysis. Specifically, it emphasizes the need to incorporate unique cultural, historical, and structural characteristics that interrelate with power dynamics that have materialized within Argentina and have frustrated development efforts.

In the 1960s and 1970s academicians, economists and politicians favored state ownership over private ownership in the production and provision of goods and services. By the end of the 1980s, however, there was a reversal of public policy from state domination of the production and provision of goods and services to private ownership and operation. This was due in part to what the World Bank referred to as "state failure”, which was characterized by inefficient service delivery, unprofitable SOEs, high government debt, and stagnant economic growth rates. In a capitalistic market society, all individuals should have an equal opportunity to participate, with varying extents, in consumerism. Democracy entitles one to political participation but people have come to value consumer participation as having more importance as shopping and the exchange of goods and services have become an important part of everyday living. Yet not everyone can participate in consumerism and they end up suffering, especially the children living in poverty. This article investigates how recent attempts by the European Union (EU) and the Organisation for Economic Co-operation and Development (OECD) to clamp down on harmful tax competition will affect small island economies with offshore financial centres (OFCs). It argues that although there are legitimate concerns about the initiatives, the likelihood that small island OFCs will disappear is remote. A confluence of factors have forced the EU and OECD to dilute their original proposals to the extent that while some marginal OFCs may be driven out of existence, more sophisticated OFCs will be unharmed and may even benefit from this supposed …

A Spatial Analysis Of The Xiii Italian Legislature, Massimiliano Landi, Riccardo Pelizzo

Research Collection School Of Economics

We present a spatial map of the Italian House of Deputies during the XIII Legislature obtained by applying the Poole and Rosenthal methodology to roll call data. We estimate coordinates for almost all the 650 Deputies that were on the House’s floor at the time, and we aggregate them according to parties. We find that voting patters generate basically a two dimensional political space. The first dimension represents loyalty to either the ruling coalition or the opposing one. The second dimension is represented by the European Union. These findings are consistent with the exceptional case of the party Northern League, …

‘Life’, so the adage has it, ‘begins at 40’. But, as American journalist Helen Rowland wryly observed, ‘so do fallen arches, rheumatism, faulty eyesight, and the tendency to tell a story to the same person, three or four times’. Such a sentiment should resonate within the Parisian corridors of the Organisation for Cooperation and Development (OECD) which celebrates its 45th anniversary on 30 September. Rival institutional developments, evolving geo-political realities, hostility from non-governmental organisations (NGOs) and the absence of a precisely defined mission statement have marred the OECD’s fifth decade and left the organisation struggling to justify its place in …
