Short Term Strategies For Long Term Power: The Rise And Potential Fall Of Hugo Chávez, Linden E.S. Schult

This thesis explores the route to power of Venezuela's President Hugo Chávez and the methods by which he has remained in power throughout his presidency. Also, it explores the potential for Chávez to lose power, given the current economic and political situation in Venezuela. The importance of the oil industry, Chávez's suppression of the opposition and control of the media, and constitutional changes and reforms are all discussed as keys to Chávez's continuance in power.

Brazil is an increasingly important actor in global governance and for China specifically. Sino-Brazilian relations have deepened considerably but they remain concentrated in areas of trade and investment. There is also considerable overlap in interests between the two countries in other areas, such as diplomatic and political relations. At the same time, China must manage carefully important differences that exist over the enlargement of the UN and the potential challenge to the Brazilian industry.

Central Bank Independence: Rules, Practices, And Outcomes, Douglas Aaron Block

In recent years interest has grown in central bank independence as research has shown that it may affect many important financial issues such as unemployment, inflation, and inflation variability, among others. However, empirical evidence regarding its effect has been inconclusive and there is low correlation among various legal central bank independence measures. In this thesis, I attempt to resolve these problems by generating a new measure of legal central bank independence that takes into account divergence between laws and practices. I then measure the impact that democracy and proportional electoral systems have on reducing this divergence and find that democracy …

The Primary purpose of this paper is to examine the role and importance of Senior Senators in the US Senate. Many states rely on Senators to bring in federal spending in the form of pork. When states lose their Senior Senator and the power they accumulated through increased tenure, they risk losing certain benefits in terms of pork. We use federal expenditures per dollar of tax and analyze how it is affected by Seniority in the Senate. Population, Income, and unemployment rates in each state were controlled for in our regression analysis. It is concluded that increased tenure significantly increases …

This paper proposes a framework for understanding the joint evolution of cultural norms and human capital investment, and how these affect patterns of political participation. We first present some empirical evidence that cultural attitudes towards obedience systematically influence an individual's propensity to engage in different political activities: obedience discourages more confrontational modes of political activity (such as public demonstrations), while raising participation in non-confrontational civic acts (such as voting). These cultural attitudes further appear to be determined in part by cultural transmission across generations. Participatory approaches to evaluation have long been vogue in the international development evaluation community. However, despite their widespread use, there is a dearth of research on the impact of stakeholder participation in international development evaluations. Although proponents of participatory approaches to international development evaluation assert many advantages of their use, the evidence to support these claims is largely anecdotal. Similarly, critics of participatory approaches do not have empirical data on which to base their assertions. I read the “Women’s Crusade” article that forms the centrepiece of this month’s roundtable with initial interest, gradually turning to a vague sense of disquiet spiced with occasional disbelief. After a few more readings, I tried highlighting the passages that bothered me and stringing them together. Countries “riven by fundamentalism”— that’s presumably the Islamic variety, rather than the Christian variant which holds such sway in the US. Nicholas Kristof and Sheryl WuDunn provide a rich description of the various kinds of violence, deprivation, depredation and exploitation that women experience on a vast scale in the developing world. They write of sex trafficking, acid attacks, “bride burning,” enslavement, spousal beatings, unequal healthcare (something the USA still struggles with), insufficient food, gendered abortions and infant and maternal mortality. Kristof and WuDunn provide a vivid panoramic view of problems faced by women (primarily in the “developing” world), what has been done and what more could be done to help them achieve dignity and autonomy in their lives, and how vindication of their rights could contribute to the broader social development of their societies. In this they provide us with important insights into how human rights might be effectively proclaimed and successfully implemented. In reviewing their considerable contributions, I shall also suggest some limitations on both their analysis and their policy recommendations.

Reading Adam Hochschild's extraordinary account of ordinary people caught up in the horrific ravages of a civil war raging in the Democratic Republic of the Congo (DRC), I was struck by how incongruous my own encounter with this suffering is. I read his article over lunch, safe in the comfort of my own home. As a woman, I live largely without fear of the kind of brutal sexual violence that Hochschild opens his article with, as he related the story of a Congolese NGO worker who is herself a victim of multiple rapes.

This paper addresses a specific question: why has China grown so rapidly and Brazil not? To answer this question, it (i) establishes the basis for comparison between China and Brazil by contextualizing these countries within the BRICs concept, and (ii) presents a comparative analysis of Brazilian and Chinese reforms focusing only on the issue of macroeconomic policy, especially the monetary and exchange rate regimes, and its effect on growth.

The Problem With Eating Money: Remittances And Development Within Senegal's Muridiyya, Rebecca F. Sheff

Contemporary development theory is poorly equipped to understand remittance-based development occurring in transnational spaces that partially escape the control of the state. An extended case study of the Muridiyya, a Sufi brotherhood in Senegal, reveals how collective remittances from Mouride transmigrants become tools for community-level development when channeled through transnational religious associations. I argue that remittance-based development projects transform the political, economic, and social contexts in which they are embedded, including the relationship between the Muridiyya and the state. Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. Does social capital generate positive influences on economic development and democratic governance? This question has important theoretical and policy implications for the contemporary world, especially for the developing countries. The primary goals of this study are to investigate the stock of two types of social capital—bridging social capital and bonding social capital—in rural China, and furthermore to examine the impacts of these two types of social capital upon economic development, grassroots governance, and democratic participation in rural China.
