In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. A major challenge to selecting ports for enhanced controls has been the lack of data on which ports are the world’s largest …

Examining Human Capital Capacity’S Influence On Human Development And Poverty Reduction In Sub-Saharan Africa, Theodore J. Davis Jr.

International Journal of African Development

The aim of this paper is to examine and expand our focus on human capital capacity building as a foundation for poverty reduction in Sub-Saharan Africa. The data showed significant differences in the human capital capacity building characteristics as measured by demographic, education and gender equality characteristics. In analyzing select human capital capacity building markers, the findings suggest that the educational indicators were among the strongest in explaining the variation in human development in Sub-Saharan Africa. The findings showed that gender inequality was a serious inhibitor of human development in Sub-Saharan Africa. Overall, the Sub-Saharan nations with the lowest level …

During the second term of the Obama Administration, the United States and the European Union negotiated a deal with the Islamic Republic of Iran regarding their nuclear program. These negotiations encompassed the relaxing of sanctions on the Iranian economy in exchange for concessions on the part of their nuclear program. This thesis investigates how the deal will affect the economy of Iran and the international oil market, two entities which are deeply intertwined. The purpose of equity-focused evaluation is to examine the relationship between the evaluand and (1) experiences of social groups with different levels of advantage/disadvantage, and (2) the social determinants of equity, which shape those experiences. Equity-focused evaluation has emerged within the field of international development evaluation because of an increased emphasis on equity in the achievement of international development goals. However, empirically based theoretical and practical guidance on equity-focused evaluation is limited. This paper deciphers the formatting of farming into an asset by tracking the modalities by which financial calculation is enabled across different sites of agency.

The first focus of our analysis are commodity futures markets, which have witnessed a double spike in prices in 2008 and in 2012. In the paper, we look at these hikes as the outcome of endogenous dynamics, caused by the changing makeup of market participants after 2000, which turned futures markets into resources for hedging commodity index-linked derivative products.

This dissertation aims to propose a general theory of disintegration. This subject is not treated directly by some theoretical accounts and mistreated by others. European integration theories are fashioned to explain the greater integration process while game-theoretic approaches to withdrawals and secessions, even if treating disintegration directly, fail to include critically responsible factors. This dissertation offers a constructive criticism of both accounts. Since neither turning integration theories symmetrically around nor direct, game-theoretic assessment of disintegration help to provide sufficient explanation, it is suggested that the problem of symmetrical reversal and rational conduct must be revised.

Behavioral public choice is the study of irrationality among political actors. In this context, irrationality means systematic bias, a deviation from rational expectations, or other departure from economists’ conception of rationality. Behavioral public choice scholars extend the insights of behavioral economics to the political realm and show that irrational behavior is an important source of government failure. This Article makes an original contribution to the legal literature by systematically reviewing the findings of behavioral public choice and explaining their implications for the law and legal institutions. This study analyzes the determinants of early-stage VC investments by identifying characteristics in the economic, institutional, as well as cultural framework that could explain the diverging levels of early-stage VC investments across countries. Data was assembled for 16 countries during the period from 1995 until 2013. The results indicate that countries that are more open to trade are associated with higher levels in early-stage venture capital. A higher unemployment rate negatively affects a country’s level of early-stage VC funds. Higher R&D expenditures as a proxy for the technological and innovation capacity in a country as well as a higher value …

We analyze normalization of diplomatic relations between the US and Cuba. We first examine the causes of previous normalizations with Vietnam and China. From these cases, we identify factors that are key to the normalization process. These include political turnover, economic interests, other special interest groups, public sentiment, and what we refer to as the Lawnmower Effect. This effect is observed when one or both nations attempt to reopen diplomatic ties only to continually fail to establish relations due to the endurance of underlying political issues. This essay introduces a collection of ground- breaking studies that discuss responses that range from various types of organized and everyday resistance to demands for incorporation or for better terms of incorporation into land deals. This study seeks to explain the motivating factors behind Chinese foreign direct investment (FDI) patterns to the Middle East and Africa through a quantitative framework that utilizes a pooled cross-sectional time-series data set that covers 57 countries from 2003-2010. Prior research on the issue has hypothesized that China attempts to use external FDI to developing areas to promote national interests and help sustain economic growth. Africa is a region of the world that has been plagued by conflict for decades. Specific civil wars in the 1990s gained worldwide attention due to the perceived source of funding for rebel groups to continue the bloodshed: diamonds. As civil society organizations and journalists exposed the role of diamonds and the diamond industry, a link between diamonds and conflict also emerged in the scholarly literature regarding the “resource curse.” In response, policymakers created the Kimberley Process Certification Scheme, an institution designed to address the problem of conflict diamonds and to clean up the diamond industry.
