This record, dated August 30, 2001, is a transcript of a follow-up hearing with the Three Affiliated Tribes and Standing Rock Nation to evaluate how the 1992 Equitable Compensation Act has served the tribes and if it has helped restore economic stability. Testimony from tribal members indicates that many promises made prior to the building of the dam were never met, that the promises were met were fulfilled 40-45 years after the dam was built, and, more importantly, that what was lost can never be compensated for with money. In recent years, a growing number of states have witnessed the passage of state initiatives that have authorized the medicinal use of marijuana. The medicinal marijuana movement has circumvented elected state legislatures by relying on an increasingly popular form of direct democracy - the direct initiative. This paper briefly examines the history and continuing legacy of illicit drugs and the initiative process in the context of the movement for medicinal marijuana. However, the primary focus of this study is to uncover the voter characteristics that influenced attitudes toward medicinal marijuana in the 1998 state elections. This paper uses Voter News …

The Bush administration has coined a foreign-policy doctrine. President George W. Bush, National Security Advisor Condoleezza Rice, and Secretary of State Colin Powell herald "the new realism." Think you know what they are up to? OK, then fill in the blank: The "new realism" is _______. If you find the blank hard to fill, don’t worry; so would most of today's international-relations scholars. Indeed, one fundamental problem with the Bush administration's new doctrine is that "realism" no longer has any real intellectual coherence.

American Consul In Jerusalem 1856-1896, Eric Vaughn Lowe

The Europeans were the first ones to establish Consuls at Jerusalem. They used their consular offices to establish permanence and extend their influence in the region. Under the guise of citizen and religious protection they extended their power and influence in the Ottoman territory. The United States established its consulate in Jerusalem in 1853. In comparison with the European consuls the American Service was-new, inexperienced, and lacking professionalism. This American outpost was plagued with complexities that were distinct to the office at Jerusalem. The consul reports from 1856-1896 reflect the mission and difficulties faced at this seemingly remote outpost.

When Raoul Berger turned ninety a little over a decade ago, he was presented with a book of letters from friends and admisrers. Those sending their good wishes were among America's most distinguished jurists, public officials and scholars, including Chief Justice William H. Rehnquist, former Attorney General Edwin Meese III and Professor Philip B. Kurland. The collection was introduced by a letter from former President Ronald Reagan.

Congressional attempts to enact reform in the financing of political campaigns may unavoidably violate the First Amendment2 to the United States Constitution and its guarantees of freedom of speech and association. As a result, the core issue that must be resolved in the campaign finance reform debate is whether campaign finance reform is unavoidably unconstitutional. and opponents (anti-reformists)4 of campaign finance reform have been engaging in an extended ad hoc debate over reform measures without adequately confronting the critical core issue that continues to prevent key reform measures from being adopted: does the First Amendment prohibit campaign finance …
