It appears that Ray Nagin continues to enjoy a substantial lead over Richard Pennington in the election for Mayor of New Orleans. In spite of the flurry of negative campaigning immediately following Mardi Gras, there does not appear to be very much movement in aggregate voter preferences. These results are similar to Verne Kennedy's results from a survey taken Feb. 13th to Feb. 14th in which he found Nagin's support to be 48% and Pennington's 29%. The most positive news for Ray Nagin is that he has significantly expanded his support from the primary election, while Richard Pennington's support has …

The American People In Crisis: A Content Analysis, Roderick P. Hart, Sharon E. Jarvis, Elvin T. Lim

This study examines how images of the American electorate were deployed after the11 September 2001 terrorism incident and during the Clinton impeachment. Transcripts of congressional proceedings, news coverage, and presidential campaign addresses were analyzed to determine how the phrase the American people was used during these two crises and in unrelated presidential campaign speeches. The analysis considered the roles, actions, qualities, and circumstances ascribed to the people, as well as the time orientation and the forces aligned against the people. The results show that (1) relative to presidential campaign rhetoric, both crises resulted in greater concentration on the electorate; (2) …

Five Trends In Presidential Rhetoric: An Analysis Of Rhetoric From George Washington To Bill Clinton, Elvin T. Lim

Several political scientists have argued that the presidential recourse to public rhetoric as a mode of political influence in the twentieth century represents a significant departure from a pre-twentieth-century institutional norm where “going public” was both rare and frowned upon. This article looks specifically at the changes in the substance of rhetoric that have accompanied this alleged institutional transformation. Applying computer-assisted content analysis to all the inaugural addresses and annual messages delivered between 1789 and 2000, the author identifies and explores five significant changes in twentieth-century presidential rhetoric that would qualifiedly support the thesis of institutional transformation in its rhetorical …

Since its creation through the Trade Expansion Act of 1962, the Office of the United States Trade Representative (USTR) has helped liberalize economies, negotiate trade agreements, and coordinate U.S. trade policy. Although situated within the Executive Office of the President, the USTR is best seen through the lens of legislative action. Congress has used successive trade acts to both expand and constrain the Office, while forcing it to reconcile multilateral goals with unilateral domestic objectives. An examination of the USTR's developmental stages identifies the congressional impact upon the Office and the resulting political balance.

The partisan realignment in the South is a well-known fact. The 20th century began with the South solidly in the hands of the Democratic Party. This was true because the Southern Democratic Party look positions congruent with the Southern electorate's public policy preferences: namely, a states-centered view of government and an opposition to more egalitarian racial Policy.

Excerpt: "This chapter has more than one goal. First, I want to introduce readers to the apparatus of practices, institutions and virtues (PIV) that helps us understand what virtues are. Second, I want to explore the notion of politics a little, to see what its main problem is. (I will claim, perhaps surprisingly, that business management is largely a variation of politics.) This paper presents the results of an indirect assessment of the personality of U.S. president George W. Bush, conducted 1998–2000 from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data regarding Bush was extracted from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed in accordance with interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals. Bush was found to be …

This Article responds to the advocates of "progressive race blindness" with several critiques of their central claims. Part I examines the contours of progressive race blindness in greater detail, giving centrality to the emergence of this theory in legal scholarship. Part I sets forth the common themes articulated in progressive race blindness arguments and highlights important differences among its proponents. Part II isolates several problems with the progressive race blindness literature and demonstrates that these weaknesses make the literature unhelpful as a political or legal theory and even dangerous to the cause of antiracism. This essay is a response to Supreme Democracy: Bush v. Gore Redux, an essay by Lani Guinier (2002).

The author critiques Professor Lani Guinier’s essay through a discussion of the maldistribution of wealth in American society, which he argues is accepted by American people thanks to the existence complex structures that allow them to distance themselves from it. He discusses four legitimation structures as he critiques this essay.

September 11 forged an American unity not seen since Pearl Harbor. We shelved our political differences, put the culture war on simmer, and lost interest in celebrity scandal (think of Gary Condit). Americans rallied behind our Commander-in-Chief, and we agreed that our lives would never be the same. America’s vacation from history had ended, and we had forever lost our innocence and our perceived immunity from harm. When our Commander-in-Chief said that a return to “normalcy” would deny Bin Laden his victory, we rallied behind that, too.

American foreign aid, and the factors contributing to its disbursement, have frequently been discussed in scholarly research. This issue has also developed into a highly contentious issue in US foreign policy. The purpose of this thesis is to determine if recipient states' human rights practices are a determining factor in the aid allocation process. Baker v. Carr is one of the Supreme Court's most important opinions, not least because its advent signaled the constitutionalization of democracy. Unfortunately, as is typical of the Court's numerous forays into democratic politics, the decision is not accompanied by an apparent vision of the relationship among democratic practice, constitutional law, and democratic theory. In this Article, Professor Charles revisits Baker and provides several democratic principles that he argues justifies the Court's decision to engage the democratic process. This dissertation examines the sources of U.S. President Bill Clinton's foreign policy, with special attention to understudied political elements of intervention. The basis of this study is the Clinton Doctrine, in which Clinton opposed ethnic cleansing, and supported democratic governance worldwide. The primary research question asks to what extent and why was there a variation in Clinton's application of his own doctrine in the specific cases of Rwanda in 1994, Haiti in 1994, and East Timor in 1999. Drawing on archival research, this article examines how the position of the first lady has been formally defined, and how that definition has affected presidential advising by first ladies. Three first ladies-Eleanor Roosevelt, Rosalynn Carter, and Hillary Rodham Clinton-have served in a formal capacity within the executive branch. In each instance, the first lady's appointment, and subsequent exercise of formal and informal power, carried significant implications for our understanding of this position, the presidency, and the political system.

This article explores values, strategies, and tensions found within the War on Poverty and examines a War on Poverty-supported initiative, the National Domestic Workers Union (NDWU). The article makes the argument that the NDWU is illustrative of the War on Poverty in that each held structurally based descriptions of poverty and individually based prescriptions.
