Current explanations for the achievement gap do not fully explain why high-achieving poor and minority children perceive of college as being out of reach. This paper reviews perspectives on the achievement gap and proposes a model that incorporates a capabilities and assets approach. The uneven playing field created by unequal distribution of assets sustains educational advantage and high expectations for college among children from families with assets, while dampening expectations for college among poor and minority children. As a possible avenue to closing the gap, we suggest that increasing poor and minority children’s capability for financing college may increase educational …

Assets Beyond Saving In Individual Development Accounts, Chang-Keun Han, Michal Grinstein-Weiss, Michael Sherraden

This study examines whether participation in Individual Development Accounts (IDAs) leads to a significant growth in assets beyond saving in the IDA accounts. Using a longitudinal experimental research design for low-income IDA participants, we test for impacts on five measures of assets: liquid assets, other financial assets, total financial assets, real assets, and total assets. Results show that, while there are no large differences in liquid and financial assets between the treatment group and the control group, IDA participants in the take-up group have more real assets and total assets than members of the control group. Attitudes Toward Institutional Features And Savings In Individual Development Accounts: Latent Class Analysis, Chang-Keun Han, Michael Sherraden

This exploratory study focuses on classifying attitudes toward institutional features of Individual Development Accounts (IDAs). This study also examines to what extent the attitudes change and how they are associated with savings in IDAs. While attitudes toward IDAs are generally positive, latent class analysis (LCA) found 3 groups, “highly positive," “moderately positive,” and “mixed opinion.” Race is significantly associated with the classification. This study found dynamic changes in attitudes at 18 months and 48 months after the baseline interview. While attitudes became somewhat more positive for 18% of participants, they became more negative for 26%. It was also found that …

Do Institutions Really Matter For Saving Among Low-Income Households? A Comparative Approach, Chang-Keun Han, Michael Sherraden

This study aims to examine the extent to which competing theories explain saving of low-income households in Individual Development Accounts (IDAs). Competing theories include individual-oriented perspective, social stratification perspective, and institutional saving theory. This study uses American Dream Demonstration (ADD) data collected at the Tulsa IDA program. Compared with the individual perspective and the social stratification perspective, institutional features explain a significant part of the variance in saving outcomes measured by average monthly net deposit (AMND) and deposit frequency ratio (DFR). Findings suggest that an inclusive asset-based policy should be designed with institutional structures encouraging low-income households to save.

For many young people, especially minority and low-income children, attending college is a genuinely desired but elusive goal. This paper explores young children’s perceptions and expectations about attending college and potential influences on their formation. Conducted as part of a four-year study of a school-based saving for college program, this paper uses qualitative evidence from interviews with 60 children in second grade, and surveys with their parents. Findings suggest most of the young children in the study have a general understanding of college and have begun the process of choosing higher education. International social work education in the United States focuses on globalization and international practicum for American students. a readily available resource, international social work graduate students, is rarely utilized. This article discusses a case study of five African students who engage in a process of realigning their academic knowledge to respond to local social development challenges in their home countries. These processes result in profound innovations that are based on theory, indigenous experience, and culturally competent practice.

Measuring Effectiveness Of Civic Participation At The University Level In Turkey: A Case Study Of The Civic Involvement Project At Sabanci University, Tara Hopkins

Sabanci University, located in Istanbul, Turkey, launched the Civic Involvement Project (CIP) in 1999 for students at the university level. This study examines the effectiveness of CIP, with the principle goals of measuring participants’ perceptions and identifying the program’s strengths and weaknesses. In addition, this research seeks to better understand how CIP compares to other youth involvement/participation programs. The impact of service-learning on several civic education variables (i.e. social awareness, social networking, political awareness, critical thinking, and personal development) and the effects of characteristics of service-learning experiences on the development of students are also explored.

Holding assets is increasingly acknowledged as yielding positive effects and enhancing opportunities. Homeownership has historically been viewed as a fundamental piece of the American Dream, with up to 70 percent of households owning their home as of 2006. Yet it has also been demonstrated that nonwhites are less likely to own a home and that the value of their homes is much less than that for whites, even when social class is taken into account. This paper explores the overall life course patterns of homeownership and the importance of racial differences in understanding those dynamics. Notwithstanding the far reaching intellectual and practical contributions of Bandura’s theory of self-efficacy, researchers have suggested that it may not adequately address the role of institutions. This paper suggests that traditional measures of self-efficacy underemphasize institutional factors. This may have important implications, especially for considering the circumstances of disadvantaged groups. It may be productive to think of self-efficacy as a multidimensional construct that includes personal and institutional dimensions. Using an interdisciplinary approach, we examine how self-efficacy theory can be expanded to account for the social and economic realities of disadvantaged groups and lead to empirical work that can inform policy …

Youth in the United States are facing an increasingly complex and perilous financial world. Economically disadvantaged youth, in particular, lack financial knowledge and access to mainstream financial institutions. Despite growing interest in youth financial literacy, we have not seen comparable efforts to improve institutional access to financial institutions and services. Instead of aiming for financial literacy, we suggest aiming for financial capability, a concept that builds on the writing of Amartya Sen and Martha Nussbaum. This paper examines an innovative college savings program for public elementary school children. The project is based on the proposition that children will gain financial knowledge and be more likely to view college as an attainable goal because they are accumulating savings to help pay for higher education. As the latest in a long history of school-based savings programs, this program pioneers the idea of matched savings in which children and family savings in the students’ accounts are matched one to one up to a maximum of $3,500. The Center for Social Development (CSD) at Washington University in St. Louis collaborated with the Indonesian Ministry of Social Welfare and researchers from the State Islamic University (UIN) to design a major asset-based, poverty-alleviation pilot project in Indonesia. The government committed significant resources to this 5-year study, which formed a major part of the welfare rethinking in the Indonesian Department of Social Welfare’s five-year plan (2006-2010). This pilot study operated in impoverished localities in parallel with Indonesia’s successful microfinance program (Cooperative Micro Businesses, or KUBE program). This study examines whether there is a role for microenterprise development as an anti-poverty strategy in the United States. This question is important because skeptical views exist regarding whether, generally, poor Americans would have the enthusiasm to undertake the risk of dealing with small-businesses, especially given that the United States has a public welfare system to take care of the poor and “abundant jobs” for those with the skills—compared to most developing countries where the only alternative open for a family investing in a small-business may be starvation.
