Objective: The United States has accepted over 3 million refugees from all around the world since 1975. However, many Limited English Proficiency (LEP) refugees face significant barriers when seeking healthcare due to limited access, lack of knowledge, mistrust in physicians, language differences, cultural concerns, and overall complexity of the U.S. healthcare system. The purpose of this systematic review was to identify practices in the last 10 years that have improved healthcare and language access services for LEP refugees living in the U.S.

Southwestern Amazonia is one of the most linguistically diverse regions of the Americas. It is possible that traditional Indigenous small-scale multilingualism used to exist in two neighboring regions in what is now Rondônia, on the Brazilian side of the Guaporé River. Permanent contact with representatives of Western society from the beginning of the twentieth century onwards led to great demographic, social, cultural, and economic upheaval among the Indigenous societies in the Rio Branco-Colorado and the Apediá-Corumbiara river basins. This paper presents a novel internet search methodology and new data on the language of nuclear security. Through three case studies (Turkey, India, and Jordan), it describes what openly accessible information exists about nuclear security in a given national context, where more information is needed, and why. In doing so, the paper highlights the importance of documenting the social and geopolitical context of key nuclear concepts. It also examines the role of language and publicly available information on nuclear security and safety to facilitate the articulation and adoption of international best practices.

Like speech, signs are composed of discrete, recombinable features called phonemes. Prior work shows that models which can recognize phonemes are better at sign recognition, motivating deeper exploration into strategies for modeling sign language phonemes. In this work, we learn graph convolution networks to recognize the sixteen phoneme “types” found in ASL-LEX 2.0. Specifically, we explore how learning strategies like multi-task and curriculum learning can leverage mutually useful information between phoneme types to facilitate better modeling of sign language phonemes. Results on the Sem-Lex Benchmark show that curriculum learning yields an average accuracy of 87% across all phoneme types, outperforming …

This paper aims to create an Optimality Theory ranking of tonal phonology constraints in Shanghai Chinese (Shanghainese) monosyllables. Previous research on tonal phonology in Shanghainese preceded the more recent research on Optimality Theory which may provide new principles to justify the language’s tonal phonology system. I use inputs composed of High (H) and Low (L) tone combinations and 8 constraints, (3 faithfulness and 5 markedness constraints) to motivate the distribution of tones in Shanghainese monosyllable in four environments: KV, GV, KVʔ, GVʔ. The Manito Topos Project: Place Naming And Toponymic Silencing In The Sierras Of Northern Nuevo México And Southern Colorado, Len N. Beké

This dissertation reports on documentary research on vernacular toponymies in Manito communities in Nuevo México and Colorado. These toponymies are erased, obscured and delegitimized in official maps. Within the study area, vernacular antecedents for 49.5% of official names for natural features were documented, along with 280 previously unmapped names. These data were compared to the state-sanctioned toponymy to determine a typology of linguistic mechanisms of toponymic silencing. While a majority of official toponyms are based on Manito oral tradition, only 15.4% of the labels for natural features represent unaltered versions of names in that tradition. University-level language and second-language classrooms typically use general rules of thumb to teach grammar without considering its conceptual aspects and cultural origins. These general rules of thumb are normally taught using a communicative approach to language teaching which typically places little emphasis on immediate corrective feedback and learner development. Most assessments are static in nature and focus on right and wrong answers rather than their origins (i.e., learner development and microgenesis). We use insights from research on American Sign Language (ASL) phonology to train models for isolated sign language recognition (ISLR), a step towards automatic sign language understanding. Our key insight is to explicitly recognize the role of phonology in sign production to achieve more accurate ISLR than existing work which does not consider sign language phonology. We train ISLR models that take in pose estimations of a signer producing a single sign to predict not only the sign but additionally its phonological characteristics, such as the handshape. The languages of the Pano and Takana families exhibit a considerable number of lexical and structural affinities that cannot be ascribed to mere chance and are not readily detectable instances of borrowing. After the comparative studies by Key (1968) and Girard (1971) the proposal of a genetic relationship between these two families was generally accepted (e.g. Loos 1973, 2005; Suárez 1973; Kaufman 1990; Campbell 1997). This article presents the Brazilian Portuguese-Russian (BraPoRus) corpus, whose goal is to collect, analyze, and preserve for posterity the spoken heritage Russian still used today in Brazil by approximately 1,500 elderly bilingual heritage Russian–Brazilian Portuguese speakers. Their unique 100-year-old variety of moribund Russian is disappearing because it has not been passed to their descendants born in Brazil. During the COVID-19 pandemic, we remotely collected 170 h of speech samples in heritage Russian from 26 participants (Mage = 75.7 years) in naturalistic settings using Zoom or a phone call. One significant issue facing language documentation efforts is the transcription bottleneck: each documented recording must be transcribed and annotated, and these tasks are extremely labor intensive (Ćavar et al., 2016). Researchers have sought to accelerate these tasks with partial automation via forced alignment, natural language processing, and automatic speech recognition (ASR) (Neubig et al., 2020). Neural network—especially transformer-based—approaches have enabled large advances in ASR over the last decade. Models like XLSR-53 promise improved performance on under-resourced languages by leveraging massive data sets from many different languages (Conneau et al., 2020).
