Reforming Academic Publishing To Support The Sustainable Development Goals: A Call For Leadership, Seán Lacey

Paywalls and high article processing charges in academic publishing restrict access to scientific knowledge, limiting who can produce, use, and benefit from research. These barriers disproportionately affect researchers and institutions in low- and middle-income countries, reinforcing global inequalities in research capacity and evidence-informed policymaking. Addressing these challenges requires determined system leadership to reform funding models, expand equitable open access pathways, and ensure publicly funded research is freely available. Without coordinated action, the promise of inclusive, globally shared scientific progress central to the Sustainable Development Goals will remain unrealised.

CUNY Academic Works was launched in 2014 to serve the faculty, staff, and students of CUNY. The root of this open access institutional repository was a response to the Budapest Open Access Initiative of 2002, which led to a CUNY University Faculty Senate Resolution in 2011. These slides were used in a presentation given at Lehman College and were developed from a presentation given at La Guardia Community College.

In 2022, the School of Medicine Library launched the Open Article Fund as a way to support faculty, residents, and fellows with their scholarly activities when submitting open access publications that would otherwise be ineligible for funding through the University Libraries fund which limited recipients to tenure-track faculty. After feedback from the Kirk Kerkorian School of Medicine Office of Research, The pilot fund was structured after the University Libraries funds with some modifications including awarding $2,000 instead of $1500 towards a publication, allowing for publications in hybrid journals, and requiring multi-author team submissions. Transformative—or Read and Publish—deals are impacting the open access (OA) publishing landscape, allowing libraries to test new models for funding and incentivizing OA publishing, while also providing direct benefits for authors, including discounts and waivers on article processing charges (APCs). But how sustainable are transformative deals in light of library materials budgets and workloads for personnel who negotiate these deals, manage the implementations, and support campus authors? And how can libraries evaluate the perceived value of these deals in relation to the specific needs of their institutional users?

Transformative agreements can help libraries expand content offerings and subsidize publishing costs. RIT Libraries, new to these agreements, has joined 4 over the past year in a process driven by Electronic Resources and Acquisitions/Serials. We will walk the audience through the assessment criteria for the two of the agreements we joined (Cambridge and Springer), along with lessons learned. The assessment criteria include: cost, impact on access to content, a scan of publishing activities on campus, as well as turnaway data obtained from vendors and a new implementation of Celus 5 for Counter 5 data.

Chapter 24 focuses on the open access aspects of TDM and how librarians and scholars are assisting each other in learning these new skills. The "Principles of Transparency and Best Practice in Scholarly Publishing" (COPE, DOAJ, OASPA, WAME, 2022) provides foundational guidance for journal publishing. The guidelines cover a robust suite of topics such as authorship, peer review, funding sources, author cost transparency, and licensing and copyright. Changes to academic publishing in the form of digital technologies and copyright law over the late 20th century have created increasing roadblocks for scholars to consistently and conveniently access research literature in their pursuit of scholarly work. As a result, academic pirate networks (APNs) such as Sci-Hub and Library Genesis have risen to fulfill the unmet needs of scholars. This study examined the experiences of scholars using APNs with a focus on how scholars make sense of their experiences with participating on APNs. Improved Open Access Support Through A Popular Open Access Fund, Andrea A. Wirth

This paper describes results of a 2023 survey of authors who applied to University of Nevada, Las Vegas (UNLV) Open Article Fund, a fund that supports article processing charges (APCs). The survey sought feedback about the fund’s impact, value, and award criteria as well as opinions on other open access topics. Results show that the fund has had a positive impact on open access uptake and opinions of open access. Respondents reported that they participate in other open publishing activities and believe that most publications should be made open access. The results suggest opportunities for better strategic connections between the …

Introduction: Faculty face numerous pressures as they decide whether to publish articles open access (OA). This pilot study investigated the extent to which School of Education faculty members’ engagement with OA was influenced by promotion and tenure (P&T) and how this influence related to other intrinsic, extrinsic, and contextual factors. Methods: This exploratory, sequential, mixed-method study adapted Social Exchange Theory to understand faculty engagement with OA article publication. The study used a quantitative survey followed by qualitative interviews and focus groups.

Results: Participants reported that P&T had substantive influence over faculty practices regarding OA. Con- nected factors included beliefs about …

We investigate the interplay between open access (OA), coauthorship, and international research collaboration. Although previous research has dealt with these factors separately, there is a knowledge gap in how these interact within a single data set. The data includes all Scopus-indexed journal articles published over 11 years (2009–2019) where at least one of the authors has an affiliation to a United Arab Emirates institution (30,400 articles in total). To assess the OA status of articles, we utilized Unpaywall data for articles with a digital object identifier, and manual web searches for articles without. Bibliodiversity is a critical concept in mitigating epistemic injustice and coloniality. Scholarly communities must determine their own agendas in order to create diverse pathways for varied knowledge circuits across local, regional, and international boundaries. Virtue epistemology, epistemic injustice, epistemic coloniality, and scholarly communications share some common ground, albeit utilizing very different rhetoric and discourse.
