Japan's libraries have many positive attributes and continue to evolve. However, many library sectors struggle with serving users because of staff outsourcing, library leadership, and a focus on circulation statistics that prevent them from developing into 21st-century information and community centers. This paper reviews the history and current status of each library sector, including their services and staffing. It then examines their current challenges and how professionalism, librarian education, and community engagement are the main challenges to their success and suggests recommendations to elevate them to compete in the global arena.

In 2017, a joint international effort commenced under the direction of the President of University for Business and Technology (UBT) in Kosovo with colleagues from Linnaeus University (Sweden) and University for the Pacific (USA) to define, create and populate a Knowledge Center for UBT which would include an institutional repository (IR). Enlivened by discussion and feedback from the intended recipients, the needs and goals of a UBT IR were identified. Much has changed in libraries and society since the publication of the 2004 revision of the Nebraska Library Association Intellectual Freedom Manual. The consensus of the current members of the Nebraska Library Association round table on Intellectual Freedom (NLA IF) was not to just revise the former manual, but to create an entirely new edition. Cultural attacks, especially attacks on books, have been common place during conflict throughout history (Stubbings, 1993). Libraries in particular have been targeted since books and libraries are symbols of cultures (Valencia, 2002). Nazi Germany was not an exception to attacks on culture before and during World War II (Figure 1). A total war had begun under the Nazis which meant that no area of society was exempt from attack (Valencia, 2002).

Like an increasing number of academic libraries, Purdue University Libraries provides publishing support services to the Purdue community. In 2009, Purdue University Press had recently been moved into the Libraries, and there was enthusiasm about exploring new relationships which could combine the publishing skills of the Press with use of Purdue e-Pubs, the institutional repository platform that also featured powerful publishing features. Publishing an undergraduate research journal was particularly appealing because it connected the scholarly communication program of the Libraries with strategic goals around information literacy. This presentation focuses on a global current awareness service designed to meet the knowledge needs of the institution from which it originates. In so doing, it also meets the needs of journalists, researchers, faculty, students, professional practitioners, and policymakers concerned with the same issues globally. It provides the institutional links between partnering institutions that sustain the relationships for the future. This serves as a model for how libraries can become supporting pillars of their organizations by tapping into and meeting KM needs.
