Monetizing Usage Of Scholarly Collections With Patent Citation Analysis., Paul Canning

Based on a series of independent studies conducted by Dr. Anthony Breitzman of 1790 Analytics, IEEE has learned that granted patents cite scientific and the technical literature found in journal articles, conference papers and industry standards. This paper outlines the findings of three studies conducted by 1790 Analytics and discusses the implications for library professionals and members of the scientific and scholarly community. Patent citation analysis is a viable metric to quantify both usage and value of access to scholarly materials at universities, corporations and government research centres.

What, if any, are the benefits of having librarians attend lectures and seminars? In the midst of a start-up program, the librarians at the Weill Cornell Medical College in Qatar were challenged to test new models of active participation while demonstrating positive outcomes. This paper describes the setting, methods, and outcomes associated with having librarians attend courses as active members in an evolving learning environment. Interactions with faculty and students will be analyzed to assess whether course attendance benefits professional relationships in a way that positively impacts student learning. In the Fall Semester of 2003, the College of Liberal Arts and Sciences (CLAS) at Arizona State University, for the first time, offered freshmen the opportunity to participate in a Learning Community. Although there are several types of learning communities, the CLAS Learning Communities at ASU utilize a fully integrated model and each community is based on a theme integrating several disciplines that examine the theme from different perspectives. Much scientific research is based on the gathering and analysis of measurement data. Scientific data-sets are, at least, intermediate results in many scientific research projects. For some time data-sets weren’t even published and even if they were published it was mostly as a (not re-usable) by-product of the publication. But an interesting phenomenon might be observed here: data-sets (often in combination with models and parameters) are becoming more important themselves and can sometimes be seen as the primary intellectual output of the research. A challenge for educators is to fuse the learning of information literacy to an academic education in such a way that the outcome is systematic and sustainable learning for students. This challenge can be answered through long-term commitment to information literacy education bound to organisation-wide, renewable strategic planning and driven through systemic reform. This paper explores the process of reforming information literacy education in an academic environment, drawing on the experiences of one Australian university which has undertaken the implementation of a strategic, systemic approach to information literacy learning and teaching.

This paper presents the Via Virtual Project, a virtual reference service designed by the University of Cadiz as a strategy in response to the new educational model in Europe. For a university created from a scientific research institute, the importance of its library was essential for providing faculty with current literature. Yet, scientific and technical resources are some of the most expensive materials acquired by libraries. The 1980s and early 1990s was a very lean financial period. By 1998, the combination of a fundamental change in budgeting for acquisitions, the advent of digital delivery of information, and the rise in consortial purchasing arrangements created a surprisingly robust library environment. To embed university library practitioners in research, this paper proposes a strategy of maximum immersion. The strategy involves the inclusion of as many employees from as many sections or departments in the library as is practically feasible in research projects of an ongoing or repetitive nature. The paper argues that this strategy will overcome most of the obstacles that normally hinder research by library practitioners, including a lack of research experience and a lack of time. This paper discusses the explosion in the use of electronic resources by students and the development of e-books. The existing high usage will intensify as virtual learning environments (VLEs) become the primary means of interaction between students and universities. A brief outline of university library procurement in the UK is given, followed by an analysis of a recent ground-breaking tender for e-books for higher education libraries in the UK.
