This Article discusses the implications for publishers, libraries, and the public regarding a ruling issued in June by a judge who ruled that a federal agency's attempt to regulate publishers of online newsletters and software was unconstitutional. That same month in Texas, Governor George W. Bush signed legislation that overturned a ban on self-help legal software in the state. In both cases, the forces in favor of deregulation and freedom of speech on the Internet prevailed against those in favor of government regulation and licensing. A case study was conducted at the Bettendorf Public Library to determine how and why the public library cooperates with the area public schools. Interviews with the public library staff and school media specialists were conducted. Documentation relating to the cooperation was gathered and examined. Lastly, observations were conducted. The relevant data were then compiled and examined for patterns. The data collected show cooperation has occurred with one institution providing the leadership and funds while both institutions benefit. This research examines the impact of presentation technology and the effect it has on the way students communicate their ideas. Students have traditionally stood at the front of the room and talked about their research and findings. Technology offers new means in presenting student research. Interlibrary loan (ILL) system is one of the important library services provided by most public libraries. Through ILL, public libraries share their collections of reading material and library users are able to access library resources beyond their affiliated libraries. However, the present manual ILL process is inconvenient, inefficient and error-prone. In this project, we developed a system that automated many tedious procedures in the existing ILL system.
