2017 will be remembered as a significant year in the development of our community. We started the year as the Hydra Project with a governance structure largely defined in the founding Memorandum of Understanding, signed in 2012, and ended it as the Samvera Community with an improved governance structure under active discussion. On the technical side, we saw two major community software gems, Sufia and Curation Concerns, come together as Hyrax, and we saw some significant outputs from a number of our Working and Interest Groups. Pursuant to the University of California (UC) Council of University Librarian’s (CoUL)1 3 August 2017 charge, this Pathways to OA Working Group2 has identified the current universe of Open Access (OA) approaches, and has analyzed the suite of strategies available for effectuating those approaches. Each approach described within this Pathways document offers unique and, in some cases, overlapping challenges, opportunities, and room for experimentation. Despite growing interest in Open Access (OA) to scholarly literature, there is an unmet need for large-scale, up-to-date, and reproducible studies assessing the prevalence and characteristics of OA. We address this need using oaDOI, an open online service that determines OA status for 67 million articles. We use three samples, each of 100,000 articles, to investigateOAin three populations: (1) all journal articles assigned a Crossref DOI, (2) recent journal articles indexed in Web of Science, and (3) articles viewed by users of Unpaywall, an open-source browser extension that lets users find OA articles using oaDOI. This report summarizes results from research with the professionals who make up the software preservation community about how their understanding of copyright intersects with their preservation mission. Professionals typically face significant challenges from perceived copyright barriers. They tend to assume that a license or other express permission from a copyright holder is required before embarking on a wide variety of preservation activities, and typically find that such permissions are difficult or impossible to obtain. This report summarizes the development of a standardized scorecard for evaluating the openness of academic publishers. The assessment was completed in January 2018 as part of the Open Science and Research Initiative of the Finnish Ministry of Education and Culture.

The project complements the previous reports published by the Open Science and Research Initiative and the Finnish Ministry of Education and Culture, which have covered (i) the openness of universities and polytechnics, (ii) the overall situation of OA publishing costs in Finland, and (iii) research organization and research funding organizations, including selected European research funders.

From food service providers to run dining halls to private equity firms to manage parts of the endowment, outsourcing has allowed universities to remain more focused on their core educational and research functions. But universities have also at times elected to outsource academic infrastructure. Introduction: Data curation may be an emerging service for academic libraries, but researchers actively “curate” their data in a number of ways—even if terminology may not always align. Building on past user-needs assessments performed via survey and focus groups, the authors sought direct input from researchers on the importance and utilization of specific data curation activities. The main aim of this thesis is to call for a new analysis of cyber security which departs from the traditional security theory. I argue that the cyber domain is inherently different in nature, in that it is lacking in traditional boundaries and is reflexive in nature. Policy-makers are aware of these characteristics, and in turn this awareness changes the way that national cyber security strategy is handled and understood. Like most of its peer institutions, the University of Nebraska–Lincoln Libraries faced the challenge of meeting the needs of a growing number of students taking online courses. The author, hired as the new Virtual Learning Librarian in January 2016, was charged with creating a new Virtual Learning Program. This tutorials-based program was first fully implemented in a fully online Entomology graduate program. This is what a cow might sound like if she thought about humans the ways that human purebred livestock breeders think about cows. Section two switches back to a human perspective and treats the extensive interventions into cattle reproduction as the mundane options that they have become for many farmers. This essay highlights the traffic of reproductive technologies across the porous human-bovine species boundary.

In the last round of author-sharing policy revisions, Elsevier created a labyrinthine title-by-title embargo structure requiring embargoes from 12 to 48 months for authors sharing via institutional repository (IR), while permitting immediate sharing via an author’s personal website or blog. At the same time, all prepublication versions are to bear a Creative Commons-Attribution-Noncommercial-No Derivatives (CC-BY-NC-ND) license. At the time this policy was announced, it was criticized by many in the scholarly communication community as overly complicated and restrictive. This report, which updates and expands on a report prepared by Law Library staff in March 2015, contains data on 131 countries, indicating whether or not published books are subject to a mandatory deposit requirement at the national level and, if so, how many copies are required, where they must be deposited, and whether the deposit is part of the copyright system. Citations to the controlling legislation for mandatory deposits are provided. In all but thirteen of the jurisdictions surveyed, deposits are required. For some of these thirteen jurisdictions, deposits are voluntary, while in others, no information regarding deposit …
