Johan Engelbrecht, Univ of Stellenbosch During the past decade academic libraries all over the world have been faced with escalating costs which made budgeting for information resources, and especially academic journals, a nightmare. Libraries in South Africa were no exception, and the matter was made worse by the continuous weakening of the South African currency against major overseas currencies such as the Dollar and the Euro. Change management strategies, as discussed in the literature, commonly share similar approaches and processes. Quality management or business excellence frameworks include many of the elements seen to be essential to effective change management. By adopting a management framework, a holistic approach to organisational change, development and innovation can be achieved. Instead of managing change as a series of events, a system wide approach is adopted. The New Zealand government has signalled a new era for collaboration by establishing a Library and Information Advisory Commission (LIAC) under the National Library of New Zealand Act 2003. The statutory purpose of the Commission is to “provide advice to the Minister on library and information issues, including mātauranga Māori”. LIAC is required to take account of recent national and international developments in relation to library and information services. The promotion of collaboration in relation to protecting, preserving and promoting access to information is specifically listed as a key responsibility of LIAC. This presentation concentrates on the management issues associated with providing library and information services in a changing environment. The transition from print to digital media has been a success story in many countries. At the same time, libraries are under increasing pressure to justify their expenditure. An answer to the crucial question is needed: Does this expenditure in terms of costs and benefits justify the services delivered? The paper aims to reflect on the aims of contemporary regional library co-operation, its reasons, forms and types of co-operation. A brief overview is presented of some challenges that science and technology libraries have to face, caused by the evolution from classical libraries towards more electronic and digital libraries.
