Smartcitecon: Implicit Citation Context Extraction From Academic Literature Using Unsupervised Learning, Chenrui Gao, Haoran Cui, Li Zhang, Jiamin Wang, Wei Lu, Jian Wu

We introduce SmartCiteCon (SCC), a Java API for extracting both explicit and implicit citation context from academic literature in English. The tool is built on a Support Vector Machine (SVM) model trained on a set of 7,058 manually annotated citation context sentences, curated from 34,000 papers in the ACL Anthology. The model with 19 features achieves F₁=85.6%. SCC supports PDF, XML, and JSON files out-of-box, provided that they are conformed to certain schemas. Acknowledgements are ubiquitous in scholarly papers. Existing acknowledgement entity recognition methods assume all named entities are acknowledged. Here, we examine the nuances between acknowledged and named entities by analyzing sentence structure. We develop an acknowledgement extraction system, AckExtract based on open-source text mining software and evaluate our method using manually labeled data. AckExtract uses the PDF of a scholarly paper as input and outputs acknowledgement entities. Results show an overall performance of F₁=0.92. We built a supplementary database by linking CORD-19 papers with acknowledgement entities extracted by AckExtract including persons and organizations and find that only up to …

Scientometrics has emerged as one of the prominent and fast-growing fields in the Library and Information Sciences. The present study also deals with the scientometric aspect of one of the prominent fields of Nuclear Science and Technology i.e. Nuclear Waste Management. The data for the said study has been collected from the Web of Science database over the period 1989-2019. The results reveal that a total of 1824 publications have been published on Nuclear Waste Management and the highest number has been contributed by the USA (23.7%) of the total global output. Abstract

Purpose

The purpose of this paper is to examine the Houston Police Department (HPD)’s public engagement efforts using Twitter during Hurricane Harvey, which was a large-scale urban crisis event.

Design/methodology/approach

This study harvested a corpus of over 13,000 tweets using Twitter’s streaming API, across three phases of the Hurricane Harvey event: preparedness, response and recovery. Both text and social network analysis (SNA) techniques were employed including word clouds, n-gram analysis and eigenvector centrality to analyze data.

Findings

Findings indicate that departmental tweets coalesced around topics of protocol, reassurance and community resilience. Twitter accounts of governmental agencies, such as …

This presentation summarized and presented preliminary results from the first weeks of work conducted by the Aida research team in response to Library of Congress funding notice ID 030ADV19Q0274, “The Library of Congress – Pre-processing Pilot.” It includes overviews of projects on historic document segmentation, document classification, document quality assessment, figure and graph extraction from historic documents, text-line extraction from figures, subject and objective quality assesments, and digitization type differentiation.

Presentations and other scholarship

Faculty in the fields of games and interactive media face significant challenges in publishing and documenting their scholarly work for evaluation in the tenure and promotion process. These challenges include selecting appropriate publication venues and assigning authorship for works spanning multiple disciplines; archiving and accurately citing collaborative digital projects; and redefining “peer review,” impact, and dissemination in the context of creative digital works. In this paper I describe many of these challenges, and suggest several potential solutions.

This article discusses the work of the American Library Association (ALA) Special Task Force on Sustainability, which identified 52 recommendations, including the adoption of sustainability as a core value of librarianship. The group aims to promote libraries as catalysts, connectors, and conveners to promote sustainability, resilience, and regeneration. The Task Force is guided by the concept of the triple bottom line, which states that an organization's practices must be not only economically feasible but also socially equitable and environmentally sound. The article also provides examples of how libraries engage in sustainable practices to support the cities and towns they serve.

For some fifty years, 8mm/Super 8 movie film was a widespread format for home movies and amateur hobbyists; yet the films and projection or telecine transfer equipment are now aging and obscure, presenting a difficulty for archivists and filmmakers. Online DIY solutions usually involve photographing the film with a DSLR and macro bellows, requiring a high degree of expertise and expense. The MEDLINE database is publicly available through the National Library of Medicine’s PubMed but the data file itself is also licensed to a number of vendors, who may offer their versions to institutional and other parties as part of a database platform. The necessity for standards-based ontologies for long-term sustainability of space operations and safety of increasing space flights has been well-established [6, 7]. Current ontologies, such as DARPA’s OrbitOutlook [5], are not publicly available, complicating efforts for their broad adoption. Most sensor data is siloed in proprietary databases [2] and provided only to authorized users, further complicating efforts to create a holistic view of resident space objects (RSOs) in order to enhance space situational awareness (SSA).
