This article examines the inherent conflict between This article examines the inherent conflict between two Congressional approaches to public access to the Internet - the provision of federal funding support to schools and public libraries to ensure broad access to online information regardless of financial means, and federal restrictions on children's use of school and public library computers to access content that the government feels could be harmful to them. The author examines the challenges faced by administrators of publicly funded law libraries in trying to gain sufficient financial support for their institutions at a time of fiscal crisis and during a era of increasing reluctance of state governments to fund libraries and other educational programs.

Beverley J. Pooley died at the age of sixty-seven on August 23, 2001, of kidney failure due to complications from pancreatic cancer. His death came shockingly fast, for he had only learned how seriously ill he was the week before. The bare facts about Bev's life cannot begin to describe what he was to the local community, the University of Michigan, and the law school world. Born in England in 1934, he earned B.A. and LL.B. degrees from Cambridge University; and LL.M., S.J.D., and M.A. in Library Science degrees from the University of Michigan. It's well known that graduate William B. Cook's generosity provided the Law School with its trademark Gothic Law Quadrangle. It is less universally known that Cook endowed the Law School with a trust to support faculty research, and had a strong interest in the nature of that research. He chose to call the library building "Legal Research" and to inscribe above the main entrance "Learned and cultured lawyers are safeguards of the republic." Cook often said that the lack of "intellectual leadership 1s the greatest problem which faces America," and he wanted this Law School to provide that missing leadership. …

Public Access To Legal Resources On The Internet, Alice M. Mccanless

In the not so distant past, before the Internet, doing legal research necessitated access to either a substantial law collection or one of the expensive legal databases, Lexis-Nexis or Westlaw. That limited legal reference to law librarians, some special librarians and reference librarians at large university or public libraries. The Internet has changed all of that, giving any library with an Internet connection access to a wealth of current law, especially at the state and federal level.

According to the American Library Association, library records should be kept private and confidential. Most states also have laws that protect the confidentiality of library records. This article will discuss the library confidentiality laws of the Southeastern United States, as well as the Family Educational Rights and Privacy Act (FERPA), and the USA PATRIOT Act (popularly known as the antiterrorism statute).

Much of the previous discussion in library literature about professional standards concerns librarian malpractice risks. After explaining why these risks have not materialized, this article examines the role of professional standards in fostering good practice in librarianship. Components of good practice include professional knowledge, core competencies, and professional values.

Individuals with disabilities are one of the fastest-growing segments of United States society. In 1970, 11.7% of the United States population was limited in activity, a major factor in measuring and identifying people with disabilities. In 1990, because of the aging of America, 13.7 % of the population could be so identified. By 1994, 15% of the population fell into this group. During this latter period, the older population stayed fairly stable but children and younger adults with disabilities increased greatly. In the December 1999 issue of AALL Spectrum, Charles Cronin provided a fine overview of the Uniform Computer Information Transactions Act (UCITA) and its potential impact on libraries. As he indicated, the National Conference of Commissioners on Uniform State Laws (NCCUSL) offered UCITA to several state legislatures for consideration, with Maryland and Virginia vying to become the first state to enact it. Virginia, whose legislative session began a couple of months before Maryland’s and whose process did not allow much opposition, was first across the line. Memorial: Margaret Althea Goldblatt (1948-2000), Margaret A. Leary

Articles

Margaret Goldblatt, who died on June 15, 2000, in Cape Town, South Africa, after a year-long battle with cancer, was a rare combination of librarian and entrepreneur. She had both a sense of humor and a sense of professionalism that endeared her to those who knew her. Many of her colleagues knew her only through telephone and e-mail communications, for she worked the last several years from the office of Ward and Associates, located in the home she shared with her husband Peter Ward and her two children, Clea Goldblatt, age 21, and Zachary Ward, age 11.

Libraries Face Internet Filter Question, Pat Newcombe

The Author describes how libraries electronically bar access to objectionable Internet sites and the legal trouble encountered with this policy by free-speech advocates. The ALA, the American Civil Liberties Union, and other free-speech advocates have strongly resisted having libraries play the role of lnternet censor. But parents and patrons who use the libraries on a regular basis have pressured libraries in a growing number of communities to devise some kind of barrier to viewing sexually explicit material from the Internet on library PCs.
