Firms face an environment changing at an increasingly rapid pace. Market opportunities in particular can arise and disappear in a short time. Unfortunately, the speed with which organizations can adapt their strategies and competencies to meet these opportunities remains limited. We argue that firms can address these individual limitations by cooperating with others for access to market opportunities and needed competencies. In this paper, we present a process theory of how a network of firms can reliably engineering and deliver products in the face of rapid market changes. This paper discusses three kinds of metadata and how they are used in the Energy & Environmental Information Resources Center (EE-IR Center), a digital special library of text, numeric, and geospatial data, located in Lafayette, Louisiana. These metadata are Dublin Core (DC), MARC21 (formerly USMARC), and Federal Geographic Data Committee (FGDC) metadata.

The EE-IR Center was formed as a partnership between the National Wetlands Research Center (NWRC) of the U.S. Geological Survey and the Center for Advanced Computer Studies of the University of Southwestern Louisiana (CACS/USL). This paper focuses on providing critical evaluation and searching tips for users of the INSPEC database on FirstSearch on the Web. It introduces the idea of records and fields, fields searching to focus a search for effective retrieval, and the use of the Related Headings feature. Also explained is the idea of precision searching using the proximity operators and bound-phrase searching capabilities. Other ways to search for specific types of information (for example, foreign names, reviews, theses and dissertations, and chemical searching) are also presented. This work investigates performance and scaling issues relevant to large scale distributed digital libraries. Presently, performance and scaling studies focus on specific implementations of production or prototype digital libraries. Although useful information is gained to aid these designers and other researchers with insights to performance and scaling issues, the broader issues relevant to very large scale distributed libraries are not addressed. Specifically, no current studies look at the extreme or worst case possibilities in digital library implementations. A survey of digital library research issues is presented. The idea of information superhighways has been spurred by consumer demand, technological development and political institutions. These advancements and interests require a regulatory framework to control the operation of, and competition within the telecommunications industry. This paper focuses on government regulation of telecommunication carriers, information services (internet), video-programming and wireless telecommunication (spectrum). This paper also highlights the roles of the Federal Communication Commission (FCC) under the Telecommunications Act of 1996 as compared to previous laws prior to the 1996 Act.

Due to the rapid evolution of technology, future digital systems may not be able to read and/or interpret the digital recordings made by older systems, even if those recordings are still in good condition. This thesis addresses the problem of maintaining long-term access to digital documents and provides a methodology for overcoming access difficulties due to technological obsolescence. A review was conducted to determine the long-term access methods that have already been suggested by other researchers. Remote access to the library is possible without a magic wand. we have seen increased use of the library in recent years, either because of, or despite, the possibility of remote access. One reason may be that some full-text material is still only available inside the library. Remote access was first implemented in the St. Mary's University Academic Library in 1991, shortly after the installation of the first network in the library. Various options for remote access are compared and contrasted, including the EA/2 solution.

Hardware and software choices are discussed in terms of access, reliability, affordability, and ease of use. Installation problems are discussed, and an appendix lists product information.

Entropy Reduction Of English Text Using Variable Length Grouping, Vincent Norman Ast Jr.

It is known that the entropy of English text can be reduced by arranging the text into groups of two or more letters each. The higher the order of the grouping the greater is the entropy reduction. Using this principle in a computer text compressing system brings about difficulties, however, because the number of entries required in the translation table increases exponentially with group size. This experiment examined the possibility of using a translation table containing only selected entries of all group sizes with the expectation of obtaining a substantial entropy reduction with a relatively small table.
