The paper analyses the new right of human intervention in use of information technology, automatization processes and advanced algorithms in individual decision-making activities. Art. 22 of the new General Data Protection Regulation (GDPR) provides that the data subject has the right not to be subject to a fully automated decision on matters of legal importance to her interests, hence the data subject has a right to human intervention in this kind of decisions.

For some fifty years, 8mm/Super 8 movie film was a widespread format for home movies and amateur hobbyists; yet the films and projection or telecine transfer equipment are now aging and obscure, presenting a difficulty for archivists and filmmakers. Online DIY solutions usually involve photographing the film with a DSLR and macro bellows, requiring a high degree of expertise and expense. New research areas in HCI examine complex and sensitive research areas, such as crisis, life transitions, and mental health. Further, research in complex topics such as harassment and graphic content can leave researchers vulnerable to emotional and physical harm. The MEDLINE database is publicly available through the National Library of Medicine’s PubMed but the data file itself is also licensed to a number of vendors, who may offer their versions to institutional and other parties as part of a database platform. These vendors provide their own interface to the MEDLINE file and offer other technologies that attempt to make their version useful to subscribers. In this paper, we discuss possible pedagogical applications for virtual and augmented reality (VR and AR), within a humanities/social sciences curriculum, articulating a critical need for academic libraries to collect and curate 3D objects. We contend that building infrastructure is critical to keep pace with innovative pedagogies and scholarship. The necessity for standards-based ontologies for long-term sustainability of space operations and safety of increasing space flights has been well-established [6, 7]. Current ontologies, such as DARPA’s OrbitOutlook [5], are not publicly available, complicating efforts for their broad adoption. Most sensor data is siloed in proprietary databases [2] and provided only to authorized users, further complicating efforts to create a holistic view of resident space objects (RSOs) in order to enhance space situational awareness (SSA).

This document includes work-in-progress reports submitted to the Library of Congress as part of the Aida digital libraries research team's work on Digital Libraries, Intelligent Data Analytics, and Augmented Description: A Demonstration Project. These work-in-progress reports provide a snapshot glimpse, as well as underlying rationale and decision-making, at various points in the development of the project and its machine learning explorations. Outsourcing can be a prudent move financially; however, when it is inappropriately applied, the damage it produces can easily overshadow any financial gains. The development of best practices that deliver quality STEM education to all students, while minimizing achievement gaps, have been solicited by several national agencies. ABMS is a feasible approach to provide insight into global behavior based upon the interactions amongst agents and environments. In this review, we systematically surveyed several modeling and simulation approaches and discussed their applications to the evaluation of relevant theories in STEM education. It was found that ABMS is optimal to simulate STEM education hypotheses, as ABMS will sensibly present emergent theories and causation in STEM education phenomena if the model is properly validated and calibrated.

Over the past three years, we have monitored the global organization of social media manipulation by governments and political parties. Our 2019 report analyses the trends of computational propaganda and the evolving tools, capacities, strategies, and resources.

1. Evidence of organized social media manipulation campaigns which have taken place in 70 countries, up from 48 countries in 2018 and 28 countries in 2017. In each country, there is at least one political party or government agency using social media to shape public attitudes domestically.

We describe our approach for automatically generating presentation slides for scientific papers using deep neural networks. Such slides can help authors have a starting point for their slide generation process. Extractive summarization techniques are applied to rank and select important sentences from the original document. Previous work identified important sentences based only on a limited number of features that were extracted from the position and structure of sentences in the paper. “How we done it good” publications—a genre concerning project-based approaches that describe how (and sometimes why) something was done—are often rebuked in the library research community for lacking traditional scientific validity, reliability, and generalizability.
