Section 1. Purpose. Artificial intelligence (AI) holds extraordinary potential for both promise and peril. Responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure. At the same time, irresponsible use could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security. Harnessing AI for good and realizing its myriad benefits requires mitigating its substantial risks. This endeavor demands a society-wide effort that includes government, the private sector, academia, and civil society.

I will present the steps we have taken to develop a prototype AI assistant for license review. I’ll explain our criteria for the selection of an AI tool for this project. We reviewed ChatGPT, Claude 2, Bard, and PDF readers. My goal was to develop an initial prototype in a Jupyter Notebook environment so I could easily re-load context information, including a license checklist, but I’ll explain why I revised this goal, instead to linger over license review interactions with ChatBots. I’ll discuss early results, demonstrate example license review interactions, and outline my next steps.

While major archiving efforts to preserve conventional scholarly content, typically in PDFs (e.g., LOCKSS, CLOCKSS, Portico), are underway, no analogous effort has yet emerged to preserve the data and code referenced in those PDFs, particularly the scholarly code hosted online on Git Hosting Platforms (GHPs). Similarly, Software Heritage is working to archive public source code, but there is value in archiving the surrounding ephemera that provide important context to the code while maintaining their original URIs. In January 2021, the US passed the National Artificial Intelligence Initiative Act of 2020. The goal is a cohesive federal AI initiative, and part of that is safety, ethics, and transparency. The act includes funding appropriations for 2021-2025, and roll out takes place over that time. In implementing this law, there is recent and ongoing activity to regulate AI in the US. Regular calls for public participation go out to the public on www.federalregister.gov in the form of open ended questions on which input is requested, and feedback on reports or action plans.

[Purpose/significance]To identify crucial financial news information and tap its potential value related to specific stocks more quickly and accurately, we conduct financial news correlation measurement research in terms of stocks.[Method/process]Natural Language Processing and Machine Learning are used to measure the correlation by text analysis in the word's dimension. Then, the theory of quantifying news is applied to construct a stock-oriented evaluation index system for financial news correlation.[Result/conclusion]This paper realizes a personalized and automatic measurement of news correlation with the index system. Decision-makers who are responsible for managing PFAS drinking water risks lack the tools to acquire the information they need. Although chatbots such as ChatGPT can facilitate cost-effective text generation and editing, factually incorrect responses (hallucinations) limit their utility. This study evaluates one particular type of hallucination: fabricated bibliographic citations that do not represent actual scholarly works. We used ChatGPT-3.5 and ChatGPT-4 to produce short literature reviews on 42 multidisciplinary topics, compiling data on the 636 bibliographic citations (references) found in the 84 papers. We then searched multiple databases and websites to determine the prevalence of fabricated citations, to identify errors in the citations to non-fabricated papers, and to evaluate adherence to APA citation format.
