A series of studies of rural Florida community anchor institutions have concluded that existing national measurement practices for broadband penetration, adoption, and impact are often poorly defined, confusing, or inadequate to inform decisions about community broadband deployment and adoption. As a result, local broadband initiatives may be hindered by “measurement confusion.” This article proposes the Broadband Readiness Index (BRI) with a number of broadband readiness criteria and the Community-Based Broadband Planning, Adoption, and Deployment model (CBBP) to address this confusion and position local officials to better coordinate, deploy, and use broadband locally; demonstrate how improved high-speed broadband affects their communities …

The term wiki, derived from the Hawaiian adjective “wiki wiki” meaning quick or fast, was coined by Ward Cunningham who created the original WikiWikiWeb for the Portland Pattern Repository (Leuf, 2001, 15). Touted by Cunningham as “the simplest online database that could possibly work” (Cunningham, 2002, June 27) “ wiki” is alternately used to refer to both a wiki website and the software used to create and maintain it and was designed to allow multiple users to collaborate in its development (Klobas 2006, 3). This two-part article addresses the outcomes of art programs in public libraries by examining the literature, and by asking teens how these programs can affect their civic engagement. The literature review synthesizes previous research on art, libraries, teens, and civic engagement, and positions this case study in relation to the theoretical constructs of adult researchers.

The case study generates a grounded theory of the teen experience of art programs and its correlating shifts in civic engagement. Fourteen teens joined in six weekly arts programs, responded to surveys, and participated in interviews on art, libraries, various measures of civic engagement, and …

Part 1 of this article synthesized the literature on civic engagement, art, libraries, and teen services to demonstrate how public libraries can transform the lives of their patrons and the communities they serve. This case study responds to the top-down view of this topic generated by adult researchers by creating a bottom-up, teen-validated grounded theory. In my thirteen years as a teen librarian, it seemed that something special was occurring in the art programs I hosted or observed in public libraries. Objections To The Proposed Access Copyright Post-Secondary Tariff And Its Progeny Licenses: A Working Paper, Samuel Trosow, Scott Armstrong, Brent Harasym

On March 31, 2010, Access Copyright applied to the Copyright Board to certify a tariff that would govern the relationship between the organization and the members of the Association of Universities and Colleges of Canada (AUCC) and the Association of Community Colleges of Canada (ACCC). Previously, the relationship had been governed by a series of license agreements between the organizations which had been periodically renewed. But Access Copyright chose not to seek renewal of the licenses, and applied to the Board to certify a general tariff that would cover all post-secondary institutions for the period of 2011 through 2013.

The cause or causes of Colony Collapse Disorder (CCD) are uncertain. CCD defines specific characteristics of the nationwide deaths of honey bee colonies in the last decade. Adult bees often disappear from the hive and die, leaving the colony weak and vulnerable to disease. Environmental scientists and agriculturalists have developed many different theories about CCD and its origins. The different theories create challenges regarding the effective dissemination of information about CCD to the different realms of public information seekers. Communicating Effectively In Rapidly Changing Times, Anne Marie Casey

This presentation explores communication in academic libraries that experienced rapid changes during the Great Recession and its aftermath. The investigator conducted a multi-case study, in which she interviewed library and university participants in three U.S. academic libraries in 2010. Results show that communication existed for the most part in the three libraries, all of which were maintaining strategic priorities while experiencing dramatic changes.

The idea of a Journal of Western Archives began in the early 2000s after plans were being made for a super regional meeting in Las Vegas, NV. It was during this collaborative time that University Archivists Gordon Daines proposed an idea to then Conference of Inter-Mountain Archivists President John Murphy. Gordon wanted to establish a journal that would be for archivists working in the western United States. He noticed that as a researcher himself at BYU that archivists in the western United States didn’t publish as much as archivists in the eastern United States.

This cross-cultural study has two main purposes: to investigate how information literacy is perceived in the workplace and to discover how employees obtain information to carry out their jobs in an effective and timely fashion. This project applies a mix of research methods, including site visits, interviews, and a survey. More than 120 participants from forty companies were involved in this study. They were from a wide variety of industries in Taiwan and Silicon Valley, in Northern California, where many companies base offices or operations from around the world. Socio-technical systems continue to grow larger and more complex, comprising increasingly significant portions of contemporary society. Yet systematic understanding of interrelationships between social and technological elements remains elusive, even as computers and information systems proliferate. In this paper, we draw on ethnomethodology to distinguish several different kinds of processes through which communication and information are constituted. We discuss the distinctive properties of each in an effort to develop systematic understanding of basic elements of socio-technical systems. In particular, we offer a basic categorization of communication and information standards, noting the constitutive importance of their accompanying social practices. Implications for theory …

Differences in educational philosophies, students’ previous scholastic training and cultural differences in individual motivation are all factors that may affect a freshman’s ability to understand an American university’s idea of academic integrity and can inadvertently cause problems where independent work and critical thinking are required. Libraries Atwitter: Trends In Academic Library Tweeting, Darcy C. Del Bosque, Sam A. Leif, Susie Skarl

Purpose – This paper aims to present an overview of how libraries are using Twitter in an academic setting.

Design/methodology/approach – This study analyzed the current state of 296 Twitter accounts from a random sample of academic libraries. A total of 19 different criteria were explored, with an emphasis on the following three categories: layout and design, content and number of tweets, and account followers.

Findings – Only 34 per cent of libraries in the study had a Twitter account and characteristics varied widely among libraries, however it is evident that it is possible to successfully communicate with patrons via …
