The slogans propagated by Chinese leader Hu Jintao—namely “rise in peace”, “a harmonious socialist society”, and “a harmonious world”—reflects the country’s age-old Confucian values. Considering the fact that the PRC only recognizes communism as the state ideology and that Confucianism was subjected to harsh criticism during the Cultural Revolution era (1966–1976), the presence of Confucian values in PRC’s political propaganda becomes an interesting research topic. Both Confucianism and communism put the state as the center of power and sovereignty. Kepulauan Seribu is one of the fastest growing tourism regions in Indonesia, but its growth can be hindered by the lack of English skills of local tour guides. In response to this, a workshop entitled “English for Tour Guides” was conducted for high school students on Pramuka Island, and in-house materials were developed. To determine how the materials were to be designed, a needs analysis using a three-question open-ended questionnaire was carried out in order to identify the students’ views on local tourism, motivation to join the workshop, and aspirations after graduation. The focus of this study is the aspects of cultural diplomacy in Pesnja Ostrova Pal’m, Russian version of Rayuan Pulau Kelapa. This song was translated into Russian in 1957 by Vladimir Korchagin as an editor at the Central Studio of Documentary Film, with language formulation according to Russian perspective. As a major theory, this study uses Norman Fairclough’s three-dimension critical discourse analysis theory approach (1997, 2003, and 2013)—text analysis, discursive practice, and social practice. As concern over hate speech grows into a global issue (Haraszti 2012), a recurring question confronting every democratic society is how it should restrict discriminatory speech without infringing upon the universally accepted principle of free speech. Japan’s recent experience in coping with growing hate speech presents a valuable case study. The country had staunchly protected the free speech principle enshrined in the post-World War II constitution and consistently been disinclined to pass any law that regulates hate speech. Instead of ‘the communist uprisings’, the writer tends to call this people’s resistance as ‘the Revolutionary Islamic Movement’. Divergent cultural schema (DCS) is a collection of cultural knowledge required to interpret a text, which is assumed to be present in source readers (SR) but absent in target readers (TR). DCS typically takes the form of a highly concise source text without any sufficient information, so the translator applied various strategies. Bram Stoker’s Dracula, consisting of its English source text (ST) and Indonesian target text (TT), was chosen as data source due to its strong Victorian-European setting which contains many potential DCS. Publications and Research

The price of textbooks and other learning materials hinder students’ ability to pursue higher education. Open educational resources (OER) provide one answer to this problem. Though well established in STEM disciplines, OER are less common in art history and other arts courses. The College Art Association (CAA) and the Art Libraries Society of North America (ARLIS/NA) hosted panels on OER at their 2019 annual conferences. This article summarizes those panels and analyzes the speakers’ experiences within the context of OER initiatives in higher education.

A team of four people administers the UNL institutional repository (https://digitalcommons.unl.edu), which is one of the largest (109,000-plus full text items) and most-accessed (over 62,000,000 downloads) in the United States. The team also administers a robust library publishing program with over 80 scholarly monographs and 12 peer-reviewed journals. A recent focus of the program has been open educational resources, partnering with scholars to identify or create free online learning objects.

We came together in Spring 2018 at a two-day think tank hosted by Duke University Libraries and supported by The Andrew W. Mellon Foundation, with dozens of other librarians, publishers, and scholarly communication stakeholders, to work on the question of sustainably publishing large digital projects. The outcome of that discussion turned into an extended project at TriangleSCI 2018 and culminated in the heuristic presented here.The heuristic can be used as a checklist to help authors (and their project team) assess their needs when it comes to making their digital projects findable, impactful, citable, usable, and sustainable (creating the acronym FICUS).

This article is a preliminary study that explores past events of the Dutch East Indies colonial government, specifically describing criminal cases of hate speech or haatzaai depicted in newspaper news between 1879 and 1942. The Dutch East Indies colonial government controlled freedom of thought, expression, and politics of the native population by using the legal instruments Wetboek van Strafrecht voor Nederlandsch Indie, especially articles 154, 155, 156, and 157. These four articles are known as haatzaai artikelen. This regulation was published and enforced in the Dutch East Indies in 1918. By juxtaposing representation and hegemony theory which emphasizes textual-contextual reading, we will analyze the constructions of local metaphors we assume supporting the establishment of nationalism. Such constructions intertwined with the mobilization of the uniqueness of local cultures that contributed to establishing the national culture through which nationalism got its “nutrition”.
