Race, Neighborhood Context, And Drug Enforcement: A Mixed-Method Analysis Of Racial Disparities In Drug Arrests, Shytierra Gaston

Black-white racial disparities in drug arrests are large and longstanding in the U.S. criminal justice system, as black Americans are arrested for drug offenses at a rate nearly five times the rate of white Americans. Because drug offending data mostly show that blacks are no more likely than whites to use or sell drugs, racial disparities in drug arrests appear to be attributable to factors other than drug offending. This dissertation assesses whether neighborhood contextual factors can explain racial disparities in drug arrests across St. Louis neighborhoods between 2009 and 2013. Throughout its Final Report, the Presidential Task Force on 21st Century Policing repeatedly called for a new form of civilian oversight: for police departments to involve community members in the process of developing and reviewing department policies on a variety of topics from use of new technologies to police training. The Task Force stressed that this sort of engagement is essential to promoting external legitimacy and building trust between policing agencies and the communities they serve. Adverse interactions between police and the public harm police legitimacy and produce high costs due to harms to both officers and the public as well as litigation. Early intervention systems (EIS) that flag officers considered most likely to be involved in one of these adverse situations are an important tool for police supervision and for targeting of interventions such as counseling or training. However, the EIS that exist are often not data-driven and are based on supervior intuition. Despite gains in the percentage of female police officers over past decades, female police officers are vastly underrepresented in modern policing. Female police officers face barriers to integration into policing and the surrounding culture that male police officers do not face, including unbalanced physical testing, double standards for success, and others. One explanation for the different experiences of female police officers compared to male police officers is the token status of women in policing. This study comparatively examines three major models of citizens' satisfaction with the police, using two similar community surveys on policing from Cincinnati, Ohio, USA and Queensland, Australia. It tests the wider applicability of the demographic model, the neighborhood condition model, and the prior contacts with police model and analyzes whether the effects of common determinants on citizens' satisfaction remain the same across the two international samples. Results from a series of comparisons show that there is a substantial amount of similarity across statistical models for Cincinnati and Queensland, suggesting a general framework of citizens' satisfaction with the police that could …

This thesis analyses the first modern case of police brutality and race relations - the beating of Rodney King and the 1992 Riots that followed. The roots of the gravity of this situation can be found in the the leadership of the city during that time. The thesis tells the story of the juxtaposition of the black, Democratic Mayor of Los Angeles (Tom Bradley) and the white, Republican Los Angeles Police Chief (Daryl Gates). Although strain in police-prosecutor relationships may be built into the criminal justice system’s checks and balances, the administration of criminal justice can benefit from the adoption of practices which improve these working relationships. A first step towards the adoption of such practices can be taken by first adding to the knowledge base regarding this understudied topic. Using a survey of a state-wide sample of Texas police chiefs, this exploratory study identifies which aspects of police-prosecutor interaction styles are predictors of police chiefs’ satisfaction with police-prosecutor relationships. The purpose of this research is to use "before and after study design" to follow the grant trends of policing systems in order to examine whether the catastrophic events of 9/11 had a positive or negative impact on the grant funds of the mentioned policing models. Police ethics and decision making are issues of concern to both academic scholars and police leaders. While previous studies have focused on perceptions of police officers, little research has focused on the perceptions of young people about police ethical decision-making. This study aims to capture such perceptions from a cohort of college students majoring in criminal justice. Incidents of sexual violence continue to be a serious problem for society. Likewise, acts of sexual violence impose severe consequences for survivors. The consequences initially begin at the onset of the survivor’s journey to psychological recovery following the traumatic sexual assault. The consequences take on a unique set of characteristics when the survivor attempts to use the justice system to confront the perpetrator who committed the offense. These characteristics can transform an adversarial process into an isolated battle for the survivor. This research attempted to determine whether current law enforcement officers with military experience felt that they were more prepared for their jobs in the agency than officers without military experience. Law enforcement officers from two police departments were selected to take a survey based on their military backgrounds. This survey was completed and the results were reviewed.

It was concluded that law enforcement officers with military experience felt that they were more prepared for the job and had an edge over other officers with no background in the military. In addition, officers with combat experience also felt that they had …

Police officers are generally exempt from law enforcement (Reiss, 1971) and it is widely known that police officers who drive drunk are rarely arrested, even when they are pulled over in a traffic stop for driving drunk. Using data from a larger study on police crime arrests, this is an exploratory study of 763 cases from years 2005-2010 of on- and off-duty police officers arrested for driving under the influence (DUI). The officers arrested for DUI were employed by nonfederal law enforcement agencies located in all 50 states and the District of Columbia. Preliminary findings indicate that almost half of …

Stereotype Threat In Criminal Interrogations: Why Innocent Black Suspects Are At Risk For Confessing Falsely, Cynthia J. Najdowski

Little theoretical attention has been paid to evidence that Blacks are overrepresented in samples of false confessors compared to Whites. One possible explanation is that innocent Black suspects experience stereotype threat in interrogations and that this threat causes Black suspects to experience more arousal, self-regulatory efforts, and cognitive load compared to White suspects. These psychological mechanisms could lead innocent Black suspects to display more nonverbal behaviors associated with deception and, ironically, increase the likelihood that police investigators perceive them as guilty. In response, investigators might engage in more coercive tactics and exert more pressure to confess on Black suspects than …

In January of 2007, Drs. Gordon and Angela Crews traveled with their graduate assistant, Mr. Kofi Annor Boye-Doe, and Ghanaian Fulbright Scholar, Mr. Ken Aikins, to Ghana, West Africa, in order to conduct a research study. The original research plan was to conduct a three part examination of: 1) the blend of indigenous government (rooted in religious practices and strongly associated with spirituality and mysticism) and state government in the Ghanaian justice system; 2) the treatment of women and children within these systems; and 3) the alternative dispute resolution, restorative justice, and conflict resolution strategies within the two systems.
