This Capstone paper covered the topics of police officer recruiting, retention, and job satisfaction. It detailed current issues surrounding these topics, and promoted actionable and evidence-based changes to improve those issues. Topics were analyzed through administrative, ethical, and legal and legislative lens views. These proposed measures served as confirmation that current concerning trends can be mitigated, if not reversed, with thoughtful and thorough actions by police administrators and frontline employees alike.

This study examines the profound implications of criminal justice systems on marginalized communities. It also explores the numerous efforts to augment equity and justice within the systems. This paper critically analyzes the primary factors contributing to the disproportionate representation of marginalized persons within the criminal justice system, like system prejudices, racial categorization, and socio-economic inequities. Formerly incarcerated persons face many barriers upon being released from prison–one of which is gaining employment. Obtaining a job can be difficult due to employers’ perceived employability of those who have been involved in the justice system. Organizational and personal characteristics of employers have been found in previous research to impact how likely an employer is to hire formerly incarcerated individuals. This thesis examines how stigma surrounding formerly incarcerated persons is perceived by employers through quantitatively examining employer demographics and their willingness to hire these individuals. This report addresses the extent to which reform led more people charged with low-level offenses to return home swiftly after an arrest, avoid overnight detention, and limit unnecessary system contact. We focused solely on misdemeanors and Class E felonies where the specific charge is subject to a mandatory DAT (excluding domestic violence, sex offenses, and select other charges) and the individual has not failed to appear in the past two years. Thus, we excluded most cases where police officers retained discretion; however, the data could not isolate all carve-outs, such as people who cannot prove their identity, appear to need …

This is the third report in Data Collaborative for Justice's Bail Reform and Recidivism Series. The study builds upon two previous reports examining the impact of bail reform on recidivism in New York City. This study estimated the impact of New York's bail reform on recidivism in the State's suburban and upstate regions. We compared re-arrest rates for people who had bail set or were remanded at arraignment in the first half of 2019 (before bail reform) with similar people who were released without bail in the first half of 2020 (after bail reform).

For many individuals incarcerated in New York, the initial step toward freedom begins with an interview with the Board of Parole. This process, however, is frequently a complex and challenging one, characterized by repeated denials and extended incarcerations. The disparity in outcomes – where one individual may receive over 20 denials and another is granted parole on their first attempt – highlights the ambiguity and inconsistency in the parole decision-making process. Our research focuses on the criminal victimization of policewomen by other police officers. The data derive from a larger nationwide study on police crime, or cases in which police officers have been arrested for the perpetration of one or more criminal offenses. The current study identifies cases involving policewomen who are victims of police-perpetrated sexual harassment, official misconduct, stalking, indecent exposure, simple and aggravated assault, and rape. The control, supervision, and rehabilitation of criminalized people often falls on the shoulders of non-state agents and organizations. Surety bail releases are a clear embodiment of this trend, as the courts call upon relatives, friends, and employers to supervise the pre-conviction activity of people accused of a crime. According to the law, sureties must report all bail violations to the police; the resulting diffusion of responsibility is said to increase the penal state’s power and control over criminal justice-involved individuals while minimizing reputational risks. Correctional education programs are rehabilitation programs designed for incarcerated persons in Nigerian correctional institutions. However, getting the graying incarcerated persons to participate in education programs becomes quite challenging. This study investigates graying incarcerated persons and education programs in one correctional centre. Data were collected qualitatively from fifteen (15) incarcerated individuals aged 60 years and above using semi-structured interviews. Thematic analysis was employed in analyzing the data generated for the study. Findings show that there are no available education programs for graying incarcerated individuals. This paper explores the international humanitarian law classification which applies to foreign fighters that have been enlisted in the Ukrainian International Legion of Territorial Defence pursuant to the Russian invasion of Ukraine in 2022. The paper explains the legal rights, obligations and consequences which attach to mercenary, combatant and prisoner of war status; and explores how these foreign members of the Ukrainian International Legion of Territorial Defence fit into this legal landscape. This paper challenges the legality of Russia's decision to classify these individuals as mercenaries. In the light of substantial police corruption and misconduct in the history of the Detroit Police force, the defense of “a few bad apples” is frequently proffered. To examine the validity of the bad apple defense, this paper examines how the DPD’s leadership and rank and file officers responded to allegations and criminal charges for police corruption under Mayor Coleman A. Young. The paper concludes that police culture played a role in law enforcement corruption and points to the importance of understanding police corruption and its causes to better address the issue.

Plymouth County is located in southeastern Massachusetts, between Boston and Cape Cod. The county has more than 500,000 residents and is made up of a diverse array of 27 communities, ranging from small affluent New England towns to urban impoverished commercial areas. Originally conceived as a post-overdose crisis response program, the Plymouth County Outreach (PCO) has expanded far beyond its initial conceptualization to become a more comprehensive countywide recovery support and harm reduction initiative.

Appalachians continue to face the lasting effects of generations of state violence. Residents are often met with economic, environmental, physical, and mental hardships that are specific to these regions. Namely, the intersection of race with these region-specific hardships creates unique issues for Black Appalachians. Black Appalachians have a distinct history connecting the cultural nuances of the Appalachian region with the overall history of racial inequality in the USA. The following highlights Black Appalachian experiences by exploring the relationship between state violence, policing, and race in the region. Scholarship on police misconduct has almost exclusively focused on urban police working within large cities. This study utilizes media-based data to describe 2,592 arrests for crimes committed by rural and small-town police officers working in non-metropolitan counties across the United States. We compared these cases of police crime to those committed by officers working within more urbanized metropolitan counties. Findings demonstrate: 1) the dispersion of cases of police crime across a continuum of geographic places and types of police agencies including the most rural counties, and 2) significant differences between metropolitan and non-metropolitan cases of police crime including both type …

Prostitution legislation has re-emerged in public and academic discourse in recent decades after relative silence on the issue since the mid-twentieth century, spurred by Sweden’s adoption of prostitution decriminalization - the first known legislation criminalizing the buyers of sex (rather than the sellers) to be actualized in legislation. Since then, scholarship examining the population-level effects of such legal changes has found evidence that changes in legislation affect rates of sexual violence, although the causal credibility and generalizability of some of this scholarship is disputed. The objective of this dissertation is to understand develop an understanding of experiences of online romance scam¹(ORS) victimization and to examine factors associated with ORS victimization. The dissertation samples ORS victims and uses purposive sampling strategies to recruit participants. The research used a mixed methods explanatory design approach. Inclusion criteria included ORS victims 18 and older who lived in the U.S., lost any amount of money in ORS scam, and met the scammer on any Internet platform. The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. The State has officially recorded temperatures inside Texas prison facilities as high as 120 degrees with heat index values of over 150. The professional life of Hattie Plum Williams (1878–1963) epitomized the first generation of professional women sociologists on the Great Plains. At the University of Nebraska, she became the first woman in the world known to hold a regular appointment as chair of a coeducational, doctoral department of sociology (1923–1928). Often characterized as a social worker, her professional allegiance remained to sociology. Williams’ unsung labors in the early 1930s on behalf of the National Commission on Law Observance and Enforcement (NCLOE) resulted in two detailed, typewritten accounts of crime and criminal justice in Omaha and Lincoln, Nebraska. จากการศึกษา พบว่า นโยบายการจัดการทรัพยากรธรรมชาติของรัฐ เช่น นโยบายทวงคืนผืนป่า การจัดที่ดินทำกินให้ชุมชนตามนโยบายรัฐบาล (คทช.) มาตรการการใช้ที่ดินในเขตลุ่มน้ำ เป็นปัจจัยสำคัญที่ทำให้ชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างได้รับผลกระทบทำให้เกิดการสูญเสียที่ดินทำกิน การสูญเสียวิถีไร่หมุนเวียนที่มาแต่เดิม และมีการห้ามใช้ประโยชน์จากป่า ซึ่งผลกระทบที่ชุมชนได้รับนำมาสู่การปรับตัวและการต่อรอง ผลการวิจัยพบว่า การปรับตัวของชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างมีทั้งที่เป็นไปในลักษณะคล้ายคลึงกันและแตกต่างกัน การปรับตัวที่คล้ายคลึงกัน คือ การลดจำนวนปีของไร่หมุนเวียน และการลดขนาดพื้นที่แปลง หรือเลิกการทำไร่หมุนเวียน แต่ความแตกต่างคือชุมชนบ้านกลางยังคงยืนหยัดทำไร่หมุนเวียนอยู่แม้จะต้องปรับรูปแบบและรอบเวลา ในขณะที่ชุมชนบ้านแม่ฮ่างหันมาปลูกพืชเกษตรกรรมผสมผสานและนำการท่องเที่ยวมาเป็นแหล่งรายได้เสริม จึงนำมาสู่การต่อรองของชุมชนทั้งสอง ประกอบด้วยการเคลื่อนไหวชุมนุม การต่อรองผ่านสื่อออนไลน์ การจัดทำข้อมูลชุมชน และการจัดการทรัพยากรของชุมชน ซึ่งการต่อรองเหล่านี้เป็นการเรียกร้องสิทธิของชุมชน และแสดงให้เห็นถึงการยืนหยัดต่อสู้ในการรักษาอัตลักษณ์และวัฒนธรรมของตนเองที่ชุมชนพิสูจน์ว่าคนสามารถอยู่ร่วมกับป่าได้อย่างสมดุล ส่วนผลที่เกิดขึ้นหลังจากการปรับตัวและการต่อรองของชุมชน คือหน่วยงานรัฐประนีประนอมให้ชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างมีสิทธิในการเข้าถึงทรัพยากรธรรมชาติ เช่น แบ่งพื้นที่ในการเข้าไปเก็บของป่าโดยไม่ต้องขออนุญาตแต่ต้องอยู่ในขอบเขตที่จำกัด และพื้นที่บางส่วนของชุมชนได้รับการกันออกจากพื้นที่เตรียมการประกาศอุทยานแห่งชาติถ้ำผาไท นอกจากนี้ทั้งสองชุมชนได้มีส่วนร่วมกับกรมป่าไม้ในการอนุรักษ์ทรัพยากรธรรมชาติ เช่น การฟื้นฟูป่าไม้ การปลูกป่า รวมถึงการแลกเปลี่ยนและเรียนรู้ข้อมูลร่วมกันกับรัฐ ตลอดจนการบวชป่าที่รัฐได้เข้ามาร่วมพิธีกรรมด้วย ผลที่เกิดขึ้นทำให้รัฐไม่เข้ามาแทรกแซงการจัดการป่าของชุมชนมากนัก เนื่องจากเป็นประเพณีของชุมชนที่มีการสืบทอดต่อกันมาอย่างยาวนานและรัฐเริ่มเข้าใจในแนวทางการดูแลป่าตามแบบแผนของชุมชนมากขึ้น อย่างไรก็ดี รัฐก็ยังมีบทบาทหลักในการจัดการทรัพยากรผ่านกลไกของกฎหมายหรือนโยบาย และชุมชนยังไม่มีความมั่นคงในถิ่นที่อยู่อาศัยและที่ทำกิน ชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างยังเรียกร้องอย่างต่อเนื่องให้มีการจัดที่ดินทำกินให้กับชุมชนในรูปแบบโฉนดชุมชน และกระจายอำนาจการจัดการทรัพยากรสู่ชุมชนและองค์กรปกครองส่วนท้องถิ่น (อปท.) และถึงแม้บางส่วนของชุมชนบ้านกลางและชุมชนบ้านแม่ฮ่างจะได้รับการกันออกจากพื้นที่เตรียมประกาศอุทยานฯ แต่ยังมีพื้นที่ส่วนใหญ่ยังอยู่ภายในเขตอุทยานแห่งชาติถ้ำผาไท โดยอยู่ในขั้นตอบการตรวจสอบสิทธิ์เป็นลำดับไป

จากการศึกษาวิจัยเรื่องนโยบายและการสร้างเครือข่ายลดความรุนแรงจากอาวุธปืน พบว่ามีนโยบายเกี่ยวกับการลดความรุนแรงจากอาวุธปืนมากมายหลายรูปแบบ โดยรูปแบบที่มีลักษณะชัดเจนและใช้ได้ผลจริงได้แก่ กฎหมายในรูปแบบใหม่ ๆ การนำนโยบายด้านสาธารณสุขมาปรับใช้ การใช้ชุมชนเป็นฐาน ส่วนนโยบายการป้องกันความรุนแรงจากอาวุธปืนที่เหมาะสมจะนำมาใช้กับประเทศไทยได้แก่ นโยบายที่ใช้ชุมชนและเครือข่ายเป็นฐาน นโยบายด้านการปรับพฤตินิสัยและสันติวิธี นโยบายด้านการใช้สื่ออย่างมีวิจารณญาณ นโยบายด้านการสาธารณสุขและสุขภาพจิต นโยบายการปราบปรามอาวุธปืนผิดกฎหมาย นโยบายด้านกฎหมายและการบังคับใช้กฎหมาย รวมถึงการสร้างชุมชนต้นแบบการลดความรุนแรงจากอาวุธปืนด้วยการทำข้อตกลงร่วมกันในชุมชน เรียกว่า “ธรรมนูญชุมชนลดความรุนแรงจากอาวุธปืน”

พิพิธภัณฑ์วิทยาศาสตร์เป็นแหล่งเรียนรู้ที่มีศักยภาพในการเป็นสถานที่บ่มเพาะความรู้และแรงบันดาลใจทางวิทยาศาสตร์ เทคโนโลยีและนวัตกรรมที่สนับสนุนยุทธศาสตร์การขับเคลื่อนเศรษฐกิจของประเทศด้วยนวัตกรรมที่ช่วยเพิ่มมูลค่าสินค้า การดำเนินการภายใต้ยุทธศาสตร์นี้จำเป็นจะต้องให้ความสำคัญกับการพัฒนาแหล่งเรียนรู้ตลอดชีวิตทางวิทยาศาสตร์ให้มีลักษณะ รูปแบบและเนื้อหาของนิทรรศการให้สนองต่อการเรียนรู้และความต้องการของประชาชนผู้เข้าชม งานวิจัยนี้มีจุดประสงค์ในการศึกษาระดับการมีปฏิสัมพันธ์กับนิทรรศการวิทยาศาสตร์ของผู้เข้าชมชาวไทย พร้อมทั้งปัจจัยบริบทที่มีผลต่อการมีปฏิสัมพันธ์กับสื่อการเรียนรู้ในนิทรรศการวิทยาศาสตร์ จากผู้เข้าชมกลุ่มครอบครัวจำนวน 25 คู่ (50 คน) ภายใต้บริบทของพิพิธภัณฑ์วิทยาศาสตร์แห่งชาติ ทั้งนี้เพื่อกำหนดขอบเขตความรู้ความเข้าใจในปัจจุบันเกี่ยวกับพฤติกรรมการเข้าชมที่บ่งชี้ระดับความลึกของการเรียนรู้ในเรื่องที่เกี่ยวกับนิทรรศการ ตลอดจนปัจจัยที่ผู้เข้าชมระบุว่าส่งผลต่อการมีปฏิสัมพันธ์กับนิทรรศการ ผลการวิจัยพบว่าผู้เข้าชมกลุ่มผู้ปกครองและกลุ่มบุตรหลานร้อยละ 80 ขึ้นไปมีระดับการปฏิสัมพันธ์ต่อนิทรรศการอยู่ที่ระดับเปลี่ยนผ่านไปสู่ปฏิสัมพันธ์ที่ลึกขึ้น (Transitioning behavior) ถึงระดับปฏิสัมพันธ์ขั้นลึก (Breakthrough behavior) นอกจากนี้ผลการศึกษาปัจจัยที่มีผลต่อการมีปฏิสัมพันธ์กับนิทรรศการชี้ให้เห็นว่านิทรรศการวิทยาศาสตร์ในปัจจุบันต้องเพิ่มเติมเรื่องสื่อสารวิทยาศาสตร์ให้ผู้เข้าชมเข้าใจการประยุกต์ใช้วิทยาศาสตร์และความเกี่ยวข้องของวิทยาศาสตร์กับชีวิตประจำวันของตน รวมไปถึงการรักษาสมดุลการมอบความรู้และความบันเทิงในการออกแบบนิทรรศการ
