It is a commonly held intuition that increasing punishment leads to less crime. Let us move our glance from the punishment for the crime itself to the punishment for the attempt to commit a crime, or to the punishment for the threat to carry it out. We argue that the greater the punishment for the attempted robbery, i.e., for the threat, "give me your money or else," the greater the number of robberies and threats there will be. The COVID-19 pandemic has produced many changes in the lives of our students and families. In this article, the responses of students in criminal justice classes at a Hispanic serving institution in south Texas were collected and synthesized. The 252 responses were divided into seven frequently observed and repeated themes: jobs and job related, school and courses, graduation, routine, family, positivity, and groceries/shopping. Findings for this time period matched what much of what the national and international news and reports have all reported. The purpose of this chapter is to use the concept of folie à deux (or shared delusion disorder) to examine the phenomena of “Q” and the “QAnon” movement in the 21st century. The insurrection which occurred on January 6, 2021 during the attack on the United States’ capitol, drew the authors’ attention to try to understand the reason for this mass violence and to determine what individuals, motivations, and beliefs brought this violence to life. Police suicide has consistently remained a more likely cause of death for police officers than being killed in the line of duty for the past several years. Understanding the risk factors and precursors associated with suicide is crucial to changing this anomalousness. Prevention, early intervention, treatment, support, and reducing stigma, may help lower the number of police officers committing suicide.

ความพยายามให้เกิดการบริหารจัดการสาธารณภัยอย่างเป็นระบบเป็นหนึ่งในประเด็นสำคัญที่รัฐบาลวางแนวทางไว้ในการปฏิรูประบบราชการเมื่อปี พ.ศ. 2545 และนำไปสู่การก่อตั้งกรมป้องกันและบรรเทาสาธารณภัยโดยมีภารกิจหน้าที่ในการจัดทำแผนแม่บท วางมาตรการ ส่งเสริมสนับสนุน การป้องกัน บรรเทาและฟื้นฟูจากสาธารณภัย บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ปัญหากลไกการบริหารจัดการสาธารณภัยในระดับพื้นที่และเสนอตัวแบบการบริหารจัดการที่เหมาะสม จากการวิจัยกรณีศึกษา 8 จังหวัด พบข้อจำกัดของการบริหารจัดการทั้งในแง่ระบบงาน กลไก และโครงสร้าง  ผลการศึกษานำมาซึ่งข้อเสนอในการกำหนดกลไกการบริหารจัดการสาธารณภัยในระดับพื้นที่ 3 รูปแบบ ได้แก่ รูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยจังหวัด รูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยกลุ่มอำเภอ และรูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยอำเภอ โดยรูปแบบที่เหมาะสมกับพื้นที่ตามหลักการบริหารจัดการเป็นรูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยกลุ่มอำเภอ เพราะมีความชัดเจนในโครงสร้างการตอบสนองภารกิจเชิงความเชี่ยวชาญและฐานะของหน่วยงานเชิงอำนาจหน้าที่  อย่างไรก็ตาม  ไม่มีรูปแบบใดดีที่สุดเพราะการประยุกต์ใช้ยังเกี่ยวพันกับสภาพพื้นที่และการเข้าถึง ลักษณะสาธารณภัย ประชากรและขอบเขตการปกครอง และศักยภาพของเครือข่าย  นอกจากนี้การประยุกต์ใช้ยังต้องอาศัยขีดความสามารถของหน่วยปฏิบัติด้วย  นำไปสู่ข้อเสนอแนะว่าขีดความสามารถของผู้จัดการสาธารณภัยเป็นเงื่อนไขของการพัฒนาการบริหารจัดการสาธารณภัย

In this essay, my contention is two-fold. One, Bong Joon-ho’s f ilm Parasite (2019) is not simply about class inequality but more importantly addresses the question “what is (not) to be done?”.To appreciate this point, we have to investigate it alongside Bong’s previous f ilms, especially Snowpiercer (2013) and Okja (2017). Although these three f ilms possess vastly different storylines,they all wrestle with this burning political question from different angles: seizure of state power and revolution (Snowpiercer), “folk politics” (Okja), and neoliberal privatization of social problems (Parasite). บทความนี้ศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการสร้างความเป็นปึกแผ่นให้กับประชาธิปไตยในเกาหลีใต้ โดยในการศึกษาจะใช้นิยามขั้นต่ำของการสร้างความมั่นคงให้กับประชาธิปไตยที่ให้ความสำคัญกับประเด็นคำถามที่ว่าประชาธิปไตยจะมีเสถียรภาพได้อย่างไร หรืออะไรคือเงื่อนไขที่เกื้อหนุนให้ประเทศประชาธิปไตยใหม่ไม่หันย้อนกลับไปสู่ระบอบเผด็จการอำนาจนิยม ข้อถกเถียงสำคัญของงานนี้คือการควบคุมโดยพลเรือนเป็นปัจจัยสำคัญที่สุดที่ทำให้ประชาธิปไตยในเกาหลีใต้มีความมั่นคงและยั่งยืน การดำเนินการดังกล่าวเป็นการปลดชนวนภัยคุกคามต่อเสถียรภาพของประชาธิปไตยที่น่าเกรงขามมากที่สุด ในกรณีของเกาหลีใต้ กระบวนการสถาปนาการควบคุมกองทัพโดยพลเรือนเริ่มต้นจากการปลดย้ายกลุ่มนายทหารที่ยุ่งเกี่ยวกับการเมืองและและการขับเคลื่อนการปฏิรูปภาคความมั่นคงที่มุ่งเน้นหลักความเป็นมืออาชีพของกองทัพ  ความพยายามที่ผลักดันทหารกลับเข้าสู่กรมกองนี้ได้แผ้วถางทางให้กับรัฐบาลพลเรือนชุดถัดมาให้ดำเนินการขับเคลื่อนการปฏิรูประลอกใหม่ที่มุ่งเน้นทิศทางของการทำให้กองทัพมีความเป็นพลเรือนมากขึ้น ตัวอย่างเช่น การเพิ่มจำนวนเจ้าหน้าที่พลเรือนในกระทรวงการป้องกันประเทศ และการสนับสนุนค่านิยมแบบประชาธิปไตยในกองทัพ อาทิ หลักสิทธิมนุษยชน เป็นต้น

บทความชิ้นนี้ค้นคว้าเกี่ยวกับการเจรจาโดยผู้นำลาวระดับสูงกับ จปร.7 ซึ่งในกรณีนี้มี พลเอก  ชวลิต ยงใจยุทธ ทำหน้าที่ประสานความสัมพันธ์กับเจ้าสุภานุวงศ์ สู่ข้อตกลงหยุดยิง เมื่อวันที่ 19 กุมภาพันธ์ พ.ศ. 2531 การศึกษาพบว่าปัญหาความสัมพันธ์ระหว่างประเทศระหว่างไทย-ลาว ในกรณีศึกษานี้มีที่มาจากปัญหาดังนี้ 1. ความสัมพันธ์ระหว่างประเทศไทยกับประเทศลาวและการเมืองภายในไทยและลาว 2. เศรษฐกิจชายแดนที่มีการทำสัมปทานไม้โดยบริษัทไทย 3. สนธิสัญญาไม่เสมอภาค ซึ่งต้องร่วมกันแก้ไข 4.  สงครามเย็นเริ่มส่อเค้าว่าจะสิ้นสุด ซึ่งจะส่งผลให้มีการเปลี่ยนขั้วการเมืองระหว่างประเทศตามมา 5. ยุทธศาสตร์ทางทหารต่อ อดีต ผ.ก.ค. “หมู่บ้านจัดตั้งฯ” 6. ตัวแสดง “สงครามสามหมู่บ้าน” เข้ามามีบทบาทซ้ำใน “บ้านร่มเกล้า” 7. ผลการสืบสิทธิ์ ตีความสนธิสัญญาไทย-ฝรั่งเศส ค.ศ. 1907 การตีความแผนที่ตามสนธิสัญญาสยาม-ฝรั่งเศส ค.ศ. 1907 ที่แตกต่างกับปัจจุบัน

บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาพัฒนาการของอิสลามการเมืองในมาเลเซียและศึกษาถึงผลกระทบจากการใช้อิสลามการเมืองในประเทศมาเลเซียต่อการกำหนดทิศทางการวางรากฐานทางการเมืองโดยยึดแนวทางอิสลาม โดยได้ทำการวิเคราะห์ข้อมูลบนสมมติฐานที่ว่าศาสนาอิสลามและแนวคิดอิสลามนั้นมีอิทธิพลต่อพัฒนาการด้านการเมืองในมาเลเซียหลังได้รับเอกราชอย่างไร ปัจจัยภายนอกอย่างสภาวการณ์การเปลี่ยนแปลงของโลกมุสลิมจากภูมิภาคอื่น ๆ นั้นส่งผลต่อการเป็นอิสลามการเมืองในมาเลเซียอย่างไร ตลอดจนมีการนำอิสลามมาบูรณาการปรับใช้อย่างไรในบริบททางการเมืองและเหตุการณ์ในแต่ละยุคสมัย ผลการวิจัยพบว่ามาเลเซียได้นำเอาอิสลามเข้ามามีส่วนกำหนดอนาคตของประเทศและอัตลักษณ์ของชาติ เพื่อสร้างพลังทางการเมืองที่เข้มแข็ง ทั้งนี้มาเลเซียยังได้ใช้สถานะความเป็นรัฐมุสลิมที่ใช้กฎหมายชารีอะห์และความเป็นหนึ่งเดียวของประชาชาติมุสลิมในการเมืองระหว่างประเทศ เพื่อช่วยเหลือและแก้ไขปัญหาที่เกิดขึ้นต่อโลกมุสลิมจนได้รับความไว้เนื้อเชื่อใจจากนานาประเทศและถือเป็นการสร้างเกียรติแก่ประเทศชาติ ถือเป็นความสำเร็จของมาเลเซียที่ได้นำเอาอิสลามมาใช้ในทางการเมืองการปกครองนับตั้งแต่ได้รับเอกราช

Private prisons were established as a possible solution to alleviate the serious overcrowding issue affecting prisons during the 1980’s. This thesis supports the reasoning behind why private prisons should be abolished as they did not deliver on the claims made in support of their existence but rather, reveals the multitude of negative repercussions when the financial interests of a few large and powerful private corporations override the basic safety and security of our prison system. This research report is the result of collecting and evaluating data on cases of homicides and attempted homicides in the German sex trade from 1920-2017. The findings show violence against prostituted women and the attitudes of the sex buyers who commit most of the violent acts against the women. The report discusses the media coverage of murder cases, complication of cases, and a critique of methods of criminal evaluation by the police. From 1920 to 2017, 272 victims of murder and attempted murder were identified. Liberalization of prostitution occurred in 2002. From then until 2017, there is a decrease in …

Research suggests there may be a Camera Perspective Bias (CPB) effect across different camera footage types which influences viewer perceptions of police use of force encounters. Police body-worn camera (BWC) footage presents a first-person perspective from the officer’s point of view which predominantly captures the civilian. It is suggested that viewing an encounter from this perspective elicits a positive bias towards the officer when compared to CCTV footage. Additionally, research also shows that attitudes towards police influence perceptions of a filmed police-civilian encounters. Recent events involving the deaths of unarmed, African American citizens have brought forth an increased attention to the application of qualified immunity to law enforcement. This study aims to gain a civilian perspective on qualified immunity. Qualified immunity, as defined by the Supreme Court case Harlow v. Fitzgerald, 457 U.S. 800 (1982), grants government officials performing discretionary functions immunity from civil suits unless the plaintiff shows that the official violated “clearly established statutory or constitutional rights of which a reasonable person would have known.” Through a national-level survey, this study captures an overall favorability of qualified immunity as well as …

The collateral consequences and harmful effects of juvenile sex offender registration and restrictions has been the forefront of conversation surrounding sex offender legislation in the United States. The literature available has consistently shown that juveniles profoundly differ from adults in significant areas such as decision making, cognitive capability, judgment, and overall development. In March 2020, Louisville police officers fatally shot Breanna Taylor in her apartment while executing a no-knock warrant. There was great outrage over the killing of the innocent woman, and Kentucky Attorney General Daniel Cameron led an investigation of the officer-involved shooting.

Activists protested in Louisville after Taylor's killing, and when Cameron's investigation appeared stalled, these activists even conducted a sit-in on Cameron's front lawn. They demanded immediate justice for Taylor. Cameron sharply responded, lecturing the activists on how to achieve justice. He contended that neither trespassing on private property nor escalation in tactics could advance the cause of justice. …

This national survey research project examined the experiences of Canadian correctional officers (COs) in providing essential correctional services during the COVID-19 pandemic. The study sampled COs from several provinces across Canada (N=596) to better understand how the pandemic impacted stress and wellbeing of this population by exploring seven constructs including resiliency, workplace safety, changes in role or responsibilities, work stress, COVID- 19 related stress, perceived support, and positive mental health. The transactional model of stress and coping and the biopsychosocial model of stress were used as theoretical frameworks to investigate stress responses among COs. A substantial body of literature connects media effects to consumer perceptions of the criminal justice system. Research on the topic of cultivation theory has highlighted that an increased fear of crime within the general populace, due to an exaggeration of violence and criminal activity in the mass media, has spurred increased support for punitive policing, harsher sentencing, and positive feelings toward capital punishment.
