The hiring of a law enforcement officer is the single most important function of any law enforcement agency. It is the officers hired that provide the service to community members. The promotion of law enforcement officers is the second most important personnel decision after hiring, followed by making of special personnel assignments. According to a book I authored on hiring law enforcement officers, I indicated that “The quality of all law enforcement service is reduced to the officers our community members are dealing with. Is It Acceptable For Juveniles To Be Tried As Adults?, Rachael L. Graber

The adult court system has increasingly become a court for violent juveniles over time. Despite all the age restraints and changes in the law, the criminal court has still charged juveniles as young as 11 years old. This practice is unconstitutional and immoral. The constitution gives all American citizens the right to due process of law and the right not to be deprived of life, liberty, or happiness in the Fifth, Eighth, and Fourteenth Amendments. Trying juveniles as adults violates all three of these proposed amendments. This practice also creates issues due to the lack of attention to juvenile competency. …

The Noble Mentoring Potential Ceos Program: A Process To Develop Chiefs Of Police, Patrick Oliver

The National Organization of Black Law Enforcement Executives (NOBLE) established a mentoring program for aspiring chief executive officers (CEOs) in July 2006 called the Mentoring Potential Chief Executive Officers (CEOs) Program. The concept is a mentoring model that will prepare law enforcement executives for leadership positions and improve their chances of effectively leading a law enforcement agency. Furthermore, the program’s primary goal is to help minority law enforcement aspiring executives overcome professional development and career progression challenges.

The right to an attorney is a one to which all U.S. citizens are entitled, in conjunction with the constitution's sixth amendment. Difficulty arose when people who were unable to provide necessary funds to hire a lawyer and, subsequently, went into trial pro se. Resolution was met with the creation of the public defense system -- a system which is unfortunately understudied, and sometimes regarded in a negative light, including a negative perception that public defense is a broken system. Abuse among mentally ill inmates is a relevant issue in prison systems worldwide. This presentation will focus on the pervasiveness and severity of this abuse in the US and abroad. Pertinent statistics regarding the prevalence of abuse among the mentally ill in prison systems, as well as the obstacles to obtaining such statistics will be presented. Following the major deinstitutionalization of mental hospitals in the 1970s, the mentally ill inmate population has seen exponential increase in the United States. Abuse statistics of the mentally ill in United Kingdom prisons will also be presented and analyzed, including concerns in prison staff …

Perhaps no Constitutional amendment gets tried and tested more than the Fourth Amendment. Each year, thousands of criminal defendants bring legal challenges to the proceedings against them rooted in claimed Fourth Amendment violations. Changing technology and its use fuels a large part of this as new technology intersects with individual privacy in new ways. An oft heard argument in Fourth Amendment jurisprudence is that the Fourth Amendment must change in order to keep up with the progress of time and societal change. The purpose of this dissertation was to identify and understand the dimensions of leadership of those African Americans, who are effective as the chief executive officer (CEO) of a municipal law enforcement agency, and thereby to educate and inform both those aspiring to be police chiefs and those presently serving as police chiefs, particularly African Americans. Four content areas were examined to gain a better understanding of the research question: (1) Police executive leadership literature; (2) African American leadership; (3) The trait theory of leadership; (4) emotional intelligence.
