The Journal of Sociology & Social Welfare

Truth and Reconciliation Commissions (TRCs) are among the primary means for promoting reconciliation in communities recovering from violent conflict. However, there is a lack of consensus about what reconciliation means or how it is best achieved. In a qualitative study of the first TRC in the U.S., this research interviewed victims of racial violence who participated in the Greensboro Truth and Reconciliation Commission (GTRC), a community-based restorative justice intervention. Findings reveal that participants conceptualized reconciliation as a multileveled process, that different concepts of reconciliation influenced assessments of the success and limitations of the GTRC, and indicate how community-based restorative interventions …

This article will explore the growth in the incarceration of women over the past three decades. Recent scholarship has examined the impact of the war on crime on men, the poor and persons of color and characterized this movement as the New Jim Crow. This strain of research has focused on men. This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties. This study investigated two rural counties, Tulare and Santa Barbara with Veterans courts to develop a model for such a court in San Luis Obispo County. As the myriad of complex circumstances surrounding incarceration and foster care debilitate the parent-child relationship, the likelihood of legal severance between an incarcerated parent and their child increases. San Bernardino Forensic Assertive Community Treatment (FACT) is a community-based program created to serve San Bernardino County adults with serious mental illness, who have also had repeated contacts with the criminal justice system as a result of their mental illness. Finding a balance of how mental health providers and the criminal justice system can work together to design effective treatment plans for these clients is essential in helping them accomplish this. This research evaluated the effectiveness of services from the FACT program.

When making placement decisions for juvenile offenders, court officers often consider the types of charges listed against them. We examined the pattern of offenses charged to residents of 7 types of placements in 1 county in Pennsylvania over a period of 2 years. Consistent, predictable patterns were found across placements, with more restrictive placements assigned to juveniles with more severe offenses, although there remained a considerable degree of variation in offenses represented in each placement type. The pattern of placements was different between genders as well, with female offenders being placed in less restrictive care even more often than their …

In this study, we propose an expanded theory of delinquency that integrates social learning, control, and motivationally based explanations of human behavior. We posit that delinquency occurs partly due to attempts to fulfill 3 developmentally necessary psychological needs; auton-omy, competence, and relatedness. Melding elements of 3 theories (Social Control Theory [Hirschi, 1972], General Crime Theory [Gottfredson & Hirschi, 1990], and Self Determination Theory [Deci & Ryan, 1985, 2000a, 2008]), provides a better understanding of the precursors to delinquency and possible approaches to mitigating their impact. The authors investigated the Conduct Disorder (JR-CD) and Oppositional Defiant Disorder (JR-ODD) scales developed for the Jesness Inventory-Revised. Participants included 340 youth aged 12 to 18 seen at a juvenile court diagnostic clinic in Cleveland, Ohio. The authors also investigated the previously existing Social Maladjustment (JR-SM) and Asocial Index (JR-ASO) scales. Participants were independently diagnosed as having CD, ODD, Disruptive Behavior Disorder NOS (a milder behavioral disorder), or no diagnosable behavioral disorder. Mean scores varied across the groups in the expected directions for all four scales. JR-CD and JR-ODD were better able to differentiate between their target groups and the …

Truancy places students at risk in primary and secondary education and is linked to conduct disorder, drug use, and delinquency. To prevent truancy and reduce risk, school-based proba-tion supervision has emerged within school districts in partnership with local law enforcement officers in an effort to enforce probation conditions for truant youths and prevent future delin-quency. This research uses key information interviews of knowledgeable stakeholders to examine the delivery of school-based probation supervision. Research has shown that respondents to protective orders have robust criminal histories and that criminal offending behavior often follows issuance of a protective order. Nonetheless, the specific nature of the association between protective orders and criminal offending remains unclear. This study uses two classes of statistical models to more clearly delineate that relationship. The models reveal factors and characteristics that appear to be associated with offending and protective order issuance and provide indications about when a victim is most at risk and when the justice system should be most ready to provide immediate protection.

Centers for Disease Control and Prevention (2002) reported that suicide is the second leading cause of death among people between the ages of 14 to 25 in the United States. This research examined the effect race has on suicidal ideation among a cohort of delinquent girls in Texas. This study examined 2004 data provided by the Texas Juvenile Probation Commission on referrals to the juvenile justice system in Texas (N = 6850). The theories of gender responsive programming in corrections have focused on the importance of relationships, gender roles, and structural barriers for women (Bloom, Owen, & Covington, 2003). They also included a strong recommendation for cultural responsiveness in recognizing cultural differences among female offenders and providing culturally relevant services (Bloom et al., 2003). This qualitative descriptive study used Agnew's general strain theory of crime and delinquency as lens through which to interpret the recent developments of juvenile gangs and gang-related activities in Houston, Texas. Agnew strain theory's main prepositions describe: 1) an inability to achieve goals that are valued positively, 2) an absence of positive goals, and 3) a presence of negativity or crime. These were assessed in terms of applicability to joining gangs in Houston. While youth courts experience tremendous growth nationwide, their utility is largely unproven, particularly in state-level contexts. This study conducted a cost-benefit analysis of South Carolina's youth courts. The study found that while youth courts and family courts produced comparable recidivism rates, youth courts were substantially less expensive for comparable adjudications. The relative efficiency of youth courts, however, was neither monolithic nor guaranteed. Individual youth courts displayed considerable variation and some youth courts were not as efficient as their traditional family court counterparts. Inefficient youth courts had low caseloads, typically resulting from inefficient or immature referral systems and a reliance on …
