This thesis centers policing ideology in higher education and the way it is constructed and fortified through criminal justice programs. In 1968, the Law Enforcement Education Program (LEEP) made funds available to police officers to attend college and awarded grants to universities to create criminal justice programs. The program effectively funneled federal money into the project of professionalizing the police and developed criminal justice as a field devoted to conducting crime research, as defined by the federal government. While threats of violence are relatively common in U.S. K-12 schools, the likelihood of a threat being carried out is very low. School leaders must take all threats of school violence seriously but must also have evidence-informed means to discern less-serious, transient threats from more serious, substantive ones. School violence threat assessment training is a vital professional development tool, to ensure safer schools while avoiding unnecessary labeling of students or overly harsh consequences through disciplinary over-reaction. Invisible Harm: Verbal Sexual Coercion Among College Students, Char Chezanne

Themis: Research Journal of Justice Studies and Forensic Science

This paper provides a review of literature and research on verbal sexual coercion on college campuses by focusing on heterosexual dynamics. The studies involved explore the factors that influence sexually coercive behavior, including parenting styles, heteronormative beliefs, and risk-taking behaviors. Furthermore, this paper reviews current informal and formal responses to campus sexual coercion by focusing on the overlooked power dynamics that influence sexual consent. This paper concludes that restorative justice serves as an alternative to traditional justice for campus-based sexual coercion because of its flexibility and applicability to nuanced sexual assault cases.

Public-School Systems Are Criminalizing Our Young People: Giving Voice To The Marganilized, Carrie Stoltzfus

A phenomenological qualitative study using Critical Race Theory and counter-storytelling was completed to investigate what K-12 public schools should be doing to keep young people out of the school-to-prison pipeline (STPP). This study took place in a large city in the Mid-Atlantic region of the United States. Interviews were completed with former students of the researcher who were previously incarcerated, educational professionals, and justice system professionals. Additionally, observations of the court systems and document reviews were completed in order to triangulate findings. The purpose of this study was assessing the perceptions of student's on how the campus climate impacts their likelihood of reporting crime. Victimization studies have been conducted at large universities and community colleges; however, there remains a lack of research regarding private colleges. This study was designed to examine the reasoning behind students' crime-reporting behaviors and the influencers that impact their decisions. National Youth Advocacy and Resilience Conference

Zero-tolerance became the rule in many school districts due to an increase in school-based violence, which served to silence student voices and led to the overrepresentation of minority students in discipline situations. Schools could adopt restorative approaches, but change cannot be sustained without fair processes at the district level. Thus, district policies should be aligned to restorative practices to increase the probability of district-wide success.

Many offenders are incarcerated in U.S prisons with the intent of rehabilitation; however, a majority of these offenders will be released with limited options for employment. Recidivism has been linked to unemployment. The purpose of this multiple case study was to examine the lived experiences of 20 offenders involved in correctional education programs while incarcerated to explore their correctional education experience within the context of postincarceration employment. The topic of this dissertation is college and university safety. This national quantitative study utilized resource dependency theory to examine relationships between the incidence of reported campus crimes and the structure, function, and resources of campus security offices. This study uncovered a difference in reported total crime rates, violent crime rates, and non-violent crime rates for colleges with police officers, internal security, contract security, hybrid departments, and no security office.
