Addressing mental illness in the American criminal justice system is necessary in order to ensure both citizens and officers are safe. According to Centers for Disease Control and Prevention (2011), published studies show approximately 25 percent of all adults in the U.S. have a mental illness and nearly 50 percent of adults in the U.S. will develop at least one mental illness during their lifetimes. The study of urban politics often focuses on the ability of urban regimes to successfully pursue their interests and goals. However, scholars of urban politics only peripherally consider the role that courts play. And when courts are incorporated, they are treated as exogenous to the political system. This paper argues for the importance of treating the judiciary as endogenous to the local political system. Courts are themselves political institutions and should be understood as such in the study of politics at the local level. In this paper I will review the literature concerning investigator digital forensics models and how they apply to field investigators. A brief history of community supervision and how offenders are supervised will be established. I will also cover the difference between community supervision standards and police standards concerning searches, evidence, standards of proof, and the difference between parole boards and courts. In the context of equal protection doctrine, race has become untethered from the criteria underlying its demarcation as a classification warranting heightened scrutiny. As a result, it is no longer an effective vehicle for challenging the existing social and political order; instead, its primary purpose under current doctrine is to signal the presence of an impermissible basis for differential treatment.

This Symposium Article suggests that, to more effectively serve its underlying normative goals, equal protection should prohibit not discrimination based on race per se, but government actions that implicate the concerns leading to race’s designation as a suspect classification. For …

This study explores the progress of child marriage eradication over the last forty years in order to identify the weak points of implementation as well as how these are being incorporated in the post-2015 agenda. An assessment of current rates by geographic region and several other demographic factors is included along with future projections for these affected areas. Justice Deferred Is Justice Denied: We Must End Our Failed Experiment In Deferring Corporate Criminal Prosecutions, Peter R. Reilly

According to the U.S. Department of Justice, deferred prosecution agreements are said to occupy an “important middle ground” between declining to prosecute on the one hand, and trials or guilty pleas on the other. A top DOJ official has declared that over the last decade, the agreements have become a “mainstay” of white collar criminal law enforcement; a prominent criminal law professor calls their increased use part of the “biggest change in corporate law enforcement policy in the last ten years.”

This paper seeks to investigate the current shift from the non-intervention norm towards the “Responsibility to Protect,” commonly abbreviated as “RtoP,” which actually mandates intervention in cases of humanitarian intervention disasters. I will look at the May 2011 application of the R2P doctrine to the humanitarian crisis in Libya and assess whether it was a success or a failure. Prior research has shown that psychopathic traits correlate with ability to make more accurate assessments of vulnerability based on nonverbal cues (Wheeler, Book, & Costello, 2009; Book, Costello, & Camilleri, 2013). The current study aims to provide further support for this finding, examine effect of criminal experience, and determine if the finding generalizes to females and non-Caucasians. An online survey was conducted, where each participant was shown several videos of people walking alone down a hallway. Despite growing research on police in schools, there is relatively little known about how the school environment influences officers. School resource officer (SRO) programs increase the range of traditional roles and include activities that may conflict with law enforcement roles, such as mentoring, advising, and teaching. Officers who experience ambiguous or conflicting role expectations may be less satisfied with their work. Officer job satisfaction may also be influenced by individual characteristics, such as locus of control. Importantly, job satisfaction is linked with work performance, and SROs’ work affects the lives of youth, parents, and school staff. The present study examined …

Violence-Related Police Crime Arrests In The United States, 2005-2011, Philip M. Stinson, Steven L. Brewer Jr, Joelle K. Bridges

This study is a quantitative content analysis of news reports and court records on 3,328 violence-related arrest cases of 2,586 individual sworn law enforcement officers during the years 2005-2011. The arrested officers were employed by 1,445 nonfederal state, local, special, constable, tribal, and regional law enforcement agencies located in 805 counties and independent cities in 49 states and the District of Columbia. Binary logistic regression and classification and regression tree (CART) analyses were conducted to predict criminal conviction in violence-related police crime arrest cases. The purpose of this thesis is to evaluate Rowan University's current Alcohol and Other Drugs Policy. Two surveys were distributed; one via email to all current Rowan University students and the other via email to all students found in violation of the drug policy between 2005 and 2011. Three hypotheses were examined. The first was that students generally do not know about the policy and its possible sanctions. The second hypothesis was that the potential sanctions of the drug policy do not deter the general student population. In “Fair Use Rising: Full-Text Access and Repurposing in Recent Case Law,” Brandon Butler, practitioner-in-residence at the American University Washington College of Law, reviews six recent fair use decisions that cut across many socially important and beneficial purposes. He highlights the trend of courts finding in favor of allowing “the broad redistribution of unaltered, full-text documents for new purposes.” Butler explains how this trend presents new opportunities for research libraries to use and re-purpose the full text of copyrighted works in their collections.

INTRODUCTION AND SUMMARY OF ARGUMENT Professor Scherr agrees with petitioner that review is warranted because the Maryland Court of Appeals decision is erroneous. The Fourth Amendment does not sanction police harvesting of DNA without probable cause and a warrant and without the subject’s knowledge or consent, to be used however the authorities deem appropriate and without restriction. The Maryland Court of Appeals’ decision is contrary to the Supreme Court’s jurisprudence as articulated in the Riley v. California – Maryland v. King – United States v. Jones trilogy. General strain theory suggests that a number of conditioning factors affect who is more likely to respond to strain with crime. Research has also demonstrated that an individual's self-complexity plays a role in how an individual responds to strain. Self-complexity refers to (1) the number of identities individuals perceive as important to themselves; and (2) the varied characteristics they ascribe to these identities. This research study analyzed if college students were committing crime, whether the crimes were major or minor in nature, and if criminality was a new behavior or an imported one. LGB parents face a number of legal inequities and confront a legal landscape that not only varies drastically by state but also quickly changes. Research has shown that some LGB parents and prospective parents have inaccurate knowledge about the laws relating to parenting. Drawing on data from 21 interviews, I ask how sexual minority mothers gain knowledge about the law. I found that people were very aware of the legal inequities they face and sought to become knowledgeable about the law before they had children. In the aftermath of the 9/11, Homeland Security became the major model of the American Policing system, thus superseding community policing model. The purpose of this research is to use "before and after study design" to follow the grant trends of policing systems in order to examine whether the catastrophic events of 9/11 had a positive or negative impact on the grant funds of the mentioned policing models. Despite the intense and prolonged public attention received when a child is abducted and killed, there are major gaps in the academic literature. One of the gaps pertains to the distances traveled by the offender between key crime locations. The overall aim of this study was to provide information concerning typical travel distances of offenders. This project utilized an archival data set compiled by the Federal Bureau of Investigation, National Center for the Analysis of Violent Crime. This research offers a feasibility study on the effectiveness of the Pennsylvania Academic Career Technical Training Alliance (PACTT) at engaging youth in school and work upon return to the community. The sample included adjudicated youth from Allegheny County, Pennsylvania committed to PACTT-affiliated residential facilities and who discharged between July1, 2011 and June 31, 2012. An overview of the PACTT Initiative, with specific attention to its core elements, is presented and examined in the context of Ecological Systems Theory.
