Legislative Requirements For Cyber Peacekeeping, Nikolay Akatyev, Joshua I. James

Journal of Digital Forensics, Security and Law

Cyber Peacekeeping strives for the prevention, mitigation and cessation of cyber and physical conflicts. The creation of a Cyber Peacekeeping organization, however, has major legal and political implications. In this work we review current international legislation applicable for functions of Cyber Peacekeeping. Specifically, we analyze prominent works which contribute to definitions, law and ethics regulating cyber conflicts from the perspective of the creation of a CPK organization. Legislative and terminological foundations are analyzed and adopted from current practice. Further, this work analyzes guiding principles of global organizations such as ITU IMPACT, INTERPOL and regional organizations such as NATO and the …

Forensic State Acquisition From Internet Of Things (Fsaiot): A General Framework And Practical Approach For Iot Forensics Through Iot Device State Acquisition, Christopher S. Meffert, Devon R. Clark, Ibrahim Baggili, Frank Breitinger Aug 2017

Forensic State Acquisition From Internet Of Things (Fsaiot): A General Framework And Practical Approach For Iot Forensics Through Iot Device State Acquisition, Christopher S. Meffert, Devon R. Clark, Ibrahim Baggili, Frank Breitinger

Electrical & Computer Engineering and Computer Science Faculty Publications

IoT device forensics is a difficult problem given that manufactured IoT devices are not standardized, many store little to no historical data, and are always connected; making them extremely volatile. The goal of this paper was to address these challenges by presenting a primary account for a general framework and practical approach we term Forensic State Acquisition from Internet of Things (FSAIoT). We argue that by leveraging the acquisition of the state of IoT devices (e.g. if an IoT lock is open or locked), it becomes possible to paint a clear picture of events that have occurred. To this end, …

Card Tricks: A Workflow For Scalability And Dynamic Content Creation Using Paper2d And Unreal Engine 4, Owen Gottlieb, Dakota Herold, Edward Amidon

Presentations and other scholarship

In this paper, we describe the design and technological methods of

our dynamic sprite system in Lost & Found, a table-top-to-mobile

card game designed to improve literacy regarding prosocial

aspects of religious legal systems, specifically, collaboration and

cooperation. Harnessing the capabilities of Unreal Engine’s

Paper2D system, we created a dynamic content creation pipeline

that empowered our game designers so that they could rapidly

iterate on the game’s systems and balance externally from the

engine. Utilizing the Unreal Blueprint component system we were

also able to modularize each actor during runtime as data may be

changed. The technological approach behind Lost …

Breaking Into The Vault: Privacy, Security And Forensic Analysis Of Android Vault Applications, Xiaolu Zhang, Ibrahim Baggili, Frank Breitinger Aug 2017

Breaking Into The Vault: Privacy, Security And Forensic Analysis Of Android Vault Applications, Xiaolu Zhang, Ibrahim Baggili, Frank Breitinger

Electrical & Computer Engineering and Computer Science Faculty Publications

In this work we share the first account for the forensic analysis, security and privacy of Android vault applications. Vaults are designed to be privacy enhancing as they allow users to hide personal data but may also be misused to hide incriminating files. Our work has already helped law enforcement in the state of Connecticut to reconstruct 66 incriminating images and 18 videos in a single criminal case. We present case studies and results from analyzing 18 Android vault applications (accounting for nearly 220 million downloads from the Google Play store) by reverse engineering them and examining the forensic artifacts …

Why It’S Not Ok For Doctors To Participate In Executions, Robert F. Johnson Aug 2017

Why It’S Not Ok For Doctors To Participate In Executions, Robert F. Johnson

Peer Reviewed Articles

A plea for direct physician participation in executions was presented by Sandeep Jauhar in a New York Times Op-Ed (“Why It’s OK for Doctors to Participate in Executions”—April 21, 2017). Jauhar’s article is not a discussion of the ethics of capital punishment. He describes his own opposition “as a matter of principle, as a doctor.” However, since capital punishment is legal in 31 states, with required physician participation in several, he acquiesces to a utilitarian stance rather than the principled approach he acknowledges is expected of a physician in this circumstance.

Describing And Quantifying How Previously Unsubmitted Saks Advanced From Testing To Disposition On The Cuyahoga County Sexual Assault Kit Task Force, Rachel Lovell, Daniel Flannery

Begun Center for Violence Prevention Research and Education Reports and Briefs

In this research brief, we detail the process by which previously unsubmitted SAKs advance through four phases—testing, investigation, prosecution, and disposition—on the Cuyahoga County SAK Task Force (Task Force). We describe the key steps in the process, providing statistics on the number of cases that proceed or fail to proceed as well as the reasons why cases fail to proceed. The purpose of this research brief is to aid other jurisdictions that are processing their previously unsubmitted SAKs in visualizing the processing from testing to disposition, collecting performance measures at each step in the process, and establishing comparable statistics across …

Perceptions Of Why The Sexual Assault Kit Backlog Exists In Cuyahoga County, Ohio And Recommendations For Improving Practice, Rachel Lovell, Misty Luminais, Daniel Flannery Aug 2017

Perceptions Of Why The Sexual Assault Kit Backlog Exists In Cuyahoga County, Ohio And Recommendations For Improving Practice, Rachel Lovell, Misty Luminais, Daniel Flannery

Begun Center for Violence Prevention Research and Education Reports and Briefs

Previous research has addressed the logistical and structural factors that contributed to the backlog. This research brief approaches this issue from a different perspective—focusing instead on the Cuyahoga County Sexual Assault Kit Task Force (Task Force) members’ perceptions of the reasons for the backlog. We detail in the brief perceptions of what created the backlog, which provides an important glimpse into what was not working about the process according to Task Force members. Through their analyses and critiques, we can observe the shifts in culture and practice that have occurred, due in part to the passage of time and larger …

Perceived Influence Of The Ferguson Effect On Law Enforcement Officer Turnover Intentions, William P. Markopoulos Jr Aug 2017

Perceived Influence Of The Ferguson Effect On Law Enforcement Officer Turnover Intentions, William P. Markopoulos Jr

Dissertations

Law enforcement officer turnover lacks the support of empirical research (Monk-Turner, O’Leary, & Sumter, 2010; Wareham, Smith, & Lambert, 2013), despite being costly in terms of both human and monetary capital (Peña, 2013; Reaves, 2012; Wilson & Sheer, 2013). What literature is available describes factors such as job dissatisfaction and monetary issues as reasons to leave an agency (Cyprian, 2009; Hubbard, 2008; McIntyre, 1990). A new phenomenon, known as the “Ferguson Effect” has been examined in terms of community involvement (Nix & Wolfe, 2016; Wolfe & Nix, 2016) and violent crime rates (Rosenfeld, 2015), but there is no research that …

Changing Culture Through Sharing Space: A Case Study Of The Cuyahoga County Sexual Assault Kit Task Force, Rachel Lovell, Misty Luminais, Daniel Flannery Aug 2017

Changing Culture Through Sharing Space: A Case Study Of The Cuyahoga County Sexual Assault Kit Task Force, Rachel Lovell, Misty Luminais, Daniel Flannery

Begun Center for Violence Prevention Research and Education Reports and Briefs

This brief explores the efficacy of having a shared space for a multidisciplinary team that is responsible for tackling the issue of unsubmitted SAKs in their community. Our research finds that being in close proximity for extended periods of time has many positive outcomes including engendering a cultural shift that can break through disciplinary silos leading to more positive experiences for victims and successful prosecutions. The findings and recommendations detailed in this brief can be applicable to jurisdictions that are currently tackling or beginning to address their jurisdiction’s unsubmitted SAKs, regardless of whether those efforts are currently being funded under …

Are Dhs Technology Grants For Local Police Departments An Effective Tool Against Terrorism?, Erika Mcginty Aug 2017

Are Dhs Technology Grants For Local Police Departments An Effective Tool Against Terrorism?, Erika Mcginty

Student Theses

This paper examines the effectiveness of allocating funds to the nation’s police departments for the prevention of domestic terrorism, as is done annually through the Department of Homeland Security’s Homeland Security Grants Program. The program, administered by the Federal Emergency Management Administration, has distributed billions of dollars since its 2003 inception in equipment, software, and technology services based on the recipient police agencies’ own risk assessments of local terrorism. Much of the technology desired by police consists of systems of mass surveillance; this thesis focuses on implementations of surveillance video cameras or CCTV, license plate readers, and unmanned aerial vehicles. …

A Cross-Sectional Exploration Of Household Financial Reactions And Homebuyer Awareness Of Registered Sex Offenders In A Rural, Suburban, And Urban County., John Charles Navarro Aug 2017

A Cross-Sectional Exploration Of Household Financial Reactions And Homebuyer Awareness Of Registered Sex Offenders In A Rural, Suburban, And Urban County., John Charles Navarro

Electronic Theses and Dissertations

As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. Homebuyers were surveyed to examine whether awareness of local registered sex offenders and the homebuyer’s community type operate as moderators between home selling …

Range Of Detection For Proteins And Dna From Fingerprints On Fired And Unfired Cartridge Casings, Stacey-Ann R. Sterling Aug 2017

Range Of Detection For Proteins And Dna From Fingerprints On Fired And Unfired Cartridge Casings, Stacey-Ann R. Sterling

Student Theses

Cartridges and spent cartridge casings can be probative pieces of evidence. Unfortunately due to a combination of factors such as exposure to high temperatures and initially low amounts of biological material on the surface, DNA testing so far has been mostly unsuccessful for these items. Typing other marker systems, such as protein polymorphisms, on the same biological evidence would add power of discrimination. To explore this option we developed a DNA-protein trypsin-based co-extraction method that was optimized for unfired and fired cartridges. Various sample wet and dry collection methods and multiple metal casings, such as aluminum, nickel, steel, and brass …

Optimizing A Method For Simultaneous Recovery Of Proteins And Dna From Fingerprints, Steven Kranes Aug 2017

Optimizing A Method For Simultaneous Recovery Of Proteins And Dna From Fingerprints, Steven Kranes

Student Theses

DNA testing on touched objects is a valuable tool in forensic investigations, but DNA is usually present in low amounts, causing poor STR typing results. For touch DNA evidence, there is a clear need for additional individualization, especially for highly probative samples. This could be achieved by testing genetically variable proteins. The goal of this project was to develop a DNA/protein co-extraction method to facilitate DNA and protein testing on the same evidence item. Existing DNA extraction methods were carefully adjusted to allow for downstream mass spectrometry analysis. Initial experiments on saliva and fingerprints placed on glass suggested that trypsin …

The Divinity Of Crime: How Spirituality Can Strengthen The Resilience Of Criminal Organizations, David R. Vegvari Aug 2017

The Divinity Of Crime: How Spirituality Can Strengthen The Resilience Of Criminal Organizations, David R. Vegvari

Student Theses

This thesis conducts a systematic analysis of open source data that discusses ideational factors of resilience in criminal organizations. It does this by looking at the role of spirituality – referred to as an individual’s moral or ethical codes influenced by cultural, ethnic, and religious values – and its effects on an organization’s durability, impenetrability, and adaptability. To understand spirituality as a factor of resilience in criminal organizations, it is delineated into four Dimensions of Spiritual Influence (DoSI). They are (1) trust, (2) spiritual neutralization, (3) strategic arenas, and (4) the logistical use of spiritual institutions. In order to analyze …

Digital Anti-Forensics: An Implementation And Examination, Stephanie Dachs Aug 2017

Digital Anti-Forensics: An Implementation And Examination, Stephanie Dachs

Student Theses

The rise of computer use and technical adeptness by the general public in the last two decades are undeniable. With greater use comes a greater possibility for misuse, evidenced by today’s incredible number of crimes involving computers as well as the growth in severity from that of cyber hooliganism to cyber warfare. Although frequently utilized for privacy and security purposes, the vast range of anti-forensic techniques has contributed to the ability for hackers and criminals to obstruct computer forensic investigations.

Understanding how anti-forensics may alter important and relevant data on an electronic device will prove useful for the success and …

Black And Blue: Competing Social Constructions Of Police On Instagram And Twitter, Mary Frances Thornhill Aug 2017

Black And Blue: Competing Social Constructions Of Police On Instagram And Twitter, Mary Frances Thornhill

Master's Theses

Mass media outlets newspapers and television were traditionally where individuals gathered their news information; however, with the growth of new media platforms like Twitter, Facebook, and Instagram, individuals are now co-producers of the content that is seen by the public. Previous research indicated that media-generated images of the police influence public perception and that new media outlets are becoming increasingly influential, particularly in regards to social and political conflicts. This means that research on the role of new media outlets in socially constructing reality is essential, though not much of this research has yet been completed. This current analysis fills …

The Effects Of Employment On Recidivism Among Delinquent Juveniles, Leigh Kassem Aug 2017

The Effects Of Employment On Recidivism Among Delinquent Juveniles, Leigh Kassem

Electronic Theses and Dissertations

Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Work intensity and consistency, social capital, and expectations for success were analyzed as potential predictors of recidivism or …

Civic Tenderness: Love's Role In Achieving Justice, Justin Leonard Clardy Aug 2017

Civic Tenderness: Love's Role In Achieving Justice, Justin Leonard Clardy

Graduate Theses and Dissertations

Martha Nussbaum’s work Political Emotions: Why Love Matters for Justice identifies the role that compassion plays in motivating citizens in a just society. I expand on this discussion by considering how attitudes of indifference pose a challenge to the extension of compassion in our society. If we are indifferent to others who are in situations of need, we are not equipped to experience compassion for them. Building on Nussbaum’s account, I develop an analytic framework for the public emotion of Civic Tenderness to combat indifference.

Civic tenderness is an orientation of concern that is generated for people and groups that …

A House Of Cards: Free Banking In Antebellum Chicago, Miles J. Holtzman Jul 2017

A House Of Cards: Free Banking In Antebellum Chicago, Miles J. Holtzman

Business and Economics Summer Fellows

The Chicago free banking market of the antebellum period has more than once aroused the interest of historians and economists alike. Implemented in the state of Illinois in 1851, free banking was a common, though not universal occurrence in the United States at the time. The city of Chicago’s experience with free banking was anything but common, however. Within the first 18 months after the Illinois legislature enacted the Illinois Free Banking Law, 9 free banks had begun operation in Chicago and between them had an aggregate note issue of over $800,000. But by 1860, Chicago was home to but …

Policing In An Era Of Sousveillance: The Influence Of Video Footage On Perceptions Of Legitimacy, Megan Elizabeth Mohler Jul 2017

Policing In An Era Of Sousveillance: The Influence Of Video Footage On Perceptions Of Legitimacy, Megan Elizabeth Mohler

Dissertations and Theses

The current climate surrounding the police in the United States could be described as strenuous. This is large in part due to certain shifts in technology and news disbursement; citizens now have the ability to record and share police-citizen encounters. Certain controversial events have been captured and undoubtedly have contributed to a growing mistrust towards the police, evident by the development of movements for police reform. Within the field of criminology, perception of police legitimacy has been a long studied concept. Research has shown that when the police are viewed as legitimate, the public is more likely to cooperate and …

The Effect Of Fabric Type And Laundering Conditions On The Detection Of Semen Stains, Tyler G. Schlagetter, Claire L. Glynn Jul 2017

The Effect Of Fabric Type And Laundering Conditions On The Detection Of Semen Stains, Tyler G. Schlagetter, Claire L. Glynn

Forensic Science Publications

There has been little research into the effect of fabric type and different laundering conditions on the ability to detect semen stains on washed fabrics. This study aimed to investigate three potential factors affecting semen identification on laundered clothing: fabric type, water temperature during washing, and whether the stain was dry at the time of washing. Following laundering, semen stains on four fabric types (cotton, polyester, denim, and wool) were examined and tested with three common methods used to detect semen; screening with an alternate light source, acid phosphatase press test, and histological staining of spermatazoa. It was determined that …

History ETDs

“Bloody Bay: Grassroots Policeways, Community Control, and Power in San Francisco and its Hinterlands, 1846–1915” follows the history of San Francisco’s spectrum of formal and informal policing from the American takeover of California in 1846 during the U.S.–Mexico War to Police Commissioner Jesse B. Cook’s nationwide law enforcement advisory team tour in 1912 and San Francisco’s debut as the Jewel of a new American Pacific world during the Panama Pacific International Exposition in 1915. These six decades functioned as a unique period wherein a culture of popular justice and grassroots community peacekeeping were fostered. This policing environment was forged in …

Utilizing Title Vi As A Means To Eradicate Health Discrimination, Adrian D. Samuels, Mariah L. Cole Jul 2017

Utilizing Title Vi As A Means To Eradicate Health Discrimination, Adrian D. Samuels, Mariah L. Cole

Journal of Health Disparities Research and Practice

Health disparities among people of color are persistent and detrimental to the overall wellness of these groups. Discrimination in the provision of health care services is one of the primary causes of health disparities. Title VI of the Civil Rights Act of 1964’s availability as a tool to prevent discrimination and, in turn, disparities among these groups is underdocumented. The legislative intent of Title VI and the historical context of the law have been helpful in its use outside of the health care arena to prevent discrimination. This sheds light on the ways that the law can influence the health …

According to the Internet Crime Complaint Center, the number of reported complaints about OPC have increased by approximately sixteen fold from 16,838 cases in 2000 to 288,012 cases in 2015, and referred financial losses have also increased about sixty times from $17.8 million in 2001 to $1 billion in 2015. The increase in OPC might be directly related to advanced online accessibility due to the accelerated …

Chronic Runaway Youth: A Gender-Based Analysis, Michelle N. Jeanis Jul 2017

Chronic Runaway Youth: A Gender-Based Analysis, Michelle N. Jeanis

USF Tampa Graduate Theses and Dissertations

Runaway youth often face a multitude of negative experiences during their childhood, which often leads to trajectories of psychological disorder/distress, victimization, and offending. This propensity for negative life trajectories may be exacerbated by repetitive runaway behavior. Additionally, these negatives experiences may be further shaped by the gender of the youth, thus creating distinct gendered pathways to chronic runaway behavior, victimization, and offending. This study utilized a sample of youth runaways in the state of Florida (N=295) to build upon the classification/typology research on juvenile runaways by assessing the presence of latent groups of youth based on runaway frequency. In addition, …
