Peace and Conflict Studies

The paper studies the immense opposition to a nonviolent campaign against the practice of moral policing in Kerala to understand the dominant spaces, collective identities, and discourses that give shape to the outrage of public morality in India. The campaign through its politics specifically targeted rightwing and political groups as well as socially embedded familial and institutional structures that exercise control over individuals through patriarchal regimes. Criminology and Criminal Justice Faculty Publications and Presentations

Controversial incidents of police-citizen interactions, coupled with advancements in internet media technology has created a new dynamic of how public perceptions of the police might be influenced. This paper reports results of an experiment examining how videos of police-citizen interactions found on social media platforms might influence civilian perceptions of legitimacy and procedural justice. Using 173 randomly assigned participants and a pre/post-test design, we compare perceptual effects of positive, negative, and neutral depictions of police-citizen interactions. Results indicate all media had an effect on perceptions of legitimacy, with negative content yielding the largest effects, significantly diminishing global perceptions of legitimacy, …

This article presents a retrospective analysis of the principal peace agreements to emanate from the North–South conflict in Sudan and the civil war in South Sudan. In doing so, it argues that statebuilding practices dating back to the inception of the Sudanese state continue to inform and undermine contemporary efforts to resolve the conflicts in both countries. The article makes a unique contribution by linking the legacy of peace agreements in Sudan and South Sudan to the crises of governance that plague both countries today. Restorative justice provides an innovative approach for addressing misdemeanor juvenile offenses. Diversion programs such as the Ribault Neighborhood Accountability Board utilizes community volunteers to guide juvenile offenders through the restorative justice process. There is however a lack of current research on the engagement of youth offenders and community volunteers that elucidates the relational dynamics between these two groups. This paper describes various fraudulent visas used by criminals operating in the U.S. sex market. Studies show that many foreign women exploited through commercial sex rely on visa brokers to enter the U.S. However, scholars have not investigated various visa brokers and the techniques they use to bring foreign women into U.S. prostitution as a whole. Therefore, this paper aims to provide an overview of the different types of fraudulent visas and criminal techniques used in the U.S. sex market. This study explores the educators’ perspectives on their experiences providing academic services and supports to incarcerated youth placed in short-term juvenile detention centers and how they perceive success and challenges in this environment. Metaphors provide the opportunity to make sense of our experiences and share them with others. The current research qualitatively examined interviews with adoptive parents who had adopted through intercountry or private adoptions. Throughout their interviews, each participant used at least one metaphor in describing their experiences of adopting and raising their child. Overarchingly, the metaphor of “Adoption is a journey” encapsulated parents’ experiences. To demonstrate the journey, parents used metaphors to describe the past, present, and future. Metaphors of the past focused on their child’s trauma and the origin of how the child came to join their family. Metaphors used …

What is the likely effect of the recession brought on by the COVID-19 pandemic on indigent defense budgets in the United States? To look forward, we look backward. We examine data on county-level spending on indigent defense in Texas during the Great Recession of 2007–2009. Redistributive policies—those which use taxpayer funds to support individuals who themselves pay little or no tax—are particularly susceptible to cuts during times of fiscal stress. Yet our analysis shows indigent defense policy, measured in terms of spending and access to counsel rates, was generally stable through the Great Recession years, even in counties hit hardest. …

Official Misconduct, Exoneree Race, And The Length Of Time From False Conviction To Exoneration, Blase S. Rokusek

We investigated the interaction of official misconduct (OM) committed by criminal justice officials and race of the defendant in the context of the length of time from conviction to exoneration. We included in our study cases from 1989 to 2020 from the National Registry of Exonerations (NRE), which compiles in its database exonerations accomplished both with and without DNA evidence. Analysis revealed that there does exist an interaction effect of OM and race of the defendant. The timeframe from conviction to exoneration was longest when the case involved both OM and a Black exoneree. Our results indicate that official misconduct …

A substantial body of literature connects media effects to consumer perceptions of the criminal justice system. Research on the topic of cultivation theory has highlighted that an increased fear of crime within the general populace, due to an exaggeration of violence and criminal activity in the mass media, has spurred increased support for punitive policing, harsher sentencing, and positive feelings toward capital punishment. However, no research exists to explicate the cultivation of consumer perceptions toward the criminal courts. งานวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์พหุวัฒนธรรมและประชาธิปไตยเชิงวัฒนธรรมผ่านพื้นที่ความเชื่อเรื่องนัตในพื้นที่มัณฑะเลย์ ประเทศเมียนมา ผลการวิจัยพบว่าในพื้นที่ความเชื่อเรื่องนัตมีหลายฝ่ายเข้ามาเกี่ยวข้อง ทั้งฝ่ายผู้ปกครองและฝ่ายประชาชนผู้นับถือนัต โดยฝ่ายผู้ปกครองพยายามเข้ามาควบคุมจัดการหรือกระทั่งทำลายความเชื่อเรื่องนัตในบางยุค อันเป็นลักษณะของความรุนแรงทางวัฒนธรรม อย่างไรก็ตามการจัดการควบคุมดังกล่าวก็ไม่สามารถทำได้เด็ดขาดในระดับที่ผู้คนรู้สึกเป็นพวกเดียวกันได้ เอกภาพทางวัฒนธรรมความเชื่อไม่เคยเกิดขึ้น ปรากฏเป็นการต่อรองและการประนีประนอมอยู่เสมอ กระทั่งพื้นที่ความเชื่อเรื่องนัตสามารถเปิดรับเอาความหลากหลายเข้ามาอยู่ร่วมกัน แม้การเมืองเมียนมาปัจจุบันจะยังค่อนไปทางเผด็จการ แต่พหุวัฒนธรรมที่สะท้อนให้เห็นในพื้นที่ความเชื่อเรื่องนัต ก็จะเป็นปราการสำคัญในการป้องกันกระแสสุดโต่ง และจะเป็นพื้นฐานสำคัญรองรับกระแสการขยายตัวของเมือง ตลอดจนการพัฒนาประชาธิปไตยของเมียนมาในอนาคต

เบื้องหลังของทุกนโยบายการพัฒนาประกอบด้วยความคิดทางการเมือง ซึ่งรัฐอาศัยอำนาจในการประกอบสร้าง “ความรู้” และ “แนวทาง” การพัฒนาโดยมีเป้าหมายให้เกิดผลดังเช่นที่รัฐต้องการ บทความวิจัยนี้มุ่งศึกษาความคิดทางการเมืองไทยในนโยบายการพัฒนา โดยอาศัยแนวทางการวิเคราะห์วาทกรรมเชิงวิพากษ์ ซึ่งตัวบทที่เลือกมาศึกษา ได้แก่ คู่มือการขับเคลื่อนการพัฒนาประเทศผ่านโครงการไทยนิยม ยั่งยืน ที่รัฐบาลคณะรักษาความสงบแห่งชาติ (คสช.) เป็นผู้ผลิตและตั้งใจถ่ายทอดเนื้อหาดังกล่าวให้ประชาชนผ่านการจัดเวทีในหมู่บ้านและชุมชนก่อนการเลือกตั้งในปี พ.ศ. 2562 ตัวบทดังกล่าวสะท้อนความคิดทางการเมืองของรัฐบาล คสช. ในเรื่อง 1) ประชาธิปไตยไทยนิยมและสากลนิยม 2) การเลือกตั้งคนดี 3) รัฐอุปถัมภ์ และ 4) ประชาชนเป็นผู้รับการอุปถัมภ์ ซึ่งความคิดและปฏิบัติการทางวาทกรรมของรัฐบาล คสช. เป็นการผสมผสานรูปแบบดั้งเดิมและรูปแบบใหม่ ด้วยหวังว่าจะสามารถรักษาความเป็นอำนาจนิยม พร้อมไปกับการได้รับการยอมรับจากประชาชน ทั้งหมดนี้สามารถเข้าใจได้ผ่านบริบททางเศรษฐกิจ สังคมและการเมืองของนโยบายการพัฒนาของไทยตั้งแต่อดีตสู่ปัจจุบัน

อำนาจรัฐและความเข้มแข็งของระบอบอำนาจนิยมจีนในยุคปฏิรูป : การปราบปราม การกีดขวาง และการครอบงำ, อรรถวัตต์ อัศวนัดดา

บทความนี้มีจุดประสงค์เพื่ออธิบายเรื่องความเข้มแข็งของระบอบอำนาจนิยมภายใต้การนำของพรรคคอมมิวนิสต์จีน ผ่านคำถามที่ว่าอะไรเป็นปัจจัยสำคัญที่ทำให้ระบอบพรรค-รัฐ ดำรงอยู่ได้ในสังคมจีน โดยหลังจากการประกาศใช้นโยบายปฏิรูปและเปิดประเทศในช่วงปลายทศวรรษที่ 1970 ประเทศจีนได้เติบโตทางเศรษฐกิจอย่างก้าวกระโดด ทำให้เกิดชนชั้นกลางและผู้อาศัยในเขตเมืองจำนวนมาก ซึ่งเงื่อนไขทางเศรษฐกิจและสังคมที่ว่านี้สอดคล้องกับแม่แบบการพัฒนาไปสู่สังคมประชาธิปไตย แต่ทว่าจวบจนถึงปัจจุบัน พรรคคอมมิวนิสต์จีนยังคงอยู่ในอำนาจอย่างมีเสถียรภาพ   บทความนี้เสนอข้อถกผ่านมิติของอำนาจ โดยเสนอว่าสาเหตุที่พรรคคอมมิวนิสต์จีนยังคงปกครองประเทศจีนอยู่ได้นั้น เพราะพรรคมีอำนาจเหนือภัยคุกคามที่อาจเกิดขึ้นและกระทบต่อพรรค โดยอำนาจของพรรคคอมมิวนิสต์จีนนั้นแบ่งออกเป็น 3 มิติ มิติแรกคืออำนาจในการบังคับ ปราบปราม ผ่านการใช้กองกำลังทางการทหารและตำรวจ อำนาจมิติที่สองคืออำนาจในการกีดกันประเด็นที่สุ่มเสี่ยง อันตรายต่อการรักษาสถานภาพเดิมไม่ให้เข้าสู่กระบวนการตัดสินใจ ผ่านการคัดสรรสมาชิกพรรค การปกปิดข้อมูล ข่าวสาร และการโฆษณาชวนเชื่อ และอำนาจมิติที่สามคืออำนาจในการครอบงำทางเลือกของประชาชน ให้หลีกเลี่ยงการกระทำที่ขัดแย้งกับผลประโยชน์ของพรรค

ความรุนแรงต่อผู้สูงอายุ : สถานการณ์ สาเหตุ และการรับมือ, ปุณยวัจน์ ไตรจุฑากาญจน์

บทความวิจัยเรื่อง “ความรุนแรงต่อผู้สูงอายุ: สถานการณ์ สาเหตุ และการรับมือ” เป็นการวิจัยเชิงปริมาณ มีวัตถุประสงค์เพื่อศึกษาถึงสถานการณ์ปัญหาความรุนแรงต่อผู้สูงอายุของสังคมไทยในปัจจุบันและสาเหตุของความรุนแรงต่อผู้สูงอายุ รวมถึงแนวทางการสนับสนุนจากเครือข่ายในการป้องกันและแก้ไขความรุนแรงต่อผู้สูงอายุ ดำเนินการใน 5 พื้นที่ ได้แก่ กรุงเทพมหานคร ปทุมธานี เชียงใหม่ หนองบัวลำภู และสงขลา จากกลุ่มตัวอย่างทั้งหมดจำนวน 1,215 ราย ผลการศึกษาพบว่าผู้สูงอายุส่วนใหญ่ถูกกระทำความรุนแรงทางด้านอารมณ์และจิตใจมากที่สุด ซึ่งสาเหตุความรุนแรงส่วนใหญ่มาจากภาวะความเครียดจากบุคคลที่เกี่ยวข้องอันสืบเนื่องมาจากปัญหาทางด้านความสัมพันธ์ระหว่างบุคคลภายในครอบครัวหรือคนใกล้ชิด ซึ่งผู้กระทำความรุนแรงส่วนใหญ่มักเป็นคู่สมรส ลูกหลาน ญาติพี่น้อง คนใกล้ชิดเพื่อน และเพื่อนบ้าน ที่ต้องพึ่งพาอาศัยซึ่งกันและกัน และแนวทางการสนับสนุนจากเครือข่ายในการป้องกันและแก้ไขความรุนแรงต่อผู้สูงอายุ พบว่าผู้สูงอายุส่วนใหญ่จะได้รับการสนับสนุนในด้านของการให้คำปรึกษา แนะนำ ให้กำลังใจจากสมาชิกในครอบครัว เครือญาติ เพื่อนบ้านและทีมสหวิชาชีพ

บทความนี้อภิปรายปัจจัยทางสังคมที่มีผลต่อนโยบายสาธารณะ  ในเบื้องแรก ความขัดแย้งระหว่างปัจเจกชนและกลุ่มหลากหลายเป็นเหตุปัจจัยของนโยบายสาธารณะที่ช่วยจัดการความขัดแย้งนั้น  และความขัดแย้งบางอย่างในสังคมมีความเกี่ยวข้องกับสิ่งแวดล้อมด้วย ซึ่งส่งสัญญาณความจำเป็นของนโยบายสาธารณะ กลุ่มที่หลากหลายก็แข่งกันผลักดันสาระของนโยบายสาธารณะตามที่ตนต้องการ สังคมต้องการนโยบายสาธารณะเพื่อตอบสนองการแบ่งแยกชนชั้นทางสังคมและปัญหาของความไม่เท่าเทียมที่มักจะมาจากระบบของการแบ่งแยกชนชั้น  และปัญหาสังคมเป็นอีกหนึ่งปัจจัยสำคัญที่ตัดสินรูปลักษณะของนโยบายสาธารณะ โดยที่ปัญหาสังคมนั้นมีความละเอียดอ่อน หรือไม่คงที่ ซึ่งหมายถึงว่าคนในสังคมมีมุมมองที่แตกต่างหลากหลายเกี่ยวกับปัญหาสังคม  ดังนั้นการนิยามปัญหาและประเด็นทางสังคมถูกใช้เป็นเครื่องมือในการโน้มน้าวทิศทางและสาระของนโยบาย  คุณค่าและแนวความคิดล้วนมีที่ทางอยู่ในมุมมองต่อปัญหาสังคม  บางคุณค่าและแนวความคิดครอบงำการนิยามประเด็นปัญหา ซึ่งก็จะกลายเป็นตัวการกำหนดสาระและทิศทางของนโยบายสาธารณะไปโดยปริยาย และสุดท้าย ความความคิดเห็นสาธารณะและผลประโยชน์สาธารณะ ซึ่งมีความหมายในตัวเองที่แตกต่างกันอย่างมีนัยสำคัญ ก็เป็นตัวการกำหนดทิศทางของนโยบายสาธารณะอย่างมากได้ทั้งสองอย่าง

บทความเรื่องนี้กล่าวถึงบทบาทของ AI (Artificial Intelligence) หรือปัญญาประดิษฐ์ ในการนำมาใช้ในงานด้านการบริหารทรัพยากรบุคคล โดยกล่าวถึงวงจรชีวิตของ AI ในกระบวนการบริหารทรัพยากรมนุษย์และประเด็นท้าทายในการนำ AI เข้ามาใช้ในแต่ละช่วงของวงจรชีวิตไปจนถึงการนำ AI เข้ามาใช้ในกระบวนการบริหารทรัพยากรมนุษย์  คือทำหน้าที่ช่วยเหลือฝ่ายทรัพยากรมนุษย์ในกระบวนการทำงานตั้งแต่การรับสมัครพนักงานและคัดกรองผู้สมัคร การสัมภาษณ์ การจัดการสวัสดิการ การพัฒนาศักยภาพของพนักงาน การจัดทำเงินเดือน ไปจนถึงการประเมินผลการปฏิบัติงาน และการเลื่อนขั้นเงินเดือนของพนักงาน อย่างไรก็ตามบทความชิ้นนี้ยังชี้ให้เห็นถึงข้อจำกัดบางประการที่ AI ยังไม่สามารถทำหรือมีเทียบเท่ามนุษย์ได้ เช่น ทักษะทางด้านอารมณ์ (soft skills) แม้ในท้ายที่สุดต้องยอมรับว่ากิจกรรมหรืองานบางอย่าง AI ควรเข้ามาแทนที่มนุษย์ เพื่อความสะดวกและความรวดเร็วในการปฏิบัติงาน อย่างไรก็ตามก็ยังมีกิจกรรมหรืองานบางอย่างที่ AI ไม่สามารถเข้ามาแทนที่มนุษย์ได้ แต่กำเนิดมาเพื่อเป็นเครื่องมือที่จะช่วยเหลือการทำงานของมนุษย์ให้มีประสิทธิภาพและประสิทธิผลเพิ่มมากขึ้น

งานวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาสถานภาพและวิพากษ์องค์ความรู้ทางด้านทฤษฎีเกี่ยวกับการกระจายอำนาจสู่ท้องถิ่นในปัจจุบัน รวมถึงจะเสนอแนะประเด็นวิจัยและวิธีวิทยาหลักในการขับเคลื่อนการวิจัยในอนาคต ระเบียบวิธีวิจัยที่จะใช้เป็นการสังเคราะห์งานวิจัยเชิงวิพากษ์  ผลการศึกษาพบว่ามีแนวคิดเชิงทฤษฎีดังกล่าวทั้งหมด 5 แนวคิด คือ แนวคิดท้องถิ่นนิยมกระแสหลัก แนวคิดท้องถิ่นนิยมแบบใหม่ แนวคิดท้องถิ่นนิยมทวนกระแส แนวคิดทฤษฎีการเลือกสาธารณะ และแนวคิดระดมมวลชนมีส่วนร่วม เมื่อวิพากษ์ทฤษฎีกระจายอำนาจทั้ง 5 แนวคิด จะพบว่ามีจุดแข็งและจุดอ่อนด้วยกันทั้งหมด การวิจัยเพื่อการกระจายอำนาจสู่ท้องถิ่นในอนาคตควรบูรณาการประเด็นวิจัยเกี่ยวกับการออกแบบสถาบันทางการปกครอง การสร้างระบบบริหารจัดการงานสาธารณะโดยเครือข่ายชุมชน การเสริมสร้างสมรรถนะของชุมชน การกระจายอำนาจการคลังท้องถิ่น และการพัฒนาระบบบริหารจัดการแบบมีส่วนร่วม ส่วนวิธีวิทยาในการวิจัยเพื่อกระจายอำนาจสู่ท้องถิ่นในอนาคตควรใช้แนวการวิจัยเชิงสหวิทยาการแบบข้ามพ้นสาขา

บทความวิจัยศึกษามิติระหว่างประเทศของกระบวนการปฏิรูปทางการเมืองและเศรษฐกิจของเมียนมา ใน 3 ด้าน ได้แก่ การลงทุนโดยตรงจากต่างประเทศและการพัฒนาโครงสร้างพื้นฐานทางเศรษฐกิจ การพัฒนาระบบการอภิบาลประชาธิปไตย และกระบวนการสันติภาพและการเจรจาปรองดอง ตลอดจนวิเคราะห์บริบทระหว่างประเทศและตัวแสดงภายนอก ได้แก่ รัฐบาลและองค์การระหว่างประเทศต่าง ๆ ว่ามีบทบาทและอิทธิพลต่อกระบวนการประชาธิปไตยนับตั้งแต่ปี ค.ศ. 2007 ถึง ค.ศ. 2015 หรือไม่ อย่างไร โดยอาศัยการศึกษาเรื่องกระบวนการพัฒนาประชาธิปไตย (democratization) และการสถาปนาความมั่นคงสถาพรของระบอบประชาธิปไตย (democratic consolidation) เป็นกรอบความคิดสำคัญ การเปลี่ยนผ่านและกระบวนการประชาธิปไตยของเมียนมาถูกริเริ่ม ขับเคลื่อน และยังคงครอบงำโดยรัฐบาลทหารและกองทัพ อีกทั้งการพัฒนาประชาธิปไตยเข้มแข็ง จะยังคงขึ้นอยู่กับเจตนารมณ์และความจริงจังของรัฐบาลที่มาจากการเลือกตั้ง กองทัพ และความสัมพันธ์ของทั้ง 2 ฝ่าย ดังนั้นตัวแสดงภายนอกจึงมีอิทธิพลอย่างจำกัดในการส่งเสริมกระบวนการพัฒนาประชาธิปไตยของเมียนมา อย่างไรก็ดี งานวิจัยพบว่าตัวแสดงภายนอกยังสามารถสนับสนุนกระบวนการปฏิรูปประเทศที่สำคัญและจำเป็นต่อการวางรากฐานเพื่อการมีประชาธิปไตยที่เข้มแข็งในเมียนมาได้ในอนาคต โดยเฉพาะอย่างยิ่งในด้านการพัฒนาเชิงสถาบันและการพัฒนาท้องถิ่น

Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. Across sites, I focus on scales, voices and the everyday lived experiences often left out of scholarly discourse and sensational media. This research report is the result of collecting and evaluating data on cases of homicides and attempted homicides in the German sex trade from 1920-2017. The findings show violence against prostituted women and the attitudes of the sex buyers who commit most of the violent acts against the women. The report discusses the media coverage of murder cases, complication of cases, and a critique of methods of criminal evaluation by the police.
