Correctional facilities negatively affect individuals with pre-existing mental and behavioral health concerns while also creating an environment that manifests future mental illness. Issues include facility overcrowding, restrictive housing practices, lack of accessible services, and ill-informed practices and procedures when working with individuals with mental illness. Incarcerated individuals with mental illness also face disparities through (1) sentence length, (2) race/ethnicity and gender, and (3) increased risk in victimization. This paper draws attention to a long-standing, yet current critical issue in the American criminal justice system—the use of jails and prisons as modern-day psychiatric hospitals. Youth with conduct problems (CP) generally fall into two developmental classifications, child-onset and adolescent-onset, which exhibit different causal processes and life course trajectories. Research suggests that child-onset CP is more likely to be related to individual predispositions, while adolescent-onset CP is more associated with social factors, such as peer delinquency. Living in impoverished and disorganized neighborhoods increases the risk for associating with deviant peers. Thus, the current study tested the hypothesis that neighborhood factors would be more strongly associated with adolescent-onset CP than child-onset CP, which would be explained by a greater association with deviant peers. This dissertation uses data from the United States Extremist Crime Database (ECDB) to assess the nature of extremist violence between left-wing, far-right and al-Qaeda and associated movements (AQAM) inspired ideological fatal violence. This research uses quasi-experimental, matched sampling to examine the school-to-prison pipeline for students with disabilities using data from the National Longitudinal Study of Adolescent to Adult Health. This study presents novel insights into an at-risk group that has faced disproportionate rates of school discipline and incarceration. The study finds school suspension to be associated with future involvement in the criminal legal system and lower educational attainment. Disability was not found to mediate the relationship between suspension and future involvement in the criminal legal system or the relationship between suspension and academic outcomes. Suicidal and self-injurious incidents in correctional settings deplete the institutional and healthcare resources, create disorder and stress for staff and other inmates. Traditional statistical analyses provide some guidance, but they can only be applied to structured data that are often difficult to collect and their recommendations are often expensive to act upon. Prior research documents race and ethnicity as central to how individuals navigate the social and physical space of prisons. Racial segregation persists as a feature of prison life, and in navigating this racialized structure, racial groups construct and enforce a set of racialized norms to govern behavior (i.e., the “racial code”) that reinforce and reify prison racial politics. These processes, however, have remained largely descriptive in nature. Mental health outcomes, especially post-traumatic stress disorder (PTSD), in police have become more of a concern for law enforcement administrators, peers, family and friends. Using culture as a theoretical framework, the current cross-sectional, convergent mixed methods study explored the relationship between personal cumulative exposure to different types of critical incidents and likelihood of reporting PTSD symptoms in a sample of officers (n=71) from one municipal police department. บทความวิจัยฉบับนี้สะท้อนให้เห็นความซับซ้อนด้านอุดมการณ์ของรัฐผ่านวาทกรรมการพัฒนาพื้นที่ห่างไกล พื้นที่ชายขอบ และกลุ่มชาติพันธุ์ ว่าท้ายสุดแล้วประเด็นเรื่องการนำปรัชญาเศรษฐกิจพอเพียงมาเป็นแนวทางพัฒนานั้นมีความเป็นไปได้มากเพียงใดและความสัมพันธ์ระหว่างโครงการหลวงหนองหอยกับชุมชนชาติพันธุ์มีทิศทางการพัฒนาและการตอบสนองอย่างไร จึงนำไปสู่วัตุประสงค์กล่าวคือ เพื่อศึกษาความเปลี่ยนแปลง วิถีชีวิต กิจกรรมทางเศรษฐกิจ บริบททางสังคมและชุมชนของชนเผ่าในบริเวณศูนย์พัฒนาโครงการหลวงหนองหอย จังหวัดเชียงใหม่บนกรอบคิดการพัฒนาชุมชนชาติพันธุ์ของรัฐไทยภายใต้แนวทางเศรษฐกิจพอเพียง การศึกษาดังกล่าวเลือกนำเสนอข้อมูลที่ได้จากการวิจัยเชิงคุณภาพซึ่งมีกลุ่มผู้ให้ข้อมูลทั้งภาครัฐและภาคประชาชนที่เกี่ยวข้อง ข้อค้นพบในงานวิจัย คือ หน่วยงานภาครัฐและนโยบายรัฐส่วนกลางก่อให้เกิดความเปลี่ยนแปลงทางด้านสังคม วัฒนธรรม วิถีชีวิต และระบบเศรษฐกิจ อย่างมากต่อชาติพันธุ์ซึ่งความเปลี่ยนแปลงที่เกิดขึ้นไม่ได้เป็นลักษณะของการคุกคามและบังคับแต่เป็น “การเกื้อหนุนกัน” ซึ่งกันและกันระหว่างโครงการหลวงในฐานะหน่วยงานของรัฐในการนำนโยบายจากรัฐเข้าสู่พื้นที่ชายขอบที่ห่างไกลอำนาจรัฐผ่านวาทกรรมการพัฒนา

การเปลี่ยนแปลงระเบียบราชการส่วนกลางที่มีผลต่อการใช้เงินสะสมของ อปท. ขนาดใหญ่ในการจัดบริการสาธารณะ, ชฎิล โรจนานนท์, นภา วรวรางกูร

เงินสะสมของ อปท. ในปัจจุบันมีปริมาณอยู่ในระดับสูง ถือเป็นการสูญเสียโอกาสการพัฒนาของท้องถิ่น โดยเฉพาะ อปท. ขนาดใหญ่ ระเบียบกระทรวงมหาดไทยฯ ปี พ.ศ. 2547 และที่แก้ไขเพิ่มเติมก่อนปี พ.ศ. 2561 เป็นระเบียบส่วนกลางกำหนดโครงสร้างเงินสะสมที่ซ้ำซ้อน ขาดความยืดหยุ่น มีพื้นที่การคลัง (Fiscal Space) ที่จำกัด การออกระเบียบกระทรวงมหาดไทยฯ (ฉบับที่ 4) ปี พ.ศ. 2561 ซึ่งเป็นระเบียบส่วนกลางที่ปรับโครงสร้างสัดส่วนในการกันทุนสำรองเงินสะสมมาอยู่ที่ร้อยละ 15 นำไปสู่การเพิ่มพื้นที่การคลังในการจัดบริการสาธารณะ จากการทดสอบทางสถิติจากกลุ่ม อปท. ขนาดใหญ่ จำนวน 30 แห่ง พบว่าระเบียบกระทรวงมหาดไทยฯ พ.ศ. 2561 มีส่วนทำให้พื้นที่การคลังเพิ่มขึ้น อย่างไรก็ดี การเพิ่มขึ้นดังกล่าวไม่ได้เป็นหลักประกันว่าเป็นปัจจัยสำคัญในการส่งเสริมให้ อปท. ได้ใช้เงินสะสมเพิ่มขึ้น การใช้เงินสะสมส่วนใหญ่เป็นการใช้เพื่อการบริหารองค์กรซึ่งเป็นการใช้เงินสะสมนอกโครงสร้างเงินสะสม นอกจากนี้ อาจมีปัจจัยอื่น ๆ นอกเหนือจากระเบียบส่วนกลางที่มีเป็นปัจจัยผลักดันให้ อปท. ได้นำเงินสะสมมาใช้จ่าย

บทความวิจัยชิ้นนี้ นำเสนอสันติวิธีในทางปฏิบัติในสถานการณ์ความขัดแย้งทางการเมือง กรณีการเคลื่อนไหวของขบวนการเยาวชนช่วงปี 2563-2564 เพื่อทำความเข้าใจเงื่อนไขในทางปฏิบัติที่ทำให้ขบวนการเคลื่อนไหวที่เริ่มต้นจากความตั้งใจที่จะใช้สันติวิธี แต่ต่อมามีผู้ใช้ความรุนแรงเชิงตอบโต้แบบไม่มีอาวุธร่วมด้วย งานวิจัยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูล 60 คน จัดกิจกรรมสนทนากลุ่ม และใช้แนวคิดปฏิบัติการไม่ใช้ความรุนแรงที่ให้ความสำคัญกับความรู้จากประสบการณ์ของผู้เคลื่อนไหว และการรับมือของรัฐ

บทความนำเสนอสามประเด็น คือ หนึ่ง การยกระดับความรุนแรงเกิดจากปฏิสัมพันธ์โต้ตอบระหว่างฝ่ายรัฐกับผู้ชุมนุม ทั้งสองฝ่ายจึงมีส่วนต่อความรุนแรงที่เกิดขึ้น สอง ความรู้จากภาคปฏิบัติของนักกิจกรรมพบว่า ผู้ร่วมเคลื่อนไหวบางส่วนต้องการตอบโต้เจ้าหน้าที่รัฐ การห้ามปรามจึงไร้ผล ทางเลือกที่ทำได้คือ ช่วยให้ผู้ชุมนุมที่ไม่ต้องการปะทะได้ออกจากพื้นที่เสี่ยง สาม รัฐสามารถสลายการเคลื่อนไหวแล้วไม่เสียความชอบธรรม เพราะใช้วิธีการปราบปรามอย่างชาญฉลาด

การศึกษาวิเคราะห์บทบาทบริษัทข้ามชาติจีนในเขตพื้นที่นิคมอุตสาหกรรมไทย-จีน จังหวัดระยองต่อการพัฒนาความสัมพันธ์ระหว่างไทย-จีนผ่านแนวคิด “การทูตสามเหลี่ยม”, พรภวิษย์ หล้าพีระกุล, แอนนี คำสร้อย

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์บทบาทและความสำคัญของบริษัทข้ามชาติจีนในเขตพื้นที่นิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง ต่อการพัฒนาความสัมพันธ์ระหว่างไทย-จีน ผ่านแนวคิด“การทูตสามเหลี่ยม” เพื่อเสนอแนะแนวทางการบริหารจัดการและการวางนโยบายของรัฐบาลไทยในการส่งเสริมบทบาทของบริษัทข้ามชาติจีนในไทย เป็นงานวิจัยเชิงคุณภาพ(Qualitative Research) โดยทำการรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์เชิงลึก (In-depth Interviews) ผู้ที่เกี่ยวข้องและข้อมูลทุติยภูมิจากเอกสารและงานวิจัย จากนั้นนำข้อมูลมาวิเคราะห์เชิงพรรณนา (Descriptive Analysis)

ผลการศึกษาพบว่า เหตุปัจจัยสำคัญที่ส่งผลให้บริษัทข้ามชาติจีนในนิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง มีบทบาทและความสำคัญในการพัฒนาความสัมพันธ์ระหว่างไทย-จีน คือ การเป็นนิคมอุตสาหกรรมจีนแห่งแรกในต่างประเทศของจีน ได้รับการผลักดันและสนับสนุนผ่านนโยบายจากรัฐบาลจีนทั้งในอดีต (Going Out) และปัจจุบัน (BRI) โดยมีการให้บทบาทสำคัญแก่บริษัทข้ามชาติจีนในฐานะตัวแสดงของรัฐบาลจีนในการสร้างความร่วมมือระหว่างประเทศ กอปรกับนโยบายของไทยในปัจจุบัน เช่น ไทยแลนด์ 4.0 และโครงการ EEC นั้นสอดรับกับนโยบายของจีนอย่าง BRI ซึ่งส่งผลโดยตรงต่อการเพิ่มจำนวนการเข้ามาลงทุนของบริษัทข้ามชาติจีนในประเทศไทย เกิดเป็นสภาพการพึ่งพาอาศัยกันและการแข่งขันกัน ทำให้ความร่วมมือในด้านต่าง ๆ ระหว่างไทยกับจีนนั้นมีขอบเขตที่กว้างและเป็นไปในทิศทางที่ดีมากยิ่งขึ้น เป็นการส่งเสริมความสัมพันธ์เชิงยุทธศาสตร์ของทั้งสองประเทศ

รอคอยข้ามรุ่น : มานุษยวิทยาว่าด้วยเวลาที่รอคอยของคนยากจนกับนโยบายสังคมของไทย, ฐานิดา บุญวรรโณ

บทความวิจัยนี้นำเสนอผลการวิเคราะห์และสังเคราะห์ข้อมูลบางส่วนที่ได้จากการทำงานภาคสนามทางมานุษยวิทยาใน 10 ครัวเรือนในจังหวัดพิษณุโลกที่มีฐานะยากจน ขาดเงินออม มีอัตราการพึ่งพิงกันในครัวเรือนสูงและการศึกษาต่ำอันเป็นคุณลักษณะของครัวเรือนยากจนข้ามรุ่นที่ระบุไว้ในหมุดหมายที่ 9 ของแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 13 (พ.ศ.2566-2570) โดยบทความวิจัยนี้มีข้อถกเถียงหลักคือ ความยากจนข้ามรุ่นนั้นยังดำรงอยู่เพราะนโยบายการศึกษาและนโยบายสังคมอื่น ๆ ที่เกี่ยวข้องที่ผ่านมายังไม่สามารถแก้ไขปัญหาความยากจนข้ามรุ่นได้อย่างตรงจุดและมีประสิทธิภาพ ในระหว่างเวลาของการรอคอยนโยบายสังคมที่ช่วยหยุดการส่งผ่านความยากจนข้ามรุ่นนี้ คนยากจนจากหนึ่งรุ่นสู่อีกรุ่นหนึ่งได้สูญเสียโอกาสในชีวิตมากมาย จากการปริทัศน์วรรณกรรมเกี่ยวกับแนวคิดเรื่องเวลาที่รอคอย (waiting time) ผู้วิจัยสร้างกรอบแนวคิดการวิจัยในการวิเคราะห์ข้อมูลจากภาคสนามเพื่ออธิบายว่าเวลาที่คนยากจนข้ามรุ่นรอคอยนั้นสามารถอธิบายได้สามนัยยะสำคัญ คือ หนึ่ง ความยากจนยังดำรงอยู่และถูกส่งผ่านข้ามรุ่น สอง ช่วงเวลาของการรอคอยนโยบายการศึกษาที่จะช่วยตัดตอนวงจรความยากจนข้ามรุ่นเป็นช่วงเวลาที่คนยากจนรุ่นแล้วรุ่นเล่าสูญเสียโอกาสบางอย่างในชีวิตไปอย่างไม่มีวันหวนกลับมา เช่น หลุดออกจากระบบการศึกษาและกลายเป็นแรงงานกึ่งทักษะกึ่งไร้ทักษะ สาม นโยบายการศึกษาที่ผ่านมามีส่วนช่วยขยายโอกาสในชีวิตของคนยากจน แต่อาจยังไม่มีประสิทธิภาพมากพอในการตัดตอนวงจรความยากจนข้ามรุ่น บทความนี้จะสะท้อนนัยยะทั้งสามประการข้างต้นผ่านข้อมูลจากภาคสนาม รวมทั้งนำเสนอข้อเสนอเชิงนโยบายที่ได้จากการสังเคราะห์ข้อมูลจากภาคสนาม

การพัฒนาการท่องเที่ยวเชิงสร้างสรรค์เมืองรอง กรณีศึกษากลุ่มจังหวัดอีสานใต้ ยโสธร ศรีสะเกษ และอำนาจเจริญ มีวัตถุประสงค์เพื่อออกแบบกรอบแนวคิดและเสนอแนะแนวทางในการพัฒนาการท่องเที่ยวเชิงสร้างสรรค์ในกลุ่มจังหวัดกรณีศึกษาเพื่อให้เกิดตัวอย่างรูปแบบการจัดการการท่องเที่ยวเชิงสร้างสรรค์ในการขยายผลต่อไปยังจังหวัดและพื้นที่อื่น ผ่านการวิจัยเชิงเอกสาร การวิจัยเชิงคุณภาพ และการวิจัยเชิงพื้นที่ โดยสำรวจข้อมูลด้านเศรษฐกิจและสังคม ด้านทรัพยากรในพื้นที่ และด้านโครงสร้างพื้นฐาน จากข้อมูลทุติยภูมิ (Secondary Data) และ ข้อมูลปฐมภูมิ (Primary Data) ผ่านการสัมภาษณ์เชิงลึก (In-depth Interview) และการสนทนากลุ่ม (Focus group discussion) ซึ่งผลการศึกษาพบว่า การพัฒนาการท่องเที่ยวของกลุ่มจังหวัดอีสานใต้สู่การท่องเที่ยวเชิงสร้างสรรค์ จำเป็นต้องพัฒนาสถานที่ท่องเที่ยวให้มีสิ่งที่ดึงดูดใจหรือตอบสนองต่อความต้องการได้อย่างครบถ้วน ผ่านการทดลองปฏิบัติหรือการมีส่วนร่วมในกิจกรรมเชิงสร้างสรรค์ที่ก่อให้เกิดการเรียนรู้ สู่การท่องเที่ยวอย่างยั่งยืนบนพื้นฐานทรัพยากรและอัตลักษณ์ของแต่ละจังหวัดผ่านกิจกรรมการท่องเที่ยวเชิงสร้างสรรค์ (creative tourism activity) การเรียนรู้ (learning) การทดลองปฏิบัติ (testing) การดู (seeing) และการซื้อ (buying) ที่ได้มีการนำเสนอในผลการศึกษาครั้งนี้

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างตัวแสดงในเครือข่ายนโยบายในการขับเคลื่อนการพัฒนาพื้นที่สาธารณะสีเขียวในเขตกรุงเทพมหานคร โดยใช้แนวทางการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการค้นคว้าเชิงเอกสารและการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลสำคัญ ผลการวิจัยพบว่า การขับเคลื่อนงานเป็นในลักษณะตามแนวคิดการบริการสาธารณะแนวใหม่ โดยมีกรุงเทพมหานครเป็นตัวแสดงหลัก เนื่องด้วยเป็นหน่วยงานที่มีอำนาจหน้าที่แก้ไขปัญหาและพัฒนาในเขตพื้นที่ ซึ่งมีความสัมพันธ์ในลักษณะของการประสานความร่วมมือจากการบูรณาการการทำงานกับหน่วยงานในสังกัด หน่วยงานซึ่งเป็นเจ้าของพื้นที่ และหน่วยงานที่มาสนับสนุนการดำเนินงานทั้งในทางตรงและในทางอ้อม ที่เป็นหน่วยงานภาครัฐและนอกภาครัฐ ทั้งภาคเอกชน ภาคีวิชาการ ภาคีวิชาชีพ ภาคประชาสังคม และสมาคม/ชุมชนที่อยู่ในย่าน เพื่อเสริมเติมองค์ประกอบของเครือข่ายในส่วนที่เป็นช่องว่างการดำเนินงาน นอกจากนี้ ยังมีความสัมพันธ์ที่เกิดขึ้นโดยอิสระจากกรุงเทพมหานคร ที่มาจากการพัฒนาพื้นที่สาธารณะสีเขียวโดยเจ้าของพื้นที่ซึ่งเป็นเอกชนหรือปัจเจก โดยเครือข่ายการประสานความร่วมมือที่เกิดขึ้น ประกอบด้วยตัวแสดงต่างๆ ที่แตกต่างกันไปในแต่ละพื้นที่ที่พัฒนา

บทความวิชาการนี้เป็นการศึกษาอิสระและนำเสนอเรื่องการเลือกตั้งประธานาธิบดีอินเดีย ตั้งแต่การสถาปนาประเทศถึงปัจจุบัน มีวัตถุประสงค์เพื่อวิเคราะห์สังคมพหุลักษณ์ของอินเดียและปณิธานทางสังคมผ่านตำแหน่งประธานาธิบดี โดยเก็บข้อมูลระดับทุติยภูมิและระดับตติยภูมิ จากหน่วยงานรัฐและสำนักข่าวอินเดีย ผลการศึกษาแสดงให้เห็นถึง (ก) ความสำคัญของการคัดผู้สมัครที่เหมาะสมโดยพรรคการเมืองและพันธมิตร ซึ่งเป็นตัวแปรในการกำหนดหรือไม่ว่าจะส่งเสริมอัตลักษณ์ทางการเมือง (ข) การเลือกของคณะเลือกตั้ง เป็นขั้นตอนตัดสิน มุ่งเป้าตามความโน้มเอียงของพรรค (ค) บริบททางการเมือง สังคม และการเปลี่ยนยุค ส่งผลให้เกิดการปรับสูตรการคัดบุคคลที่มีอัตลักษณ์ทางสังคมตามปรารถนา นี่จึงเป็นการแสดงออกถึงพหุลักษณ์และเอื้อให้อัตลักษณ์ของบุคคลเป็นต้นแบบ เป็นปณิธานทางสังคม และสร้างแรงกระเพื่อมเชิงสร้างสรรค์ ดังนั้น ตำแหน่งประธานาธิบดีอินเดียจึงมีบทบาทสำคัญในการเชิดชูสังคมพหุลักษณ์ เคารพต่อวรรณะ ชาติพันธุ์ และศาสนา โดยเฉพาะกรณีหลัง ค.ศ.2000 เมื่อตำแหน่งประธานาธิบดีได้แสดงออกมากขึ้นและน่ายกย่องกับบทบาททางสังคมวัฒนธรรมในอินเดีย

การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

‘การอภิบาล’ (governance) เป็นคำศัพท์ทางวิชาการที่สร้างความสับสนให้กับสังคมไทยมาตั้งแต่ช่วงหลังทศวรรษที่ 1990 อันเนื่องมาจากการแปลและนิยามความหมายที่แตกต่างหลากหลายกัน รวมไปถึงบริบทในการนำไปปฏิบัติที่มีเป้าหมายทางการเมืองเฉพาะของการใช้แต่ละความหมายของการอภิบาล บทความวิจัยนี้มีเป้าหมายเพื่อทบทวนและวิเคราะห์สถานะความรู้เรื่องการอภิบาลในประเทศไทยที่ปรากฎอยู่ในฐานข้อมูลงานวิจัยสำคัญและหลักสูตรการเรียนการสอนในระดับอุดมศึกษา โดยงานวิจัยได้ใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการเก็บข้อมูลด้วยการสำรวจเอกสาร การสัมภาษณ์เชิงลึก และการจัดเวทีระดมความคิดเห็น ผลการศึกษาค้นพบว่าทั้งการวิจัยและการเรียนการสอนด้านการอภิบาลให้น้ำหนักอย่างมากกับมุมมองหรือแนวคิด ‘ธรรมาภิบาล’ และถูกนำไปปฏิบัติในการบริหารงานภาครัฐตามแนวคิดการจัดการภาครัฐแนวใหม่เป็นสำคัญ ส่งผลให้สถานะองค์ความรู้การอภิบาลในประเทศไทยเกิดวงจรปัญหาที่ทำให้องค์ความรู้การอภิบาลจำกัดหรือลดรูปเหลือเพียง ‘หลักธรรมาภิบาล’ และถูกนำไปสร้าง ถ่ายทอด และผลิตซ้ำผ่านสถาบันทางวิชาการและหน่วยงานภาครัฐ การออกแบบนโยบาย แผน และวิธีการปฏิบัติงานที่มุ่งใช้กรอบธรรมาภิบาลนี้สะท้อนสภาวะการขาดการนำแนวคิดการอภิบาลในลักษณะอื่นที่เป็นไปได้เข้ามาใช้อย่างเพียงพอหรือการไม่ให้ความสำคัญต่อความรู้การอภิบาลแบบอื่นในทางปฏิบัติ ปัญหานี้ส่งผลต่อทิศทางการแสวงหาความรู้และการพัฒนาการวิจัยที่เกี่ยวกับการอภิบาล ความรู้ในแบบอื่นนอกจาก ‘ธรรมาภิบาล’ ถูกทำให้ไม่สำคัญและหายไป

โครงการวิจัยนี้ศึกษาประวัติการก่อร่างของแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองในสยาม/ไทย ในฐานะส่วนหนึ่งของประวัติศาสตร์ภูมิปัญญาสาธารณรัฐนิยมสมัยใหม่สากล โดยใช้ระเบียบวิธีวิจัยแบบประวัติภูมิปัญญาของโลก (global intellectual history) โดยมุ่งศึกษาพัฒนาการแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองระหว่างปี ค.ศ. 1885 (เมื่อคำกราบบังคมทูลความเห็นเปลี่ยนแปลงราชการแผ่นดิน พ.ศ. 2428  ถูกเผยแพร่) จนถึงปี ค.ศ. 1932 หลังการเปลี่ยนแปลงการปกครอง พ.ศ. 2475 โครงวิจัยชิ้นนี้เสนอว่า ประวัติศาสตร์รัฐธรรมนูญนิยมเผยความเชื่อมโยงระหว่างช่วงเวลาดังกล่าวกับกระแสการปฏิวัติ-ปฏิรูปของโลกในช่วงเวลาเดียวกันได้โดยการศึกษาความสัมพันธ์ระหว่างรัฐธรรมนูญนิยมกับสาธารณรัฐนิยมสมัยใหม่และชี้ให้เห็นความเป็นไปได้ต่าง ๆ ในการจัดวางแนวคิดเรื่องพลเมืองอันรวมไปถึงความคิดเรื่องสิทธิและหน้าที่ต่อสังคมการเมืองในไทย/สยามลงในบริบทของประวัติศาสตร์ภูมิปัญญาสากล
