Programs should be developed with specific benefits, values and goals in mind. For it is only through an underlying commitment to fostering these benefits that they will be achieved. With this in mind some staff might respond by saying "This all seems a bit heavy! I thought our programs were supposed to be fun." It takes whole villages and it takes all members of the community, regardless of race, creed, color, neighborhood for that village to be whole. People need unimpeded access to that wholeness.

As we examine and explore the programs that we will be developing in our agencies and organizations, one of the factors in the program development process is examining youth age characteristics. The developmental stages of youth have been examined in a variety of ways by educators and research analysts. We will explore the stages of youth development as taken from, The Primary Program: Growing and Learning in the Heartland (1993). This is a primary level education curriculum developed by the Iowa Department of Education, Iowa Area Education Agencies and the Nebraska Office of Child Development-Department of Education.

Marlene Wilson devotes an entire chapter of her book, Survival Skills for Managers, to the topic of creativity. The University of Northern Iowa's Youth and Human Service Administration academic program established the Institute for Youth Leaders as a permanent home for creative activities to foster professionalism for the youth development field. The African proverb, "it takes a village to raise a child,'' is succinctly accurate. Youth development is the result of the opportunities, experiences, and instruction offered to youth in various settings. Rising concern about both the risks young people are exposed to and the preparatory experiences they are denied has generated an awareness that positive youth development is an incredibly complex process.
